MPE's laboratories are fully accredited by the Cement and Concrete Reference Laboratory
(CCRL) and AASHTO Materials Reference Laboratory (AMRL) and are participants in their
proficiency sample programs. MPE's laboratory has been accepted by the California Division
of State Architect (DSA) into the Laboratory Evaluation and Acceptance (LEA) program and
is a California Office of the Statewide Health Planning and Development (OSHPD)
Preapproved Laboratory (OPL) and approved by the US Army Corps of Engineers (USACE)
for testing.
MPE provides a wide variety of laboratory testing services at our two offices, both in
support of our geotechnical engineering, earthwork and construction inspection
departments and for outside clients. We provide the basic tests for all the major
construction materials, as well as many less common tests. A sampling of our testing
includes, but is not limited to:
• Rebar and Structural Steel Testing, including prestressing steel cables and welding
procedures
• Concrete testing, including drying shrinkage testing, laboratory mix design and trial
batch services
• Masonry materials testing, including drying shrinkage and full-size prism testing
• Soil-cement, CLSM, and grout testing, including laboratory trial batching, time of
set, compressive strength and consistency testing
• Aggregate Testing, including gradation, specific gravity, and absorption
• Soils Testing, including common index properties, moisture-density relations,
expansion index and unconfined compressive strength
Our laboratory and field testing equipment is regularly calibrated with equipment traceable
to the National Institute of Standards and Technology (NIST) as required by the appropriate
test methods. MPE's laboratory includes a complete machine shop including a full —size
Bridgeport milling machine and a variety of sawing and grinding equipment to fabricate
reduced section tensile coupons as well as creating special shapes, fittings and fixtures.
MPE's laboratory welcomes the opportunity to work with Client's with special, out of the
ordinary, laboratory materials testing projects.

Adjacent Development: Adjacent tenants at 1731 Adrian Road include import businesses
and small manufacturing operations.
CEQA Status: Article 19. Categorically Exempt per Section: 15301 - Existing Facilities,
Class 1(a), Interior or exterior alterations involving such things as interior partitions,
plumbing, and electrical conveyances.
Previous Use: Existing use: Cal Trading Company, coffee import business.
Proposed Use: Interpersonal and family relationship counseling, health service.
Allowable Use: Health Services in the M-1 District require conditional use permit.
Summary: The applicant, Lizah B. McLaughlin, is requesting a conditional use permit to
allow operation of a counseling service (interpersonal and family relationships) in an existing
300 SF SF office space at 1731 Adrian Road, Suite 2, zoned M-1. The following application
is required:
1. A conditional use permit is required for a health service whose primary function is to
support businesses in the O-M and M-1 districts (25.44.030.7).
The applicant proposes to provide counseling service on a part-time basis after 5:00 p.m. on
two weekday evenings and on Saturdays for appointments between 9:00 a.m. and 6:00 p.m.
The applicant proposes this counseling service to assist clients enrolled in the Employment
Assistance Program (EAP); some of these clients may come from the businesses in this area.
The applicant is the only counselor involved in this proposed operation and counseling sessions
will typically include one client, and sometimes two clients from the same family. The location
is allocated three parking spaces within the adjacent parking area; these spaces would be
available for this use after 5:00 p.m. on weekdays and all-day on Saturdays. The applicant
does not anticipate any change to this anangement in the next 5 years.
