Staff notes that the zoning code considers a basement that has 2 feet or more of any portion of the height above existing grade next to the basement to be counted as a story. Lower floor and basement spaces between the surface of the ground and the bottom of the first floor joist that are 6 feet in height or more to be countered toward floor area. The plans show a basement; however that level is defined as a lower floor, as explained above. The applicant's plans show that the center portion of this level is finished area with a ceiling height greater than 6 feet in height, therefore this portion was counted towards the overall floor area. The front and rear portions are shown as unfinished with a ceiling height of 5 feet and were not counted in the floor area ratio calculation. Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the Council on April 20, 1998 are outlined as follows: 1. Compatibility of the architectural style with that of the existing character of the neighborhood; 2. Respect for the parking and garage patterns in the neighborhood; 3. Architectural style and mass and bulk of structure; 4. Interface of the proposed structure with the structures on adjacent properties; and 5. Landscaping and its proportion to mass and bulk of structural components.
