Previous Use: Existing use: Cal Trading Company, coffee import business. Proposed Use: Interpersonal and family relationship counseling, health service. Allowable Use: Health Services in the M-1 District require conditional use permit. Summary: The applicant, Lizah B. McLaughlin, is requesting a conditional use permit to allow operation of a counseling service (interpersonal and family relationships) in an existing 300 SF office space at 1731 Adrian Road, Suite 2, zoned M-1. The following application is required: Meeting Date: June 28, 1999 A conditional use permit is required for a health service whose primary funcrion is to support businesses in the O-M and M-1 districts (25.44.030.7). The applicant proposes to provide counseling service on a part-time basis after 5:00 p.m. on two weekday evenings and on Saturdays for appointments between 9:00 a.m. and 6:00 p.m. The applicant proposes this counseling service to assist clients enrolled in the Employment Assistance Program (EAP); some of these clients may come from the businesses in this area. The applicant is the only counselor involved in this proposed operation and counseling sessions will typically include one client, and sometimes two clients from the same family. The location is allocated three parking spaces within the adjacent parking area; these spaces would be available for this use after 5:00 p. m. on weekdays and all day on Saturdays. The applicant does not anticipate any change to this arrangement in the next 5 years. Proposed Existing Allowed/Req'd. This project meets all other zoning code requirements. 1731 Adrian Road, Suite 2 Allowed/Req'd. 1 space for each 250 SF of area (2 spaces total) Staff Comments: The Chief Building Official, the Fire Marshal and the City Engineer have no comments on the project. Study Meeting: At the June 14, 1999 Planning Commission study meeting, the commission asked the whether the description `group therapy' referred to more than two individuals. The applicant has clarified that there will be no more than two individuals involved in any group counseling at any one time. Findings for a Conditional Use Permit: In order to grant a Conditional Use Permit the Planning Commission must find that the following conditions exist on the property (Code Section 25.52.020 a-c): (a) the proposed counseling service will operate after hours during the week and on Saturdays when other businesses in this vicinity are typically closed. The use would not conflict with any adjacent use because it will not generate noise or a high level of traffic and adequate parking is provided on site for the therapist and two clients. (b) the proposed use is permitted at this location with approval of a use permit. The counseling use will be available to workers located in this area and will be available serve the needs of the general public in Burlingame and the surrounding area. (c) no new construction is required to accommodate this proposed use. The applicant would schedule therapy sessions after hours when the other use (import/export business) has ended for the day or weekend. The applicant and clients would park in the three spaces assigned to this suite. Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be taken by resolution and should include fndings. The reasons for any action should be clearly stated. My husband has been conducting his business at this Unit since 1988. The reason for this letter is that I am requesting the City of Burlingame to give me a Special Use Permit to conduct a part time Counseling service at this e�sting unit, 2 weekdays after normal business hours and on Saturdays. My counseling service would be beneficial to the citizens of Burlingame because I am giving this population an opportunity to improve the quality of their lives by enhancing their interpersonal relationships and family relationships. Since I am also contracted to do EAP (Employment Assistance Program), the result of my counseling would increase the productivity of employees that I see and would benefit the general welfare of the community. As a health service, my work qualifies as supporting businesses in the O,M and M-1 Districts. My part time counseling service would not require any aesthetic change to the e�sting Unit and would not be detrimental to the adjoining properties in the general vicinity because my counseling is done after normal business hours and on Saturdays. Additionally, there would be no negative impact on the present parking. On the basis of the Initial Study and the documents submitted and reviewed, and comments received and addressed by this commission, it is hereby found that there is no substantial evidence that the project set forth above will have a significant effect on the environment, and Categorical Exemption, per CEQA Section 15301 is hereby approved. 2. Said conditional use permit is approved, subject to the conditions set forth in Exhibit "A" attached hereto. Findings for such conditional use permit are as set forth in the minutes and recording of said meeting. 3. It is further directed that a certified copy of this resolution be recorded in the official records of the County of San Mateo.
