Request: Design Review, Side Setback Variance, and Parking Variance for a second story addition to a single-
family dwelling.

Project Description: The existing single-story house with attached garage contains 2,029 SF of floor area and
has two bedrooms. There is also a 292 SF second unit onsite that was legalized through the second unit
amnesty program in 2001. No changes are proposed to the second unit. The existing nonconforming lot
coverage is 2,331 SF where 2,200 SF is the maximum allowed.
The applicant is proposing to decrease the width of the playroom by 2'-1" and remove a chimney structure at the
rear, reducing the lot coverage from 2,331 SF (42.4%) to 2,255 SF (41 %). The applicant is also proposing to add
a 372 SF second story. With the proposed changes to the building footprintand the addition of the second story,
the floor area onsite will increase from 2,228 SF (0.41 FAR) to 2,533 SF (0.46 FAR) where the zoning code
allows a maximum of 2,860 SF (0.52 FAR). The project is 327 SF below the maximum allowed FAR.
With the addition, the number of existing bedrooms in the main structure will increase from three (3) to four (4)
(the playroom is considered a bedroom). Two parking spaces, one of which must be covered, are required for
the main structure. One uncovered parking space is required forthe second dwelling unit. The existing attached
garage (9'-1" x 20'-3" clear interior dimensions) is non-conforming in width and the applicant has submitted an
application for a Parking Variance. Two uncovered spaces (9' x 20' each) are provided in the driveway. All other
Zoning Code requirements have been met. The applicant is requesting the following applications:
■ Design Review for a second story addition to a single family dwelling (CS 25.57.010, a, 5);
■ Variance for covered parking space width (9'-1" x 20'-3" existing and proposed, where 10' x 20' is the
minimum requirement) (CS 25.70.030); and

The existing left side setback is only 3 feet. Current planning code requires 6 feet.
b. Explain why the variance request is necessary for the preservation and enjoyment ofa
substantial property right and what unreasonable property loss or unnecessary
hardship might resu/t from the denial of the application.
The proposed design will increase left side setback from 3' to 5'-1". It is only 11 inches short from code
requirement but is a substantial improvement over the existing condition. It also meets Declining Height
Envelope and fue separation requirement.
On the other hand, the existing area which is used as a play room is 18'-2" wide. Losing 3 feet in width will
be a huge blow to the function of the room. If I keep the existing 1 st story wall with 3' setback and build
2nd story wall with 6' setback, it will be a serious structural problem to support the 2nd story wall.
c. Explain why the proposed use at fhe proposed location will not be detrimental or
injurious to property or improvements in the vicinity or to public health, safety,
general weffare or convenience.
The addition will reduce lot coverage and increase the side setback from 3' to 5'-1"
which is also good for fire separation. The existing shrub and trees in the backyard are
about 20 feet tall, blocking the view to neighbor. No trees will be removed and no new
pavement in the backyard.
d. How will the proposed project be compatible with the aesthefics, mass, bu/k and
character of the existing and potential uses on adjoining properties in the general
vicinity?
The addition actually reduces lot coverage and increases the side setback. It is located at
the rear of the house and only adds four feet to the total height, so iYs hardly noticeable
from the street. �

My house is located in a modest area of Burlingame, one block from the El Camino Real. The other
side of Albemarle way is occupied by semi detached houses, mostly two-story. On my side of the
street, the 2 neighbors next door also have two-story houses. Actually the proposed addition will be
hardly noticeable from the street, because it is behind the garage and adds less than 4 feet to the total
height. In my back yard, there are trees along the fence as tall as 50 feet, so there is no new concern
of view blockage or shading. When I spoke with my neighbors and show them project drawings, their
feedbacks were supportive.
My house only has 2 bedrooms. My parents, both in their 70s, have not visited me since I moved to
USA simply because I cannot accommodate them So I need the third bedroom, and I hope I can
build it as soon as possible. On the other hand, my child really enjoys the 18x22 feet playroom which
I try to preserve. The project will increase the side setback from 3' to 5'-1". It is only 11" short of the
code requirement but it will satisfy the fire separation requirement, greatly simplify structural design
and provide minimum width for the second floor en-suite and the fust floor playroom
As far as the window selection, I choose the vinyl windows with longer warranty, better energy
performance (see attachment) and almost the same look as vinyl clad wood window. Equipped with
wood moldings and interior screens, there is little visible difference between these two types of
windows.
My project has a limited scope and budget. It cannot be compared to multi-million dollar mansions in
other parts of town. But I hope I could have the equal opportunity to enjoy the life in our beautiful
Burlingame.

Construction
A casement window swings outwaid like a door, hinged on
right or left side. Casement windows can be used alone or in
tandem wtth other Milgard Montecito wtndows for virtually
any design specification.
COMPONENTS
FRAME
Montecito is available in a variety of frame and trim choices. The
3-1/4" deep nail on frame is ideal for both New Construction and
Replacement installations. We offer a standard nail fin frame for
New Construction, and a block frame with naff fin removed for
insert replacement, welded into the frame, for stucco exteaor
Replacement applications.
Frame components are made of a high performance uPVC, rigid
polyvinyl chloride material, custom compounded for superior impact
resistance, color retention and weathec resistance. The frame and
sash corners are all precision mitered and fusion welded foc a life-
time of air and water resistance.
The Montecito product line meets or exceeds the
AAMA/WDMA/CSA 101/I.S.2/A 440-05 Industry Specification for
Windows and Doors. They are also tested for Forced Entry
Resistance to the ASTM F588-97 sundard, Grade 201eveL Each

WEEP SYSTEM
Hollow sill construction and offset weep baffles release any
accumulated moisture from the sill pockets and help prevent
blow back, and helps control the water flow caused by a
combination of wind and rain.
GLAZING MATERIAL
AAMA-approved glazing tape adheres glass to the flxed and vent
panel frames which seals and cushions the glass. Rigid vinyl setting
blocks are used to support the unit above the sill, preventing glass
shear (glass in the insulated unit becomes offset).
Extruded vinyl glazing (sna�in) bead is applied around the interior
edge. "Interior glazing" makes replacement of glazing unit conven-
ient; bead is mitered at 45 degree for a finished look. Insulated dual
glazed panes have a 7/8" over all glass thicicness and aie dual sealed
equivalent for optimal energy effidency. All Tuscany" windows cur-
rently meet or �ceed EnergyStac• performance in all climate zones
with a 0.35 u-factor or lower. Specialry glass options are available
upon request which can help achieve as much as a 26% impcove-
ment in u-factor. Specialty glass optlons for privacy, noise abate-
ment and aesthetics are available upon request.
WEATHERSTRIPPING
'Ibvo continuous rows of weatherstripping around the vent
panel provide a superior weather-tight seal. The first row is a
flexible TPE leaf seal that acts as the primary water barrier.
The second row is a compression-style, TPV wrapped closed-

A sequentlaal multl point laking mechanism provides added secvriry and
a tighter seal along the entire vertical leading sash edge.
SCREEN
Milgard's exdusive PureView" screen frames are cambered alu-
minum, assembled with rigid nylon corner clips. Saeens come stan-
dard with matching frame color. Optional finger pull rall on screen
for easy removal. PureView's innovative saeen uses smaller diameter
yam, improving the interior view. The finer mesh aLso reduces the
appearance of a screen, enhancing curb appeal. PureView's fiberglass
charcoal saeen mesh is strong, durable and easy to replace. All
screens are under one year warranry.
ENERGY PACKAGES
Milgard offers two energy effiaency upgrade packages that offer
inaeased U-Value performance. 3D" and 3D MAX" use the ENER-
GY STAR• criteria from each climate zone and utilize materials that
are tailored to each individual climate to increase energy effidency.
The combination of the frame material, product design and glazing
unit make up the 3 components of the energy packages. The
Montecito Series receives up to 23% increase in energy efficiency
with the 3D MAX package.
