RESOLUTION APPROVING CATEGORICAL EXEMPTION,
CONDITIONAL USE PERMIT AND PARKING VARIANCE
RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a categorical exemption has been proposed and application has been made for
conditional use permit and parking variance for a trainin facilit�at 1731 Adrian Road, zoned
R-R, Robert J. Mantegani, property owner APN: 025-262-380;
WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on
August 14, 2006, at which time it reviewed and considered the staff report and all other written
materials and testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
1. On the basis of the Initial Study and the documents submitted and reviewed, and
comments received and addressed by this commission, it is hereby found that there is no
substantial evidence that the project set forth above will have a significant effect on the
environment, and categorical exemption, per CEQA Article 19. Categorically Exempt per
Section: 15301 - Existing facilities, Class 1(a), interior or exterior alterations involving
such things as interior partitions, plumbing, and electrical conveyances.
2. Said conditional use permit and parking variance are approved, subject to the conditions
set forth in Exhibit "A" attached hereto. Findings for such conditional use permit and
parking variance are as set forth in the minutes and recording of said meeting.
3. It is further directed that a certified copy of this resolution be recorded in the official
records of the County of San Mateo.

Effective August 24, 2006
that the first floor of this suite shall contain 912 SF of office space, 1,117 SF of training
space and 248 SF of storage area and that the mezzanine level shall contain 322 SF of
storage area, and shall conform to the plans submitted to the Planning Department and date
stamped June 2, 2006, site plan, floor plan and planting plan;
2. that the training facility shall operate in accordance with the criteria stipulated in the
response letter by the applicant date stamped August 3, 2006, including the stipulation that
all staff to be trained shall be transported to the training facility by shuttle bus with a
capacity of 12-20 passengers;
3. that any changes to the use, including number of trainings per month, length of each
training, number of employees participating in each training and square footage of the
building used for aircraft emergency evacuation slide training purposes or change to the
shuttle bus transportation system, shall require an amendment to this permit;
4. that the conditions of the Fire Marshall's June 8, 2006 memo, the Chief Building
OfficiaPs, June 9, 2006 memo, and the Recycling Specialist's NPDES Coordinator's June
12, 2006 memos shall be met;
5. that demolition or removal of the existing structures and any grading or earth moving on
the site shall not occur until a building permit has been issued and such site work shall be
required to comply with all the regulations of the Bay Area Air Quality Management
District;
6. the parking variance shall only apply to this suite as configured and to a training facility
use and shall become void if the use in the suite is ever expanded, replaced or if a different
form of transportation to and from the site is proposed;
7. that the aircraft emergency evacuation slide training may not occur more than 3 times per
month, with no more than 35 students and 2 instructors and may not last any longer than
approximately 2 hours in duration, and that an increase in the number of training sessions,
trainees or instructors shall only be allowed with an amendment to this conditional use
permit and parking variance; and
8. that the use and any improvements for the use shall meet all California Building and Fire
Codes, 2001 Edition as amended by the City of Burlingame.

1) All construction must comply with the 2001 California Building Codes (CBC), the Burlingame
Municipal and Zoning Codes, and all other State and Federal requirements.
2) Provide plans that are dimensioned and fully describe all proposed work.
3) Comply with the new, 2005 California Energy Efficiency Standards for non-residential
buildings. Go to http://www.enerqy.ca.qov/title24 for publications and details.
4) Two means of egress are required. Note: All required exit doors must swing in the direction of
travel.
5) Provide guardrails at all landings. NOTE: All landings more than 30" in height at any point are
considered in calculating the allowable floor area. Consult the Planning Department for details
if your project entails landings more than 30" in height.
6) Provide handrails at all stairs where there are four or more risers.
7) Provids lighting at all exterior landings.
8) On your plans provide a table that includes the following:
a. Occupancy group for each area of the building
b. Type of construction
c. Allowable area
d. Proposed area
e. Indicate sprinklered or non-sprinklered
9) Provide an exit plan showing the paths of travel
10) Show compliance with all accessibility regulations found in the 2001 CBC, Chapter 11, for
existing buildings including:
a. Accessible paths of travel
b. Accessible bathrooms
c. Accessible parking
11) Illustrate compliance with the minimum plumbing fixture requirements described in the 2001
CBC Appendix Chapter 29, Table A-29-A.
12)NOTE: Plans that specifically address items 2, 4, 8, 9, and 11 must be re-
submitted before this project can move forward for Planning
Commission action.
