Conditional Use Permit and Parking Variance for Truck Rental
at Existing Self Storage Facility
Address: 1761 Adrian Road
Meeting Date: June 28, 1999
Request: Conditional use permit and parking variance for truck rental in conjunction with an
existing self storage facility on a 3-acre parcel at 1761 Adrian Road, zoned M-1.
(C.S.25.44.030; 25.44.030.c; 25.44.030.a).
Applicant: Tom Murphy, Public Storage, Inc. APN: 025-169-200
Property Owner: Public Storage, Inc.
Lot Area: 131,000 SF; approximately 3 Acres
General Plan: Industrial Zoning: M-1
Adjacent Development: mixed industrial uses.
CEQA Status: Article 19. Categorically Exempt per Section 15301, Class 1: operation,
repair, maintenance, permitting, leasing or licensing of existing, public or private structures,
involving negligible or no expansion of use beyond that existing at the time of the lead
agency's determination.
Existing Use: self storage facility with five buildings housing 917 storage units, a manager's
unit and office.
Proposed Use: continued use as self -storage with addition of rental of four trucks to be
stored on site.
Allowable Use: self storage, car and truck rental requires conditional use permit.
History:
A use permit and variance were approved in 1980 for the conversion of existing warehouse
space and construction of additional buildings to establish 125,000 SF of interior space on this
3-acre site. The storage operation is conducted in approximately 124,000 SF of area with 917
storage units averaging 100 SF in size; a 900 SF manager's unit is on site and used for 24-hour
supervision of this site. This construction and these uses were issued a side setback variance
and conditional use permit in 1980.
There are 65 parking spaces on site comprised of 31 standard spaces and 32 loading spaces.
Two parking spaces are reserved for the resident manager, and 63 remaining spaces provide a
standard of 1 space/15 lockers (1 space/2000 SF). The cunent parking requirement for self
storage facilities is 1 space/1000 SF of gross floor area.
Summary: The applicant, Tom Murphy, is requesting a conditional use permit and variance
to allow rental and storage of four trucks in conjunction with the existing self storage facility
on this site. The trucks woild range in size from 10 - 24 feet in length and would be available
for rental to persons renting self storage units and to the general public. The trucks would be
stored on site and rental contracts would be signed during the operating business hours of this
facility with over-night rental of the trucks available. The 3-acre site has 917 storage lockers
averaging 100 SF in size, a 900 SF inanagers unit and 150 SF of ofiice space. The storage
facility is located at 1761 Adrian Road, zoned M-1. The following applications are required:
CONDITIONAL USE PERMIT 1761 Adrian Road
1. A conditional use permit is required for vehicle rental and storage and modification of
existing storage facility use in the M-1 zoning district (C.S. 25.44.030).
2. A variance is requested from the requirement to provide designated parking for the four
trucks (25.44.030.c)
Rental agreements for the proposed truck rental will be available between 9:30 a.m. and 6:00
p.m. Monday through Friday; Saturdays between 8:00 a.m. to 5:00 p.m. and Sundays from
10:00 a.m. to 2:00 p.m. Upon signing the rental agreement, the customers would be able to
use the trucks for any amount of time (hours/days/weeks). Addition of the truck rental
operation would not necessitate an increase in the number of storage facility employees, and
there will remain one employee on site during the hours that the operation is open. The
applicant does not expect an increase in the number of customers on this site, as there is a
iinite number of storage units (917). The availability of truck rentals is intended as a service
for the customers who often need to rent a moving vehicle in conjunction with moving
belongings into and out of the storage units. The trucks would be leased from a third party
(Penske Trucks) and would not be washed, fueled or maintained on site.

The Planning Commission is required by law to make findings as defined by the City's Ordinance
(Code Section 25.52.020). Your answers to the following questions can assist the Planning
Commission in making the decision as to whether the findings can be made for your request.
Please type or write neatly in ink. Refer to the back of this form for assistance with these
questions.
I. Explain rvhy tlte proposed use at the proposed location ►vill not be detrimental or injurious to
piopety or improvements in the vicinity or to public health, safety, general velfare, or convenience.
Our proposal is to have 3 to 4 rental trucks on average available for rental
primarily by our self storage customers and to the general public. The trucks
would be parked behind our security gate with limited visibility to the street.
Our property is located on Adrian Road, a frontage road to Hwy. 101. This street
is already trafficked heavily by freight trucks servicing the neighboring industrial
and warehouse facilities. This is a commercial zone and no negative impact on
residential facilities will be realized. The trucks will be maintained fully
off site by Penske Leasing Facilities to safegard against any environmental
concerns. Having rental trucks available to our customers allows for a full service
opportunity to meet our customer`s needs. Customers who rent our trucks do not leave
their vehicles at our property while renting the truck. They generally have someone
2 droivivil te pioposed use ie lo atecand conucted in accoidan e ivith the Burliiagame General
Plan and Zoning Oclinance?
Our proposal meets the city's requirements as per the conditions stated in
Chapter 25.44, M-1 District Regulations, Section 25.44.030 conditional uses.
Public Storage is responsible for the entire business activity on this site. The
site exceeds the minimum size requirement of seven-tenths of an acre. The average
number of trucks on site will normally average 3 to 4 and parking space for the
trucks is adequate. Customers do not leave their vehicles when renting the trucks.
Traffic is generated by the rental trucks is insignificant as trucks are generally
leaving or returning to the property once per day each.
3. How rvill t)ae proposed project be compatible with the aesthetics, mass, bulk and claaracter of tlze
existing and potential uses on adjoining properties in the general vieinity?
There is no structural change to the property involved with this proposal.
The addition of a few rental trucks on our property is compatible with existing
uses in the neighborhood and the general vicinity. This is a neighborhood
already designed for truck traffic and other car and truck rental iacilities
already exist in the neighborhood.
1 Continued: We currently have more than enough parking spaces to accomodate
our customers.

l. Explain wlay t)ie proposed use t tlae proposed localion will not be detrinental or
injurious to property or improvemefats in the vicinity or to public health, safety,
general welfare, or convenience.
How will the proposed structure or use within the structure affect neighboring properties or structures on those
properties7 If neighboring properties will not be affected, state why. Think about traffic, noise, lighting, paving,
landscaping sunlight/shade, views from neighboring properties, ease of maintenance.
Why will the structure or use within the structure not affect the publics's health, safety or general welfarel
eublic health includes such things as sanitation (garbage), air quality, discharges into sewer and stormwater systems,
water supply safety, and thing which have the potential to affect public health (i.e. underground storage tanks, storage
of chemicals, situations which encourage the spread of rodents, insects or communicable diseasesl.
Pub/ic safetv. How will the structure or use within the structure affect police or fire protectionl Will alarm systems
or sprinklers be installedl Could the structure or use within the structure create a nuisance or need for police services
(i.e., noise, unruly gatherings, loitering, traffic) or fire services (i.e., storage or use of flammable or hazardous materials,
or potentially dangerous activities like welding, woodwork, engine removal).
General welfare is a catch-all phrase meaning community good. Is the proposal consistent with the city's policy and
goals for conservation and development7 Is there a social benefitl
'onvenience. How would the proposed structure or use affect public convenience (such as access to or parking for
this site or adjacent sites)7 Is the proposal accessible to particular segments of the public such as the elderly or
handicapped7
2. How will the proposed use be located and conducted in accordance with tlae
Burlingame General Plan and Zoning Ordiaance?
Ask the Planning Department for the general plan designation and zoning district for the proposed project site. Also ask
for an explanation of each. Once you have this information, you can compare your proposal with the stated designated
use and zoning, then explain why this proposal would "fiY' accordingly.
3. How will tlae proposed project be cornpatible wiih t)ze aesthetics, rnass, bulk and
character of the existiag and potential uses orz adjoifzing properties in the general
vicinity?
How does the proposed structure or use compare aesthetically with existing neighborhoodl If it does not affect
aesthetics, state why. If changes to the structure are proposed, was the addition designed to match existig
architecture, pattern of development on adjacent properties in the neighborhood7 If a use will affect the way a
neighborhood or area looks, such as a long term airport parking lot, compare your proposal to other uses in the area and
explain why it "fits".
How does the proposed structure compare to neighboring structures in terms of mass or bulkl If there is no change
to the structure, say so. If a new structure is proposed, compare its size, appearance, orientation etc. with other
structures in the neighborhood or area.
How will the structure or use within the structure change the character of the neighborhood7 Think of character as the
image or tone established by size, density of development and general pattern of land use. Will there be more traffic
or less parking available resulting from this use? If you don't feel the character of the neighborhood will change, state
why.
How will the proposed project be compatible with existing and potential uses in the general vicinity7 Compare your
project with existing uses. State why you feel your project is consistent with other uses in the vicinity, and/or state
why your project would be consistent with potential uses in the vicinity.
