Sign Exception
Address: 1649 Adrian Road
Item # 5
Meeting Date: 1/10/2000
Request: Sign Exception for a free standing, two-sided changeable-copy pole sign, the overall
height of a pole sign, the number of signs on a primary frontage, and the total area of signage on
the primary frontage at 1649 Adrian Road, M-1. (C.S. 2220.020, 2220.040, 2220.060,
22.29.010).
Applicant: United Signs, Ron Bernstein
Property Owner: Color Copy, Nabil Daoud
Property Width (Frontage): 600'-0"
Building Width: Approximately 450'-0"
General PIAn: Industrial Zoning: M-1
Adjacent Development: Industrial Uses
CEQA Status: Article 19. Categorically Exempt per Section 15311 - Accessory Structures,
Class 11, construction or placement of minor structures accessory (appurtenant to) existing
commercial, industrial, or institutional facilities, including but not limited to on-premise signs.
Summary: The applicant, Ron Bernstein, representing Color Copy Printing, requests an
exception from the sign ordinance to replace an existing two-sided pole sign with a larger two-
sided pole sign with changeable copy and a digital clock and an overall height of 24'-0".
The applicant requests exceptions from the sign ordinance to pernut:
1
2.
3
A pole sign with an overall height of 24'-0" where a maximum height of 20'-0" is permitted
(C. S. 22.20.060);
A changeable copy sign which requires approval by the Planning Commission (C. S.
22.29.010);
A total signage area of 416 SF on the primary frontage where a maximum area of 200 SF
is permitted (C. S 22.20.020); and,
4. Three signs on the primary frontage where a maximum of two signs are permitted (C. S.
2220.040).
In the supplemental application material date stamped December 8, 1999, the applicant states that
the copy on the changeable copy sign will include: "special items advertising their business, and
messages advertising special community or city events". Some public service messages such as,
"vote today; donate blood; school is out, etc." will be illuminated on the changeable copy sign.
The duration of each message would be about a day at a time, and the applicant states that the
sign copy will not change minute by minute.

Commission; and,
**** A total of 416 SF of signage is proposed on the primary frontage where a maximum area of

Statt Comments: This application was reviewed by the Fire Marshal, Chief Building Official, and
City Engineer. Planning Staff would note that the existing digital time clock was added to the
existing pole sign without review from the Planning Department and was identified in a February
9, 1999 report from the Code Enforcement Officer (note: the Hertz caz parking issue has already
been resolved). There were no staff comments regarding the application. Because the pole sign
with changeable copy would be visible from the right-of-way along Highway 101, the applicant
included conespondence from CalTrans which verifies that a State Outdoor Advertising permit is
not required if the applicant advertises only their firm on the changeable copy sign.

Install a sign that carries messages on an "LED" type board. The messages will be: Short, simple, business
like, and changeable & not changing. Our company will also dedicate occasions to cany messages of civic
duties and values for the community. The sign will sit on the existing structure, and will be the same width
as the existing sign. This is also to help us with our name, it does not tell people what we ac[ually do, and
we need to communicate our vas[ abilities to our customers. Approach new millennium with style & flare

l. Our building is set back from traffic, putting us at a visible disadvantage. 2. Our sin is "dwarfed" by
neighboring signs, and our request is merely to keep with current signage in our proximity. 3. 'e have a
special hardship & circumstances: Our name does not tell people what we actually do, and vc need to
communicate our vas[ abilities to the public. 4. Our company is a leader in commercial printino. T'e made
an unusual investment to acquire & develop this location. It is imperative to be visible & noticeable by
companies in the Silicon Valley & all over the Bay area, and communicate with them. 5. It is a sevice to
the customers, to announce the availability of our exceptional abilities & services. 6. We brought a
considerable size business to the area, and the City will benefit when it grows and thrive.

l. It will be a very "missed opportunity" if we do not use our position to communicate with the hundreds of
thousands of our customers and potential customers who pass in front of our door eveiy day. 2. We do not
want to miss [he opportunity to succeed & grow ! Therefore, the exception is a real necessity for us, and
will be highly apprecia[ed. 3. We need to seize our chance to define & develop our corporate identitv.

1. Continue to miss opportunities to communicate with our customers and potential customers, resulting in
business & revenue going out of the City, County, and even the State. 2. Miss [he opportunity to announce
to the entire Bay Area the presence of such a leader in printing, in the "City of BurlinQame". 3. Our name
has attracted a considerable number of people thinking this is a large "copy" house, and we had to use a
security guard to sort & redirect potential customers. 4. Avoid the disadvantages of the previous tenants at
this loca[ion.

Answers for Sign Application
As per our conversation, please find our answers to Ms. Janice Jagelski's letter as
follows:
Item # 1
You have supplied the data as requested
Item #2
The proposed sign will say the following examples:
 Special items advertising our business.
• Messages advertising special community or city events.
Please note that there will be NO minute by minute changing statements. The
statements are intended to run for about a day at a time.
Item #3
We are suspecting that the City has misunderstood our drawing, in which we showed
our sign with DHL's sign in the horizon, thinking that DHL will have their sign on our
grounds (as a part of our sign).
Please note that we are only interested in advertising our business group, which is
located at 1649 Adrian Road (our address); and absolutely no others.
As a sign of goodwill to the City of Burlingame, and our community, we are proposing to
carry "some" public service messages, such as: Vote Today, Donate blood, School is
out, et... RECEIE
D
Please let me know if you have any more questions.

Clock sign erected without a permit
Gate House built without a permit.
I checked both planning and building
