Request: Conditional use permit and parking variance for a change of use from an office/warehouse to an
office/training facility in the Rollins Road zoning district.

CEQA Status: Article 19. Categorically Exempt per Section: 15301 - Existing facilities, Class 1(a),
interior or exterior alterations involving such things as interior partitions, plumbing, and electrical
conveyances.
Existing Use: Office and warehouse.
Proposed Use: Office, storage and a training facility on the first floor & storage on the mezzanine level.
Conditional Use: Technical schools with training related to the permitted and conditional uses in the
Rollins Road district with parking as required by chapter 25.70.
Summary: The applicant is requesting a conditional use permit and parking variance to convert existing
office and warehouse space on the first floor of the suite to office, storage and a training facility for Virgin
America, Inc. and to maintain the mezzanine level as storage space at 1731 Adrian Road #11, zoned R-R.
The existing office area will be expanded froin 305 SF to 912 SF on the first floor, two storage containers for
storing of personal belongings that have been separated from their owners as well as miscellaneous items
will be placed in the existing warehouse space on the first floor and the remainder of the first floor space will
be used for the training facility, totaling 1,117 SF.
With this application, the floor area of the building and the tenant space would not be increased, but the use
in tenant space #11 will change and be intensified. Also, with this application, there are no changes
proposed to the exterior of the building. The applacant notes that although 1,117 SF of the suite is
designated for the training facility, not all of that space will be used for actual training. A portable aircraft
slide training device will be placed in that training area. The training area will be used for the purpose of
instructing Virgin America's flying crew members in aircraft evacuation procedures. The slide device itself
is approximately 138 SF in size. Therefore, the remaining training area will only be used as standing room
for those persons not participating in the evacuation procedure, no chairs, desks or other furniture will be
placed in this location.
The evacuation training will take place 2-3 times per month and each training will last approximately two
hours. The applicant expects that there will be anywhere from 3-35 students participating at any of the
trainings and they will be assisted by 1-2 instructors. The hours of the trainings will vary.
There are two storage cages that will be placed on the first floor of the suite totaling 200 SF. One of those
cages will be used specifically for the storage of overflow computer equipment and will be visited
infrequently by a Virgin America staff inember who is based at the headquarters on Airport Blvd. in
Burlingame. The other cage will be used specifically for lost luggage bags that were not collected by their
owners at the airport within a 5-10 day period of the assigned flight. If the bags stored in this cage are not

reunited with their owner within 30-60 days of being placed in the cage, then the bags are disposed of. The
managing of the baggage storage will occur from the Virgin America headquarters, located on Airport Blvd.
in Burlingame. Virgin America staff inembers only will visit the cage randomly to pick up or drop off
luggage. There will be no employee assigned to work on site to manage the storage areas.
Four parking spaces are designated to this suite (3 in the front and 1 in the back). Currently, the site is
conforming in number of parking spaces, with 49 spaces provided, as the original parking lot was built based
upon the office and warehouse uses proposed in the suites. The proposed use creates an incremental increase
of an additional 23 spaces required on site (1 space for storage, 3 spaces for office and 23 spaces for the
training facility) for suite 11. However, because of the large number of trainees, Virgin America, Inc. will be
busing their employees/trainees from their head quarters facility (in Burlingame) to this facility on Adrian
Road. No trainees will be driving to this training facility. The project meets all other zoning requirements.
The following application is required:
• Conditional use permit far a training facility with parking as required by chapter 25.70 (CS
25.44.030 g).
Parking variance for number of spaces provided for the training facility use (3 spaces
existing/provided for the suite, where 27 spaces are required) (CS 25.70.040).

Staff Comments: See attached. Staff would note that any further increase of the training facility use/or
frequency of training opportunities in this building would require a conditional use permit amendment and
new parking variance for number of spaces provided. Staff would also note that the applicant has not
provided information on the number of visits anticipated to the storage cage areas on the site.
Study Meeting: At the Planning Commission study meeting on July 24, 2006, the Commission had some
questions and comments about the project (July 24, 2006 P.C. Minutes). The applicant addressed the
Commission's concerns by submitting a response letter and photographs of the proposed busses to be used
on August 3, 2006.

Conditional Use Perutit and Parking Variance 1731 Adrian Road
The following are comments by the Commission and a response to each provided by the applicant and staff:
1. Conditional use perinit sl:ould be specific a�zd limited to tliis use.
• Planning staff would note that a condition of approval has been added so that the conditional use
permit and parking variance shall only apply to this type of use in this suite and shall become void if
another use shall occupy this space (see condition of approval number 2 below).
2. Bussi�zg should be required a�zd because of the linzited nunzber of parking spaces available to this
sirite on site, busses slzould be limited to sniall vai:s, large busses sliould not be brought onto this siZe
or parked on the street nearby.
In his written response, the applicant notes that the vehicles that will be transporting Virgin America
staff will range in capacity from 12-20 passengers and will pick up passengers at 555 Airport Blvd
and will transport them to 1731 Adrian Road. At the conclusion of the training, the passengers will
be returned to 555 Airport Blvd. Any individuals traveling to the site to access the storage cages will
drive a car and park in one of the four assigned parking stalls (response letter from applicant dated
August 3, 2006).
Required Findings for a Conditional Use Permit: In order to grant a Conditional Use Permit for a
training facility the Planning Commission must find that the following conditions exist on the property
(Code Section 25.52.020 a-c):
(a) the proposed use, at the proposed location, will not be detrimental or injurious to property or
improvements in the vicinity, and will not be detrimental to the public health, safety, general
welfare, or convenience;
(b) the proposed use will be located and conducted in a manner in accord with the Burlingame general
plan and the purposes of this title;
(c) the Planning Commission may impose such reasonable conditions or restrictions as it deems
necessary to secure the purposes of this title and to assure operation of the use in a manner
compatible with the aesthetics, mass, bulk and character of existing and potential uses on adjoining
properties in the general vicinity.
Findings for a Cooditional Use Permit: Based on the fact that the proposed aircraft emergency evacuation
slide training use will operate within an existing building; that the instruction area will be limited to 1,ll7
SF and will only contain one slide training device with no desks or seating areas; that the training will only
occur 2-3 times per month; that each training will be limited to a maximum of 35 students and a maximum
of two instructors; and that each training will last a duration of approximately 2 hours, the proposed use is
found to be compatible with the required findings for a conditional use permit.
Required Findings for Variance: In order to grant parking variance, the Planning Commission must find
that the following conditions exist on the property (Code Section 25.54.020 a-d):

(a) there are exceptional or extraordinary circumstances or conditions applicable to the property involved
that do not apply generally to property in the same district;
(b) the granting of the application is necessary for the preservation and enjoyment of a substantial
property right of the applicant, and to prevent unreasonable property loss or unnecessary hardship;
(c) the granting of the application wil] not be detrimental or inj urious to property or improvements in the
vicinity and will not be detrimental to the public health, safety, general welfare or convenience; and
(d) that the use of the property will be compatible with the aesthetics, mass, bulk and character of existing
and potential uses of properties in the general vicinity.
Findings: Based on the findings stated in the attached minutes of the Planning Commission's July 24, 2006,
study meeting, that all participants of the aircraft emergency evacuation slide training (including instructors)
will be shuttled to the site on busses that can accommodate 12-20 passengers, and that the parking variance
shall only apply to this type of use in this suite and shall become void if the use in the suite is ever expanded,
replaced or if a different form of transportation to and from the site is proposed, the project is found to be
compatible with the variance criteria listed above.
Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action
should be taken by resolution and should include findings for conditional use permit and parking variance.
At the public hearing the following conditions should be considered:
that the first floor of this suite shall contain 912 SF of office space, 1,117 SF of training space and
248 SF of storage area and that the mezzanine level shall contain 322 SF of storage area, and shall
conform to the plans submitted to the Planning Department and date stamped June 2, 2006, site plan,
floor plan and planting plan;
2. that the training facility shall operate in accordance with the criteria stipulated in the response letter
by the applicant date stamped August 3, 2006, including the stipulation that all staff to be trained
shall be transported to the training facility by shuttle bus with a capacity of 12-20 passengers;
3. that any changes to the use, including number of trainings per month, length of each training,
number of employees participating in each training and square footage of the building used for
aircraft emergency evacuation slide training purposes or change to the shuttle bus transportation
system, shall require an amendment to this permit;
4. that the conditions of the Fire Marshall's June 8, 2006 memo, the Chief Building Official's, June 9,
2006 memo, and the Recycling Specialist's NPDES Coordinator's June 12, 2006 memos shall be
met;
5. that demolition or removal of the existing structures and any grading or earth moving on the site
shall not occur until a building permit has been issued and such site work shall be required to comply
with all the regulations of the Bay Area Air Quality Management District;

6. the parking variance shall only apply to this suite as configured and to a training facility use and shall
become void if the use in the suite is ever expanded, replaced or if a different form of transportation
to and from the site is proposed;
7. that the aircraft emergency evacuation slide training may not occur more than 3 times per month,
with no more than 35 students and 2 instructors and may not last any longer than approximately 2
hours in duration, and that an increase in the number of training sessions, trainees or instructars shall
only be allowed with an amendment to this conditional use permit and parking variance; and
8. that the use and any improvements far the use shall meet all California Building and Fire Codes,
2001 Edition as amended by the City of Burlingame.

Dear Members of the Planning Commission:
Pursuant to the transportation issue raised during the July 10`" Regular Planning
Commission Meeting and suggestion made pertaining to the manner Virgin America staff
should be transported to and from the facility at 1731 Adrian Road, it is our intent to
introduce shuttle bus transportation similar to that utilized by local hotels. Please
reference the attached picture as an example of the kind of vehicle(s) we have in mind.
These vehicles typically range in capacity from 12-20 passengers and will be used to pick
up Virgin America staff at its Burlingame headquarters located at 555 Airport Blvd and
transport staff to the 1731 facility. At the conclusion of the training the bus will return to
1731, pick the staff up and transport thein back to 555.
In addition, individuals traveling to the facility will most likely drive a car and park in
one of the four assigned spots at 1731 while they access the storage cages located in the
facility.

Attaclled please find Virgin America's planni�7g application, completed permit forms and con�esponding
drawings associated with a facility at Adrian Road in the city of Burlingame California.
It is Virgin America's desire to position a ha��dful of devices that will be used in assisting with required
FAA ( Federal Aviation Authoriry ) preparation and competency development for our flight crews as well
as storage for items such as personal belongings, computer equipment etc..
Unit # 1 I, a 2600 sq ft�varehouse facility equipped with a small 300 sq foot office, a 300 sq foot loft and a
42 sq foot ���ashroom has been secured for the above pwposes.
The unit is suitable condition and will require no modifications otl�er then locating the devices inside it (a
FAA approved aircraft slide traiiling de��ise and 2 lockable storage cabinets). We'll most likely place a few
chairs, couches etc, in the facility and from time to time other items for storage purposes.
2 assigned and 1 visitor parkii�g spot accompany the unit thus; our plan is to transport our employees via
shuttle bus to the facility for the exercises and drills with the existing parking spots being more then
adequate to accommodate our needs. This includes visiCs to the facility to access stored items.
We also have no intention of altering any of the plants, trees and other extemal items directly outside and
around the vicinity.
We do uot intend to afford access to the facility to the public nor permanently assign any of our staff to the
unit at this time.

1: The facility will be used to house an aircraft slide training device for the purpose of
instructing Virgin America's flying crew members in aircraft evacuation procedures.
In addition, 2 small, lockable storage cages will be placed into the facility for the
purposes of storing persona] belongs that have been separated from their owners as well
as miscellaneous items such as computer equipment etc..
2: The evacuation training will take place 2-3 times per month with anywhere from 3- 35
students participating with 1-2 instructors in sessions that will last approximately 2 hours
in duration.
Other visits to the facility will be on a rar.dom as need basis to access the storage cages.
Hours of use and access to the facility will vary depending on training class schedules
and needs to access the storage cages.
3. Parking- 2 facility and 1 visitor spots are allocated to the facility. Thus, we will be
bussing our employees from our HQ facility to the Adrian Road facility. No additional
parking facilities will be needed.
4. We do not currently envision the facility being open to the public at this time.

1) All construction must comply with the 2001 California Building Codes (CBC), the Burlingame
Municipal and Zoning Codes, and all other State and Federal requirements.
2) Provide plans that are dimensioned and fully describe all proposed work.
3) Comply with the new, 2005 California Energy Efficiency Standards for non-residential
buildings. Go to http:/,�www.enerqy.ca.qov,�title24 for publications and details.
4) Two means of egress are required. Note: All required exit doors must swing in the direction of
travel.
5) Provide guardrails at all landings. NOTE: All landings more than 30" in height at any point are
considered in calculating the allowable floor area. Consult the Planning Department for details
if your project entails landings more than 30" in height.
6) Provide handrails at all stairs where there are four or more risers.
7) Provide lighting at all exterior landings.
8) On your plans provide a table that includes the following:
a. Occupancy group for each area of the building
b. Type of construction
c. Allowable area
d. Proposed area
e. Indicate sprinklered or non-sprinklered
9) Provide an exit plan showing the paths of travel
10) Show compliance with all accessibility regulations found in the 2001 CBC, Chapter 11, for
existing buildings including:
a. Accessible paths of travel
b. Accessible bathrooms
c. Accessible parking
11) Illustrate compliance with the minimum plumbing fixture requirements described in the 2001
CBC Appendix Chapter 29, Table A-29-A.
12)NOTE: Plans that specifically address items 2, 4, 8, 9, and 11 must be re-
submitted before this project can move forward for Planning
Commission action.

CONDITIONAL USE PERMIT AND PARKING VARIANCE
RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a categorical exemption has been proposed and application has been made for
conditional use permit and parking variance for a trainin f� acilit�at 1731 Adrian Road, zoned
R-R, Robert J. Mante�ani, property owner, APN: 025-262-380;
WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on
Au�ust 14, 2006, at which time it reviewed and considered the staff report and all other written
materials and testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
On the basis of the Initial Study and the documents submitted and reviewed, and
comments received and addressed by this commission, it is hereby found that there is no
substantial evidence that the project set forth above will have a significant effect on the
environment, and categorical exemption, per CEQA Article 19. Categorically Exempt per
Section: 15301 - Existing facilities, Class 1(a), interior or exterior alterations involving
such things as interior partitions, plumbing, and electrical conveyances.
Z. Said conditional use permit and parking variance are approved, subject to the conditions
set forth in Exhibit "A" attached hereto. Findings for such conditional use permit and
parking variance are as set forth in the minutes and recording of said meeting.
3. It is further directed that a certified copy of this resolution be recorded in the official
records of the County of San Mateo.

Effective August 24, 2006
that the first floor of this suite shall contain 912 SF of office space, 1,117 SF of training
space and 248 SF of storage area and that the mezzanine level shall contain 322 SF of
storage area, and shall conform to the plans submitted to the Planning Department and date
stamped June 2, 2006, site plan, floor plan and planting plan;
2. that the training facility shall operate in accordance with the criteria stipulated in the
response ]etter by the applicant date stamped August 3, 2006, including the stipulation that
all staff to be trained shall be transported to the training facility by shuttle bus with a
capacity of 12-20 passengers;
3. that any changes to the use, including number of trainings per month, length of each
training, number of employees participating in each training and square footage of the
building used for aircraft emergency evacuation slide training purposes or change to the
shuttle bus transportation system, shall require an amendment to this permit;
4. that the conditions of the Fire Marshall's June 8, 2006 memo, the Chief Building
Official's, June 9, 2006 memo, and the Recycling Specialist's NPDES Coordinator's June
12, 2006 memos shall be met;
5. that demolition or removal of the existing structures and any grading or earth moving on
the site shall not occur until a building permit has been issued and such site work shall be
required to comply with all the regulations of the Bay Area Air Quality Management
District;
6. the parking variance shall only apply to this suite as configured and to a training facility
use and shall become void if the use in the suite is ever expanded, replaced or if a different
form of transportation to and from the site is proposed;
7. that the aircraft emergency evacuation slide training may not occur more than 3 times per
month, with no more than 35 students and 2 instructors and may not last any longer than
approximately 2 hours in duration, and that an increase in the number of training sessions,
trainees or instructors shall only be allowed with an amendment to this conditional use
permit and parking variance; and
8. that the use and any improvements for the use shall meet all California Building and Fire
Codes, 2001 Edition as amended by the City of Burlingame.
