(C.S.25.44.030; 25.44.030.c; 25.44.030.a). Applicant: Tom Murphy, Public Storage, Inc. APN: 025-169-200 Property Owner: Public Storage, Inc. Lot Area: 131,000 SF; approximately 3 Acres General Plan: Industrial Zoning: M-1 Adjacent Development: mixed industrial uses. CEQA Status: Article 19. Categorically Exempt per Section 15301, Class 1: operation, repair, maintenance, permitting, leasing or licensing of existing, public or private structures, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Existing Use: self storage facility with five buildings housing 917 storage units, a manager's unit and office. Proposed Use: continued use as self -storage with addition of rental of four trucks to be stored on site. Allowable Use: self storage, car and truck rental requires conditional use permit. History: A use permit and variance were approved in 1980 for the conversion of existing warehouse space and construction of additional buildings to establish 125,000 SF of interior space on this 3-acre site. The storage operation is conducted in approximately 124,000 SF of area with 917 storage units averaging 100 SF in size; a 900 SF inanager's unit is on site and used for 24-hour supervision of this site. This construction and these uses were issued a side setback variance and conditional use permit in 1980. There are 65 parking spaces on site comprised of 31 standard spaces and 32 loading spaces. Two parking spaces are reserved for the resident manager, and 63 remaining spaces provide a standard of 1 space/15 lockers (1 space/2000 SF). The current parking requirement for self storage facilities is 1 space/ 1000 SF of gross floor area. Summary: The applicant, Tom Murphy, is requesting a conditional use permit and variance to allow rental and storage of four trucks in conjunction with the existing self storage facility on this site. The trucks would range in size from 10 - 24 feet in length and would be available for rental to persons renting self storage units and to the general public. The trucks would be stored on site and rental contracts would be signed during the operating business hours of this facility with over-night rental of the trucks available. The 3-acre site has 917 storage lockers averaging 100 SF in size, a 900 SF inanagers unit and 150 SF of ofiice space. The storage facility is located at 1761 Adrian Road, zoned M-1. The following applications are required: u CONDITIONAL USE PERMIT AND PARKlNG VARIANCE I767 Adrian Road 1. A conditional use permit is required for vehicle rental and storage and modification of existing storage facility use in the M-1 zoning district (C.S. 25.44.030). 2. A variance is requested from the requirement to provide designated parking for the four trucks (25.44.030.c) Rental agreements for the proposed truck rental will be available between 9:30 a.m. and 6:00 p.m. Monday through Friday; Saturdays between 8:00 a.m. to 5:00 p.m. and Sundays from 10:00 a.m. to 2:00 p.m. Upon signing the rental agreement, the customers would be able to use the trucks for any amount of time (hours/days/weeks). Addition of the truck rental operation would not necessitate an increase in the number of storage facility employees, and there will remain one employee on site during the hours that the operation is open. The applicant does not expect an increase in the number of customers on this site, as there is a finite number of storage units (917). The availability of truck rentals is intended as a service for the customers who often need to rent a moving vehicle in conjunction with moving belongings into and out of the storage units. The trucks would be leased from a third party (Penske Trucks) and would not be washed, fueled or maintained on site. The manager's unit requires 2 spaces, leaving 1 space/2000 SF of storage space or one space/ 15 storage units. 1 space for each 1000 SF of storage; 2 spaces for the managers unit plus one space each for the proposed addition of four rental trucks. * Conditional use permit for truck rental **parking variance (four trucks proposed for rental on site without establishing four new parking spaces). This project meets all other zoning code requirements. 2 CONDITIONAL USB PERMIT AND PARK/NG VARIANCE 1761 Adrinn Road Staff Comments: The Chief Building Official, Fire Marshal and the City Engineer had no comments on the project. Study Meeting: At the Study Session on June 28, 1999, the Planning Commission asked the applicant to identify the location of the parking spaces where the rental trucks would be stored on site, and what would be the maximum number of trucks stored on site. They also requested that the site plan be enlarged to improve the legibility of the writing. The applicant responded by identifying the four parking stalls where the four trucks would be stored on site. Three of the sites are behind the locked gate and one parking space is in the off-street parking lot in front of the building; this location will be used as a staging site waiting for the pick-up or check-in of rental trucks reserved for use. In his letter date stamped July 2, 1999, the applicant indicated that from prior rental experience at other sites that the average number of trucks on site at any day through the week would be two. The applicant also clarified that the parking spaces on the left side of this site, as seen on the aerial photo are part of the off-street parking spaces at 1811 Adrian Road. Mondays through Thursday are the slowest days, but special rental rates would increase rentals during that time. The 8'/z " x 11" site plan has been enlarged to 11" x 17" to improve the legibility of the plan and clearly deiine the property lines, the footprint of the buildings and identify the location of the parking spaces on this site. The Planning Commission determined that if the applicant submitted this information as requested that the project would be heard at the Planning Commission hearing on July 12, 1999. Findings for a Variance: In order to grant the parking variance the Planning Commission must find that the following conditions exist on the property (Code Section 25.54.020 a-d): (a) there are exceptional or extraordinary circumstances or conditions applicable to the property involved that do not apply generally to property in the same district; (b) the granting of the application is necessary for the preservation and enjoyment of a substantial property right of the applicant, and to prevent unreasonable property loss or unnecessary hardship; (c) the granting of the application will not be detrimental or injurious to property or improvements in the vicinity and will not be detrimental to the public health, safety, general welfare or convenience; (d) that the use of the property will be compatible with the aesthetics, mass, bulk and character of existing and potential uses of properties in the general vicinity. Findings for a Conditional Use Permit: In order to grant a Conditional Use Permit the Planning Commission must find that the following conditions exist on the property (Code Section 25.52.020 a-c): (a) the proposed truck rental use, at the proposed location, will not be detrimental or � CONDITIONAL USE PERM/T AND PARKlNG VARIANCE 1761 Adrinn Road injurious to property or improvements in the vicinity, and will not be detrimental to the public health, safety, general welfare, or convenience; (b) the proposed truck rental use will be located and conducted in a manner in accord with the Burlingame general plan and the purposes of this title; (c) the Planning Commission may impose such reasonable conditions or restrictions as it deems necessary to secure the purposes of this title and to assure operation of the use in a manner compatible with the aesthetics, mass, bulk and character of existing and potential uses on adjoining properties in the general vicinity. Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be taken by resolution and should include findings. The reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: Conditions: 1. that the truck rental parking locations shall be built as shown on the plan submitted to the Planning Department and date stamped July 2, Sheet 1 of l; 2. that the truck rental operation may not be open for business or for truck rentals except during the hours of 9:30 A.M. to 6:00 P.M. Mondays through Friday; Saturdays from 8:00 A.M. to 5:00 P.M. and Sundays from 10:00 A.M. to 2:00 P.M., with no more than 4 trucks for rent on this site at any one time. If this number is exceeded, the use permit shall be reviewed by the Pianning Commission immediately; and 3. that the truck rental operation is a minor use and dependent upon the public/personal storage service operation on this site and shall not constitute a right to extend truck or car rental uses on this site as an independent or major use of the site now or in the future, should the storage use leave this site the truck storage use shall also be terminated; and 4. that any improvements for the use shall meet all California Building and Fire Codes, 1998 Edition as amended by the City of Burlingame. This street is already trafficked heavily by freight trucks servicing the neighboring industrial and warehouse facilities, This is a commercial zone and no negative impact on residential facilities will be realized. The trucks will be maintained fully off site by Penske Leasing Facilities to safegard against any environmental concerns. Having rental trucks available to our customers allows for a full service opportunity to meet our customer's needs. Customers who rent our trucks do not leave their vehicles at our property while renting the truck.
