Since there was no appeal to or suspension by the City Council, the
January 25, 1988 Planning Commission approval of your Sign
Exception application became effective February 2, 1988. This
application was for a Master Signage Program for 14 commercial
condominium units at 1731 Adrian Road. The January 25, 1988
minutes of the Planning Commission state your sign exception was
granted with the following conditions:
1. that the signs as
the sign permit
plan submitted to

installed shall conform to the description in
application dated December 17, 1987 and site
the Planning Department date stamped December
2. that the standards established in the sign permit and shown on
the site plan shall be incorporated into the CC&R's and made
known to each buyer prior to purchase; and
3. that the owners association shall be responsible for seeing that
all owners and their tenants comply with the signage
requirements and shall be the responsible agency to make any
application for amendment to the master signage program for this
site and structure.
Erection of the signage will require separate application to the
Building Department.

Recommendation.
City Council approval of this Final Map for a warehouse/office con-
dominium project at 1731 Adrian Road, Burlingame is recommended.
Background.
A Tentative Map for this project was previously recommended by the
Planning Commission and approved by City Council on October 19, 1987.
All conditions of approval relating to the map have been met and a
deposit has been made with City of Burlingame to assure off site
encroachment improvements are completed. The final approval for
occupancy of the building will not be granted by the Building
Inspector until all the remaining requirements of the Building Code
and condominium permit have been met.
This map is recommended for approval.

SIGN EXCEPTION FOR A MASTER SIGNAGE PROGRAM FOR 14
COMMERCIAL CONDOMINIUM UNITS AT 1731 ADRIAN ROAD,
ZONED M-1
George Avanessian, architect representing the property owners, is
requesting a sign exception for a master signage program for 14
commercial condominium units just completing construction located
at 1731 Adrian Road, zoned M-1. A sign exception is required
because the proposed program includes 15 signs (two allowed) each
7.5 SF for a total of 112 SF (75 SF allowed) on the secondary
frontage. The 14 units all have their entrances on the secondary
frontage.
The proposal also includes two signs for a total of 75 SF on the
primary frontage. The primary frontage proposal is consistent
with the number of signs allowed and well below the maximum amount
of signage (200 SF) allowed.
The applicant proposes 1.5 SF identification signs on the
secondary frontage opposite the entrance to the units.
Identification signs of this size (less than 2 SF) do not count in
required signage, however they should be noted in the CC&R�s so
future owners are aware they are limited to this 1.5 SF size.
Staff Review
City staff have reviewed this request. The City Engineer (January
4, 1988 memo), the Fire Marshal (January 4, 1988 memo) and the
Chief Building Inspector (January 4, 1988 memo) had no comments.
The City Planner would note that identification signs of 2 SF (one
per ownership) are exempt from sign regulation. Therefore this
application does not include the signage on the rear of these
sites. However, these 1.5 SF signs should be included in the
CC&R's so that future property owners are aware that they are
limited to this size and amount on the rear of their premises (by
the rollup doors).
The City Attorney reviewed the CC&R's for the required language
regarding signage. He found that the language needed to be
revised and specific wording is included (see recommended section
5.4 attached). The proposed wording covers for sale signs,
signage on the directory sign, signage on the front of each unit
and identification signage on the rear of each unit.
Applicant's Letter
In his sign exception application the applicant notes that this
property is unusual because it is narrow and deep and has 14
rental units. The sign exception is necessary because the tenants

need to be identified. He feels it would be impossible to locate
a tenant in this complex without the sign exception.
Findinas for a Sian Exception
In order to grant a sign exception the Planning Commission must
find that the following conditions apply to the property (Code
Sec. 22.06.110 a and b):
a. any exception granted shall be subject to such conditions
as will assure that the adjustment thereby authorized
shall not constitute a grant of special privilege
inconsistent with the limitations upon other properties
in the vicinity and district in which the subject
property is situate; and
b. because of special circumstances applicable to the
subject property, including size, shape, topography,
street frontage, location or surrounding land use; the
size or height of the building on which the sign is to be
located; the classification of the street or highway on
which the sign is located or designed primarily to be
viewed from, the strict application of zoning regulations
is found to deprive subject property of privileges
enjoyed by other properties in the vicinity and under
identical zone classification.
Studv Ouestions
The Planning Commission reviewed this request for a master
signage permit and sign exception at their January 11, 1988
study meeting (Planning Commission Minutes, January 11, 1988).
In a phone conversation the applicant stated that they decided
to use the 3' x 2.5' sign size on the front of each unit so that
it would be big enough to show the business�s name and unit
number. A blank board will be mounted on the wall by the door
to each unit. Each operator will place his/her sign over this
board. The rear (rollup) doors for each business will be
identified by a 1� x 1.5' unit number placed between the rear
door and the rollup door. The City Attorney has included in the
packet the proposed wording for the CC&R's.
PlanninQ Commission Action
The Planning Commission should hold a public hearing.
Affirmative action should be taken by resolution with findings
so that the master signage permit can be recorded with the deed.
The reason for any action should be clearly stated. At the
public hearing the following conditions should be considered:
1. that the signs as installed shall conform to the
description in the sign permit application dated December
17, 1987 and site plan submitted to the Planning
Department date stamped December 17, 1987;

2. that the standards established in the sign permit and
shown on the site plan shall be incorporated into the
CC&R's and made known to each buyer prior to purchase;
and
3. that the owners association shall be responsible for
seeing that all owners and their tenants comply with the
signage requirements and shall be the responsible agency

SUBJECT: 1731 Adrian Road - Master Sign Program Application
Study Meeting Questions
DATE: January 13, 1988
Regarding the proposed individual identification signs on the south
side of the building at 1731 Adrian Road, the applicant explained
over the phone that the proposed size of the signs (3' x 2'-6") was
determined necessary in order to include the business name as well
as the unit number. These signs will consist of boards mounted on
concrete and will be put up while the building is under construction.
Each tenant/owner will simply put his or her own copy on these
pre-made, uniform boards.
The north side of the building (back side) will be identified by
12" x 8" identification numbers placed between the rear exit door
and the roll-up door of each unit. Since these numbers are less
than 3 SF, they are exempt per Code Section 22.34.030. These signs
are shown on the north elevation of the building on the plans submitted.
The applicant will be submitting a cop}� of the proposed wording in
the CC & R's regarding allowed signage.

5.4.1 All signs s�us� be compatible with the design of the Project

5.4.3 The Association snall maintain and display a 32 square foot
directory sign indicating the names of each owner within the Project,
at the Association's expense, provided, however, that the costs for
tenants of Owners sha11 be paid by the Owner or such tenant.
5.4.4 One (1) sign not exceeding 7.5 (seven and one-half)
square feet may be- displayed upon the exterior surface of the
front of a Unit identifying the business and providing
other relevant information, including, but not limited to, tele-

phone numbers and hours of operation, as leng as such sign
is first approved by the Board, which approval shall not be
unreasonably withheld.
5.4.5 One (1) sign not exceeding �wo (2) scuare feet may be displayed
on the exterior surface ef the rear of a unit identifying the business
by name and unit number.
5.4.6 Declarant may maintain such signs as Declarant deems approp-
riate for marketing Units owned by Declarant.
5.4.7 Signs recuired by legal proceecings.
