The attached Project Assessment describes the proposal by Dan Brown of Public Storage
Properties VI, Ltd. to develop 917 self-storage lockers on the property at 1761 Adrian
Road. Additional project details are provided in his April 15, 1980 letter and plans
date stamped May 6 and May 21, 1980. A recent traffic count taken at the Public
Storage facility in Castro Valley is also attached, as confirmation of the typical
weekday/weekend traffic pattern that can be expected to develop on Adrian Road.
Copies of this application were circulated to the Public Works Department and Fire
Department. The May 9 memo from the Chief Fire Inspector advises that he has no
objection to its approval, provided that an automatic sprinkler system is installed,
together with a fire hydrant at the rear of the property. The May 8 memo from the
Chief Building Inspector recommends five conditions of approval. The May 20 memo from
the Director of Public Works states that "the Engineering and Traffic Departments have
no requirements for the project. We anticipate no traffic problems from this use ..."
After reviewing the above comments, together with the application details, it appears
that the proposed public storage project will both provide a service to homeowners
and businesses in the Burlingame area and reduce the number of employees, peak hour
vehicle trips and demand for utility services that a typical light industrial business
would generate on this property. The 65 on-site parking spaces should be adequate
for both employees and customers*. Self storage lockers are available at two other
Burlingame locations**; no problems have been observed with this type of business.
For the above reasons, staff recorr�nends that this special permit be approved. Recommended
conditions for Commission review at the public hearing are:
1. that the permit be approved to Public Storage Properties VI, Ltd. and be
nontransferable;
2. that all construction be consistent with the drawings filed with this
application;
3. that the conditions recorrrnended by the Chief Fire Inspector and Chief Building
Inspector be observed; and
4. that a landscape and irrigation plan be approved by the Park Director prior
to the issuance of a building permit.

*17 spaces should be reserved for the tenant in the 5,000 SF office suite in the
front portion of the building, and 2 spaces should be reserved for the resident
manager. The 46 remaining spaces will provide a standard of 1 space/20 lockers.
1 space/50 lockers has been found to be generally satisfactory at Burlingame's
other self storage facilities.
**There are 495 lockers at U-Store-It, 1855 Rollins Road, and an additional 184
lockers at Star Self Storage, 1241 Whitethorn Way.

office area to be subleased. The present parking area at the side and back of the building

Reasons for a Conclusion: The majority of the proposed self-storage lockers will
be located within the existing warehouse at 1761 Adrian Road. The four additional

maximum site coverage allowed by code. The average number of vehicle trips per
1,000 SF of storage lockers is only 20% - 50% typical light industrial development.

Enclosed is the information you require to issue a side yard variance and a use
permit for a miniwarehouse project in a warehousing area:

Public Storage proposes to construct a building on the south property line. This
building will back directly to the neighbor's building that is already on the prop-
erty line. This layout effectively uses the land and does not create a dark dead
spot between buildings. I have set back this building 130 feet from the sidewalk
and added extra landscaping and parking to maintain the feeling of open space that
now exists.
The Burlingame area has been surveyed by Public Storage and it shows a shortage of
small private storage. Based on this survey and the location, we have agreed to
purchase this site. We feel this type of project falls in line with the basic
planning program of the city.
This planned development would construct public storage rental spaces in individual
units on an average of 100 square feet per unit. The total site occupies approxi-
mately 130,000 square feet of land area and the proposal calls for constructing approxi-
mately 850 feef in a total net building area of approximately 95,000 square feet,
figuring 25,000 square feet of haliways.

We have reviewed the traffic volume data for a similar development in Castrp Valley,
California (Redwood Private Storage), as counted and reported by the California De-
partment of Transportation in early 1977. The Castro Valley site had 213 rental units
and occupied approximately 22,000 square feet of floor space. The facility was lo-
cated on a site of approximately 40,000 square feet of land area.
This week-long study indicates that traffic generation/attraction is generally
greatest on weekdays and that the average weekday trip qeneration/attraction was
56 trips per day (a trip is defined here as a one-way automotive movement with either
its origin or destination on the site).
Using this average of 56 trips per day to and from a 22,000 square foot facility
equates to approximately 2.5 trips per day per 1,000 square feet of building area.
This trip generation/attraction rate is substantially below general averaqe rates
for industrial-manufacturing facilities which averages are between 4.5 and 12.2
trips per day per 1,000 square feet of building area. (As reported in the lOth Pro-
gress Report on Trip Ends Generation Research Counts-California Department of Trans-
portation.)
The proposed project contains 4 times the number of spaces that Redwood Private Storage
has; therefore, we project four times the number of trips per day. Public Sitorage
miniwarehouse project in Burlingame should have 112 (224 trips) visitors on week-
days and 77 (154 trips) visitors on weekends. And additional trips would be generated
by the small office area during weekdays.
The earlier Transportation Department report also indicated the average weekday
peak hour occurred between 2:00 and 3:00 p.m. and accounted for approximately 16%
of all daily traffic for the facility. The report also indicates facility-oriented
traffic during the normal P.P1. commute peak hour (5:00-6:00 PM) accounted for approxi-
mately 9� of the total average weekday traffic for the facility.
I have enclosed four pictures of renderings of existing projects for qeneral information.
Each of these successful projects are designed around 25 ft. wide driveways. This size
has proven to offer ample room for unloading cars and trucks and the low volu�ne of
traffic moving around the site. The number of vehicles on site at one time will average
less than three, figuring ten minutes per trip. Public Storo�e uses steel reinforced
concrete corner columns, thus eliminating bumper posts that reduce clear travel at
corners.
Enclosed, but not requested, is a set of standard Public Storage colors. The existing
building has been recently painted the almond shell color. tde planto keep the existing
color. Any trim repainted will be oxford brown and the preifnished roll-up doors are
pumpkin orange.

A review of the subject project indicates that the Engineering and Traffic
Departments have no requirements for the project. We anticipate no traffic
problems from this use, the site over any other permitted use. Excess
vehicle capacity is available on Adrian Road and there are no other Public Works
problems different from other permitted uses.

Should the application be approved by the planning commission, the building
department requests the approval be done with the following conditions:
1, Exits in existing building to meet U.B.C, section 3302(c),
(Arrangements of Exits), If only two exits are required they
shall be placed a distance apart equal to not less than one-
half of the length of the maximum over all diagonal dimension
of the building or area to be served measuring in a straight
line between exits.
2, B-2 occupancy in Fire Zone II, Exterior walls to be 1-hour
construction, openings not permitted less than 5 feet, protected
less than 20 feet.
3. Roofs to be fire retardant,
4. All roof water drainage to be collected and distributed to the
street or storm drain in an approved manner.
5. Approved back flow protection required on fire and lawn sprinkler
systems.

On January 22, 1979 the Planning Commission approved a parcel map which subdivided
the Bay Cities Wholesale Hardware Company property at 1761 Adrian Road into two
parts: a 139,800 SF lot with the existing 51,200 SF building, and an unimproved
52,600 SF lot. The smaller lot has a 100` frontage on Adrian Road, and a 526'
average depth.
Shortly after the City's approval of the parcel map, a building permit application
was filed for a 24,000 SF warehouse on the smaller lot, consisting of 23 individual
units which average 20' x 52' (a xerox reduction of the site plan is attached for
information; the building location is also shown on the air photo). Because of the
unusual width of the lot, and the absence of a sideyard requirement for the M-1
District in the zoning ordinance, the new warehouse was constructed immediately
adjacent to the new property line which subdivided the original parcel at 1761 Adrian
Road.
In January this year the City Council adopted Ordinance No. 1164, which establishes
a 10' sideyard requirement for new construction in the industrial area. At about
this time Public Storage Properties VI, Ltd. arranged to purchase 1761 Adrian Road,
with the intention of remodeling the older warehouse building into a system of small
self storage lockers and constructing 4-5 new storage buildings with larger lockers
and roll-up doors.
The proportions of the Bay Cities Wholesale Hardware Company site will allow two of
the storage buildings to be constructed along the back wall of the new warehouse
on the adjacent lot (see Sheet 1, drawing no. BE-619, date stamped May 6, 1980 and
circulated to the Corrnnission with the materials for the May 12 meeting). The recent
ordinance amendment which establishes a 10' sideyard requirement (Code Sec. 25.42.
055c) prohibits this location, however. The present application is to allow Building B
(a 30' x 160' structure with 16 lockers) and Building C(a 30' x 170' structure with
17 lockers) to be constructed to the side property line.
Mr. Dan Brown's May 21, 1980 letter describes his company's reasons for this application,
and argues that the legal requirements specified by Code Sec. 25.54.020 are met by the
proposed project. After reviewing the plans, staff believes that the proposed location
of Buildings B and C is reasonable, given the new warehouse on the adjacent lot. A
10' sideyard down the 460' length of the neighbor's building would have little
benefit to either property or to the general public.
Given the above background and project details, staff recommends that this application
be approved, if the Commission first determines that the four requirements for a
variance are met. Recommended conditions for review at the public hearing are:
1. that all construction be consistent with the drawings filed with this
application; and
2. that a landscape and irrigation plan be approved by the Park Director prior
to the issuance of a building permit.

I would like to note for you tlie reasons that we feel a variance is required for
our project. We are requesting a variance on the 10 ft, side yard set-back require-
ment recently passed.
About a year ago, Public Storage agreed to purchase property at 1761 Adrian Road
for the purpose of converting it into a miniwarehouse, The decision to purchase
this property was based on placing a 30 ft. building on the property line, backed
up to the existing new building also on the property line. Reduction in the size
of this building would significantly reduce this anticipated income,
With our neighbors 6uild��lready on the property line, constructing a new build 10
ft. away from it would result in making that area unusable. The dark area would be
una6le to 6ring any enjoyment to the owner.
Eliminating the 10 ft. dead space 6etween 6uildings (none have windows) would improve
security, building protection and surface maintenance. This area could possibly, in
time, become overgrown, poorly drained an8 a health hazard.
The intent of the 10 ft. set-tiack and landscape requirements in this area are to add
open space and trees to an industrial area. We feel tF�at we have a special case and
a variance will not effect the zoning of the area. We have added extra landscaping
to the front and we have continued the 10 ft, iandsc,ape and set-back on the other side
all the way to the 6ack of the lot. Tfiis side i's an open space area and it is greatly
enhanced by more landscaping.
