Conditional Use: Technical schools with training related to the pern�itted and conditional uses in the
Rollins Road district with parking as required by chapter 25.70.
Summary: The applicant is requesting a conditional use pennit and parking variance to convert existing
office and warehouse space on the first floor of the suite to office, storage and a training facility for Virgin
America, Inc. and to maintain the mezzanine level as storage space at 1731 Adrian Road #11, zoned R-R.
The existing office area will be expanded from 305 SF to 912 SF on the first floor, two storage containers
for storing of personal belongings that have been separated from their owners as well as miscellaneous
items will be placed in the existing warehouse space on the first floor and the remainder of the first floor
space will be used for the training facility, totaling 1,117 SF.
With this application, the floor area of the building and the tenant space would not be increased, but the use
in tenant space #11 will change and be intensified. Also, with this application, there are no changes
proposed to the exterior of the building. The applicant notes that although 1,117 SF of the suite is
designated for the training facility, not all of that space will be used far actual training. A portable aircraft
slide training device will be placed in that training area. The training area will be used for the purpose of
instructing Virgin America's flying crew members in aircraft evacuation procedures. The slide device
itself is approximately 138 SF in size. Therefore, the remaining training area will only be used as standing
room for those persons not participating in the evacuation procedure, no chairs, desks ar other furniture
will be placed in this location.
The evacuation training will take place 2-3 times per month and each training will last approxiinately two
hours. The applicant expects that there will be anywhere from 3-35 students participating at any of tlle
trainings and they will be assisted by 1-2 instructors. The hours of the trainings will vary.
There are two storage cages that will be placed on the first floor of the suite totaling 200 SF. Oue of those
cages will be used specifically for the storage of overflow computer equipment and will be visited
infrequently by a Virgin America staff inember wllo is based at the headquarters on Airport Blvd. in
Burlingame. The other cage will be used specifically for lost luggage bags that were not collected by their
owners at the airport within a 5-10 day period of the assigned flight. If the bags stored in this cage are not
reunited with their owner within 30-60 days of being placed in the cage, then the bags are disposed of. The
managing of the baggage storage will occur from the Virgin America headquarters, located on Airport
Blvd. in Burlingame. Virgin America staff inembers only will visit the cage randomly to pick up or drop

off luggage. There will be no employee assigned to work on site to manage the storage areas.
Four parking spaces are designated to this suite (3 in the front and 1 in the back). Currently, the site is
confornling in number of parking spaces, with 49 spaces provided, as the original parking lot was built
based upon the office and warehouse uses proposed in the suites. The proposed use creates an incremental
increase of an additional 23 spaces required on site (1 space for storage, 3 spaces for office and 23 spaces
for the training facility) for suite 1 L However, because of the ]arge number of trainees, Virgin America,
Inc. will be busing their employees/trainees from their head quarters facility (in Burlingame) to this facility
on Adrian Road. No trainees will be driving to this training facility. The project meets all other zoning
requirements. The following application is required:

Staff Commeots: See attached. Staff would note that any further increase of the training facility useor
frequency of training opportunities in this building would require a conditional use permit amendment and
new parking variance for number of spaces provided. Staff would also note that the applicant has not
provided infonnation on the number of visits anticipated to the storage cage areas on the site.
