Summary: The applicant, The Hertz Corporation, is requesting a revised special permit to allow
storage of 100 vehicles for their automobile rental business at 1649 Adrian Road, zoned M-l. The
request includes access to the drainage area which is a part of 1730 Rollins Road for storage of
additional vehicles. This application came to us as a result of a code enforcement action.
History: The Planning Commission held a public hearing on a Hertz request to store 210 cars at the rear
of 1649 Adrian Road on May 11, 1998. The Commission voted to continue the hearing in order for the
applicant to provide additional information. The Commission asked that the applicant submit a special
permit application for a site at 1730 Rollins Road adjacent to the rear of 1649 Adrian Road and which
they use in conjunction with 1649 Adrian Road by driving cars through a gate on to the adjacent
drainage easement at 1730 Rollins Road. The Commission also asked that the applicant provide
information on all Hertz operations in Burlingame and those in Millbrae which affect Burlingame,
including all sites and what they are used for; that information regarding the fire lane behind the
building at 1649 Adrian Road be provided; and clarify the amount of useable area for parking and
number of cars which can park in this area.
The applicant submitted a special permit applicarion for the site at 1730 Rollins Road on June 15, 1998.
Since it is in the drainage easement which is considered a wetland, it will also require environmental
review. This application will come back to the Planning Commission when the environmental review
is complete.
The applicant has also submitted the attached letter date stamped June 15, 1998 which responds to the
commissioner's questions regarding this site. The applicant has provided information on all the Hertz
facilities in Burlingame and Millbrae and these are summarized below:

• 300 Millbrae Avenue, Millbrae - This site is the Hertz area headquarters, which is used for
storage and pick up of rental vehicles as well as the used car sales lot and the maintenance
facility. Cazs are not rented at this location, but customers do come to the site to pick up cazs.
There is also a 300-car vehicle storage lot adjacent to the Caltrain tracks.
• Millbrae Avenue/Caltrain overpass, Millbrae - Hertz stores approximately 125 cars
underneath the overpass at this site.
• Marriott Hotel (1800 Bayshore Highway), Burlingame - The Marriott Hotel operates a Hertz
rental car desk at the hotel, with a limited number of cars parked at this location.
• Bayshore Lot at 350 Airport Boulevard, Burlingame - Hertz receives and processes new
vehicles for addition to the rental fleet at this location. Vehicles being taken out of service for
auction or sale are also processed on this lot. No customers are served at this location,
• 1649 Adrian Road, Burlingame - Storage of excess rental cars.
• 1730 Rollins Road, Burlingame -(drainage easement behind Prime Time Athletic Club) This
site is also used for storage of excess rental cars and is accessed by Hertz through the Color
Copy site at 1649 Adrian Road.
Fire Lane Access - The applicant contacted Keith Marshall, Fire Marshal, who stated that as long as
there is clear space at the sides of the building for ladder trucks, a fire lane is not required at the rear
of the building. The applicant notes that Hertz does not park its cars on the sides of the building. The
Fire Marshal also notes that the access doors at the rear of the building shall not be blocked.
The Commission also asked if the fire lane area were subtracted from the area used for car storage,
would they still have the required 0.7 acre area. The Fire Marshal has indicated that the area to the rear
of the building does not require a fre lane. The applicant does keep part of this area open to provide
access to the gate which connects with the drainage easement at 1730 Rollins Road. However, the
requirement for 0.7 acre can include access areas as well as areas used for vehicle storage, so the entire
0.8 acre can be counted.
Car Storag� - The applicant has provided a site plan (date stamped June 15, 1998) which shows the
method for parking cars on this site. The cars are parked in rows with 6 inches between cars front to
back and 12 inches between cars left to right. There is an access way left between the cars to allow
access to the 1730 Rollins Road site and to the cazs pazked at the Adrian Road site. Hertz parks 85-100
cars at the Adrian Road site using this method.
Sn�cial Permit Exniration - The applicant had originally stated that this site would only be needed until
the new Hertz facility is available at the airport, which is expected to open in November 1998. The
applicant has requested that the permit be effective until December 1, 1999. The applicant states that
there is no set date for moving to the new car rental facility on the airport, and they are requesting the
additional time beyond the projected move date as a safety valve.

Application Summary: Hertz Rent A Car is currently using the space behind the Color Copy building
at 1649 Adrian Road to store overflow vehicles from its operation at the San Francisco International
Airport and as an access to the drainage easement where additional cars are storetl. This overflow
storage primarily occurs between Friday and Sunday, when there are fewer vehicles rented. The
applicant also states that the use of this area is only required on an interim basis until a new car storage
facility at the airport is completed at the end of 1998.
The 100 vehicles will be stored in 58' x 600' (34,800 SF) azea behind the Color Copy building as shown
on the site plan date stamped March 25, 1998. This area is not part of the required parking for the
building at 1649 Adrian Road.
The M-1 zoning district specifies that automobile storage for car rental businesses require a special
permit and must meet the following minimum standards.
1. vehicles shall not be moved during a.m. and p.m. peak hour traffic periods as deiined by the
City Engineer;
2. minimum site size of .7 (seven-tenths) acres (0.8 acres requested);
3. area enclosed with an opaque fence eight (8) feet in height at a location approved by the Public
Works Department (the area is presently fenced along property lines).
The a.m. peak hour is generally considered to be between 7:00 a.m. and 9:00 a.m. Monday through
Friday, and the p.m. peak hour is between 4:00 p.m. and 6:00 p.m. Monday through Friday. A
condition of approval should be considered that no cars shall be moved between 7:00 a. m. and 9:00 am,
and between 4:00 p.m. and 6:00 p.m. Monday through Friday. The area where the cars are to be stored
consists of approximately 34,800 SF of paved area (0.8 acre), and is enclosed by an 8' high solid fence.
The applicant states that the cars are stored at this site primarily between Friday morning and Sunday
evening. On Fridays, 12 to 15 employees would move up to 100 cars from the Hertz Rent A Car
facility at the airport to and through the 1649 Adrian Road site. On Saturday and Sunday evenings, the
12 - 15 employees would move vehicles back to the airport facility. The applicant notes that
occasionally cars would be moved from the airport facility to the site on Thursday evenings between
6:00 p.m. and 10:00 p.m., and the cars would be returned to the airport on Monday mornings.
The applicant has provided a list of the other businesses located in this building. Color Copy Printing
has a total of 232 employees and is open 24 hours a day. Nationwide Mailing has a total of 84
employees and is open from 7:00 a. m. to 11:30 p. m. Three-Day Envelopes has a total of 12 employees
and is open from 8:00 a.m. to 4:30 p.m. Idea Brokers has a total of 10 employees and is open from
8:00 a.m. to 5:00 p.m. There are a total of 212 marked parking spaces on the site for employees, and
205 parking spaces are required for the uses which occupy the building. The paved area behind the
building is not a part of the required parking.

This project meets all other zoning code requirements.
Staff Comments: The Fire Marshal notes (March 30, 1998 memo) that: 1) parked vehicles shall not
interfere with Fire Department access to building for laddering purposes; and 2) parked vehicles shall
not interfere with exiting from building. The Chief Building Inspector and the City Engineer had no
comments on the project.
Planning staff would note that the applicant has reduced his request for on site parking at 1649 Adrian
Road from 210 cars to 100 cars, the remainder of the on-site storage of cars will be parked on the
drainage easement behind 1730 Rollins Road which is accessed from 1649 Adrian Road. There is, at
this time, no permit for parking cars on this portion of the drainage easement. The applicant has applied
for this use, and it will be acted on when the environmental evaluation is complete. Parking in the
drainage easement requires the additional permission of the U.S. Army Corps of Engineers and the
California Department of Fish and Game. For environmental reasons, the drainage area should not be
usetl for parldng until a permit can be evaluated. The permit for 1649 Adrian Road if approved should
be conditioned that there be no parking on the drainage easement until all the appropriate permits have
been approved.
Study Meeting: At the Apri127, 1997 Planning Commission study meeting, the commission asked the
applicant when did the car rental storage use at this location begin, and why did they not apply for a
special permit before they began the use. The applicant has responded in the attached memorandum date
stamped May 4, 1998. The Hertz Corporation has had vehicles stored at this location on an intermittent
basis since December, 1996. They were not aware of the requirement of the special permit until the
letter regarding the code enforcement action was received.
The commission asked if any other sites in this area of Burlingame are used by Hertz for car rental
storage. The applicant states that property at 1730 Rollins Road, Prime Time Athletic Club, has also
been used for car storage since March, 1997. They were not aware of the requirement for a separate
special permit for this property, and state in their response that they have requested a permit at this site.
The commission asked how the cars are parked within the designated area. The applicant states that the
vehicles are parked bumper to bumper and are at least 6 inches apart from each other. The commission
also asked where the keys to the parked cars are kept. The applicant states that the keys are kept in a
lockerl cabinet at the Dispatch Booth at the main facility at the airport. The commission asked how are
the cars delivered and picked up, individually or by car transporters. The applicant states that vehicles
are delivered and picked up via crews of 8-15 employees at a time, with each vehicle driven by one
employee.

The commission asked where are the contracts for rental of these cars written, and is there any revenue
to Burlingame for this use. The applicant states that the contracts are written at the San Francisco
International Airport, and no revenue goes to the City of Burlingame. The commission asked how this
use will affect the required parking for the tenants who already have more employees on the site than
striped parldng spaces. The applicant notes that the car storage does not take place within the required
parldng for the building, but takes place in back of the building. The commission also asked if Hertz
will pay for maintenance of the street. The applicant states that they will not pay for the street
maintenance, they feel the wear and tear on the street is minimal, their drivers are safe and stay well
under the spced limit, and notes that there are many large and heavy freight trucks which frequently use
Adrian Road.
The commission stated that the use is intended to be short term and noted that there should be a
condition on the permit limiting the use to short term. The applicant indicates that the new
transportation center at the airport will open in November, 1998 and they will no longer require the use
effective 12/1/99. The proposed conditions have been drafted to include a condition limiting the use
to this time. The commission asked how will security be provided to the cars, will animals be used for
security. The applicant states that there is 24-hour security on the property provided by Color Copy,
and the entire perimeter of the property is fenced. Access to and from the facility is controlled by a
security gate with a manned booth, and no animals will be used for security.
Findings for a Special Permit: In order to grant a Special Permit the Planning Commission must find
that the following conditions exist on the property (Code Section 25.52.020 a-c):
(a) the proposed use, at the proposed location, will not be detrimental or injurious to property or
improvements in the vicinity, and will not be detrimental to the public health, safety, general
welfare, or convenience;
(b) the proposed use will be located and conducted in a manner in accord with the Burlingame
general plan and the purposes of this title;
(c) the Planning Commission may impose such reasonable conditions or restrictions as it deems
necessary to secure the purposes of this title and to assure operation of the use in a manner
compatible with the aesthetics, mass, bulk and character of existing and potential uses on
adjoining properties in the general vicinity.
Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative
action should be taken by resolution and should include findings. The reasons for any action should be
clearly stated. At the public hearing the following conditions should be considered:

1. that automobile storage for the rental caz facility shall operate as shown on the plans submitted
to the Planning Department and date stamped March 25, 1998, Site Plan, and shall be limited
to 100 cars on the 1649 Adrian Road site, and the plan date stamped June 15, 1998, Site Plan
with parldng and circulation shown; there shall be no parking on the unpaved drainage easement
which can be accessed from this site, the access gate shall be locked and secured by the property

owner unless a permit is issued for auto storage on the adjacent drainage easement and the
property owner at 1649 Adrian Road agrees to open the access between the two properties;
2. that the rental cars shall not be moved to and from the site between the hours of 6:30 a.m. and
9:00 a. m. or betwe�n the hours of 4:00 p. m. and 6: 30 p. m. Monday through Friday;
3. that the conditions of the Fire Marshal's March 30, 1998 memo shall be met;
4. that the special permit for automobile storage for car rental with the conditions listed herein is
a temporary use and shall expire on December 1, 1999 and the gate between the two properties
(1649 Adrian Road and 1730 Rollins Road) shall be removed and replaced with a continuous
chain link fence to match the existing fence; and
5. that the use and any improvements for the use shall meet all the requirements of the Uniform
Building and Uniform Fire Codes, 1995 Edition, as amended by the City of Burlingame.

C. Luzuriaga noted that he had reviewed the application and did not fi anything detrimental
to the site from this use and that the use is consistent with the buildi so moved to approve the
financial institutional use in Suite 360 with the findings and the nditions in the staff report by
resolution. The motion was seconded by C. Deal.
Comment on the motion: would like to change co � ion 2 so that it is stated in the positive:
"that the iinancial institution may be open for b mess during the hours of 8:00 a.m. to 5:00
p.m...." C. Luzuriaga as maker of the motio and C. Deal as second accepted the amendment
to the motion.
Chair Key called for a voice vote o the amended motion. The commissioners voted 5-0-1 (C.
Mink absent) to approve the mot' n with the following amended conditions: 1) that the financial
institution shall be limited to 073 SF in Suite 360, at 1440 Chapin Avenue, as shown on the
plans submitted to the PI ing Department and date stamped March 25, 1998, Floor Plan for
Suite 360 and date sta ed March 27, 1998, Lower Level Parking, Mid Level Parking, First
Floor Plan; 2) that e financial institution may be open for business during the hours of 8:00
a.m. to 5:00 p. , Monday through Friday with a maximum of 7 employees on site at any one
time; 3) that a changes in operation, floor area, use, or number of employees; which exceeds
the maxim s as stated in these conditions shall require an amendment to this use permit; and
4) that t use and any improvements for the use shall meet all California Building and Fire
Code , 1995 Edition as amended by the City of Burlingame.

Reference staff report, 05.11.98, with attachments. CP and Commission discussed the request,
reviewed criteria, Planning Department comments, and study meeting questions. Six conditions
were recommended for consideration. Commissioners asked: how wide does a fire lane need
to be, 24 feet; is there a permit for storing autos (car rental vehicles) at Prime Time, no; are
they using the area permitted for motel guest parking, no; is 1730 Rollins Road the correct
address, staff will confirm, area being used is unpaved south side of building in abandoned spur
track right-of-way and in drainage easement; is there a requirement for sole tenant for auto
storage, no there is for car rental agency, no cars proposed to be rented from this site; minimum
site size required is 0.7 acres, area 24' x 600' of proposed storage area on this site will be
dedicated to iire lane, if that is subtracted, then applicant does not have 0.7 acres required, CA

Anderson noted that how the area is measured is up to Planning Commission; Fire Marshal
noted that department needs 24 feet at corners where the ladder truck would be parked for
access, along rest of building need 10 feet for putting hand carried ladders against building,
probably need to take closer look at site to determine exactly. There were no further questions.
Chair Key opened the public hearing. John Townsend, El Sobrante, representing Hertz and
Nabial Daoud representing Color Copy were present. Mr. Townsend noted that Hertz is using
the space on Rollins Road for airport fleet storage; he said they need this use permit until
December 1999 because they are not sure of the airport's construction schedule and also need
a transition time; Hertz has contacted the owner of Prime Time to get the site plans they need
for submittal, have not received information yet so have not applied. Daoud, Color Copy,
responded to the question about available on site parking, he said they operate �24 hours a day
and a lot of employees carpool, so not need a parking spot for each employee. Commission
asked Mr. Townsend: May 1 letter to city from Hertz said requested a permit, has one been
filed for, no; why does letter say it had been applied for, don't know miss stated; there is a
Hertz sign on Airport Blvd. across from the DriveIn theater, this was not identified as a place
Hertz was storing cars in Burlingame, why; because that site is used by the regional office to
bring new cars into the fleet, the Adrian Road and Rollins sites are used by the Millbrae offce
for airport fleet storage; commission asked staff if a permit had been issued for the Airport Blvd
site, no, the site is nonconforming, has been used to store car rental vehicles before current
zoning.
Commission continued questions: have seen cars parked by people wearing Hertz yellow jackets,
on Adrian Road near 101, why; those are employees parking their own cars there, they work
for service master who contracts with Hertz; why are all their cars new and look alike; Hertz
does not park any cars on the street that Mr. Townsend knew about; does Hertz park, for airport
fleet storage, cars on any other sites besides Adrian road and Prime Tune, no; does Hertz pay
any revenue to the city for any car storage sites; no; looking at aerial of Adrian site see loading
docks on the right, are they still in use, not in way previous tenants used them when site was
all warehouse, now the loading docks are at the front, facing Adrian, the side is more open now;
looked at site plan, is part of parking area for Hertz use on a separate parcel; when moved in
area at rear not used at all, don't know if it is a separate lot or not; staff noted that a part of this
rear area was abandoned spur track right-of-way which adjacent owners purchased, do not know
if this segment was merged to larger lot. There were no more comments from the floor and the
public hearing was closed.
Commission discussion: parking requirements are based on generalized assumptions, don't know
how parking will really be used, see 338 employees and 212 parking spaces and am troubled by
the imbalance; if Hertz needs to park 210 vehicles at the rear and the fire lane needs to be kept
clear, then their space is much smaller, there are also power poles reducing the area, hard to
see how they will get 210 cars in even dead-headed; problem is not the interim use but the way
the applicant has gone about it, a business like Hertz that has been around for a long time should

know the rules; it is easier to go use the sites and then ask permission; say out December 1,
1999, not sure now, my fear is go to December then extend, and stay longer and we will have
to do code enforcement, is there a way to create a penalty fee; CA Anderson noted that there
were two approaches which could be used: a fine based on the impact of the temporary use or
require a bond which could be forfeited if permit requirements are not met or use does not cease
on December 1, 1999, thought that anything over $5000 to $10,000 would be large enough to
get the Hertz Corporation's attention; Adrian Road is in poor condition, CE Erbacher noted that
city will replace Adrian Road this summer for $1.6 million; the car storage project impacts the
city and provides no benefit, Color Copy get rental, CA Anderson noted that this use permit wilI
cause a reassessment of the property and an increase in property taxes; if Hertz is engaging in
business in Burlingame they will need a business license, a$100 annual fee; no way I can vote
in favor, letter tells us use in effect and permit process not begun, sad state of affairs; can't act
until iigure out what Hertz is doing on all properties in city; if airport facility available in
November 1998, why need to go past December 1998; if construction is a problem can come
then and ask extension; given parking impact and wear and tear on street see no benefit, how
can Hertz park in Burlingame and pay no money when we have to pay a lot for airport parking;
should be a user fee; CA Anderson noted that we charge taxi fee but we have no fee schedule
established so cannot charge fee now, need ordinance; need to look at how impacts differ from
other businesses on Adrian.
C. Galligan moved to continue this item in order to get other application submitted. C. Coffey
asked for the motion to include requiring the applicant to provide information on all the Hertz
sites in Burlingame and what they are used for and those in Millbrae as well, i.e., the applicant
should revisit the questions asked for the May 1, 1998 letter. C. Deal asked that the motion
include a resolution of the fire lane issue.
C. Galligan revised the motion moving to continue this item to the meeting of June 8, that the
application for the Rollins Road site be submitted before that date, that the applicant submit
revised answers to the questions in the May 1 letter and address all Hertz operations in
Burlingame and those in Millbrae which affect Burlingame, including all sites and what they area
used for, that the fire lane issue be resolved and the amount of useable area for parking and
number of cars which can park there be clarified, add information on whether a part of this
area being used on Adrian was on a separate parcel and add a condition to provide for a
performance bond. The motion was seconded by C. Deal.
Discussion on the motion: it was clarified that the use of the site for car storage would probably
continue during the time the clariiications were being prepared; and when was the area at the
rear of the Adrian Road site paved.
Chair Key called for a voice vote on the motion outlining additional information needed and to
continue this item to June 8, 1998; it passed 5-0-1 (C. Mink absent). There was no appeal since
the commission continued the item. '

nonconforming in parking ould the parking requirement be much larger; yes because of the
recent addition to the parking quirements for classroom use of 1:50 GSF for the instructional
area within the existing building, he parking ratio for the new space is based on laboratory
parking requirements of 1:800 GSF. There were no other questions from the commission.

about condition 6, because, while they do not rent the premi to outside groups, they do allow
the union hall to be used occasionally by groups on Saturd s for fund raisers or political
functions, no money is paid for the use of the hall. The a ed space will be used for
laboratories as an adjunct to the classroom use. Commissioner ask about the plans, seems to
show parking in front of a loading dock, is the dock used; yes the do is used during the day
to deliver items needed for instruction, latest delivery is 5:00 p.m., classe are held at 5:30 p.m.
so the area can be used for parking when there is the highest demand. Duri the day there are
about 9 people employed on the site. Also requesting a variance for landscap , the way the
site works now, one can look down the 20 foot access to Rollins Road and se a strip of
greenery, this will be blocked by the new addition, can this green screen be put somep e else
on the site, could reinforce the landscape at the entry; am not sure that that area is on the 19
Rollins site may be neighbor's, but could reinforce landscaping at entry by adding to existin

did the car rental storage use at this location begin; why did they not apply for a conditional use
permit before they began the use; is Hertz using any other sites in this area or in Burlingame
for car rental storage; how are the cars parked within the designated area; where are the keys
to the parked cars kept; the physical condition of Adrian Road is very poor, the increase in
traffic caused by this use does not help the road's condition, how are the cars delivered and
picked up, one at a time or by car transporters; where are the contracts for the rental of these
cars written, is there any revenue to Burlingame for this use; how will this use affect the
required parking for the tenants who already have more employees on the site than striped
parking spaces; will Hertz pay for maintaining the street; if the use is intended to be short term

Thank you for the assistance you provided me last Friday, June 12, 1998. I appreciate your
time to ensure I was able to provide you with the necessary information concerning our request
for permits for the use of properties at 1649 Adrian Road and 1730 Rollins Road.
Question: What sites does Hertz operate in Burlingame and Millbrae?
300 Millbrae Avenue, Millbrae. This is the site of our area headquarters. It also has our
maintenance facility and our used car sales lot. The airport Hertz uses a portion of this lot for
the storage and pickup of rental vehicles. Cars are not rented at this location but customers are
bused to the location to get their cars. Cars are not returned to this lot by customers.
Additionally we have a vehicle storage lot adjacent to the Cal Train tracks for approximately
300 cars.
Self-Storage lot. This paved area is located under the Millbrae Avenue overpass of CalTrain.
Hertz has a permit to park approximately 125 cars in this area.
Marriott Hotel, S. Airporr. Blvd. This is a car rental location for use by guests of the Marriott
Hotel. A limited number �f cars are parked there for rental and cars are returned most often
to the airport.
Bayshore Lot, S. Airport Blvd. This is the area where Hertz receives and processes new
vehicles for addition to the rental fleet. Additionally, vehicles being taken out of service for
auction, sales, etc. are processed on this lot. No customers are served at this location.
1649 Adrian and 1730 Rollins, Burlingame. These lots are unimproved and rented from the
owners for storage of cars excess to rental needs. No customers are served at this location.
Question: What provisions have been made for a fire lane for parking of vehicles at 1649
Adrian Road?
Vehicles are parked only in the unimproved area at the rear of the building at this address.
Hertr rents Fords and other fine cars

Hertz contacted Fire Chief Marshall and he stated the BFD does not require access to the rear
of the building - only clear space at the sides for use by ladder trucks. Hertz does not park
any cars on the side of the building. Additionally, the fire chief requested no door access be
blocked and Hertz will comply. The fire chief stated no access was required through Hertz
cars relative to the property at 1730 Rollins. The area of parked cars would not inhibit fire
fighting operations.
Question: What is the amount of useable area for parking and number of cars which can
park there?
Attached is a site map of the Adrian Road facility showing the method of parking cars on the
lot. The cars are parked in rows with 6 inches between cars front to back and 12 inches
between cars left to right. Additionally, there is a wide access road left between the cars in
order to allow access to the 1730 Rollins Road property which is also used by Hertz but is
accessed through the Adrian Road lot. Generally speaking, 85-100 cars are parked in the
Adrian Road property using this method.
Question: Why is the request for permit for one year beyond e�cpected move to new
facility?
There is no set date for the movement to the new car rental facility. We are requesting the
additional time beyond the current move date just as a safety valve. If you would rather we
request additional time if the new facility does not open as scheduled, we will comply.

The purpose of this correspondence is to clarify the use of the property located at 1649 Adrian Rd.,
Burlingame, California.
Currently, the Airport Commission Off'ice provides Hertz with space to park approximately 500 vehicles
while running the operations. On any given Friday/Saturday/Sunday, we could possibly have 1500 to
2300 vehicles sitting idle. We have enough overflow parking space to accommodate approximately 1100
vehicles. Consequently, we have an overflow parking deficit ranging between 400 and 1200 vehicles,
beginning Friday and ending on Monday when our rentals exceed our returns.
On Fridays, we would need to move approximately 210 vehicles from the airport to 1649 Adrian Rd.
between the hours of 5:00 AM and 12:00 PM, and 5:00 PM and 8:00 PM. Our goal is to limit car
movements between the hours of 12:01 PM and 5:00 PM to avoid traffic congestion. Occasionally, we
would move cars from the airport on Thursdays at about 6:00 PM through 10:00 PM (only when the
vehicles idle is expected to exceed 2000. This occurs about six times each year.)
On Saturdays, at about 5:00 PM, or Sundays at about 8:00 PM we would begin moving vehicles from
1649 Adrian to the airport. On rare occasions, we would not be able to move the cars until Monday
mornings starting at 0700 through 0900.
The Airport Commission is relocating all of the rental car companies tentatively in the fall of 1998. At
that time, the Airport Commissions Off'ice will provide us with adequate space to park more than 3,000
vehicles. We respectfully request you approve the use permit which will allow Hertz to park vehicles in
the 1649 Adrian Rd until such time as we are relocated.

Thank you for your time and interest in the matter concerning the property at I 649 Adrian
Road. Below are answers to the questions that we received via fa,c on April 2°.
When did the car rental storage at this locovon begin?
The Hertz Corporation has had vehicles stored at I 649 Adrian since approximately 12/I 3/96
on an irrtermittent basis,

The Hertz Corporation was not aware of the fact that a permit was required until Color Copy
received notice from the City of Burlingame that it was required.

Yes. There is an adjacent propertyto the I 649 lot , which is a part ofthe Prime Time Athletic
Club, Inc. We have been usingthe Prime Time lotforstorag� since approximately 3/15/97�
Due to the fact that the lots are connected it was not clear until recently that we would need
to apply for a separate permit for the Prime Time properry.
We have requested a parmit for the lot at 1730 Rollins Road (Prime Time Athletic Club Inc,),

The vehicles are parked bumper to bumper, We mandate that the vehicles must be at leasrt 6
inches apart from one another. 7here is always enough space for our employees to walk
between vehicles in order to take inverrtory and to dekey the vehicles,

When vehicies are stored the keys are kept in a locked cabinet atthe Dispatch Booth at our
main facility located atthe airport, The Dispatch Booth is manned 7_4 hours and someone is
always avaifable to deliver keys and to retrieve vehicles,
How are cars deliver��an_dpick up? One at a time or by car transporters?
Vehicles are delivered via crews of 8- I 5 employees at a time. Each individual vehicle is driven
by one employee, The employees drive the vehicles �n the designated area as specified by at
least two supervisory personnel. The vehicles are picked up by crews of 8- I 5 employees at a
time,

storage of vehicles takes piace in the back of the building, The striped parking spaces are
located in the front of the buiiding,

No. We feel that the wear and tear on the street is minimal. Our drivers are extremely safe
and typically stay well under the speed limit, due to the fact that their employmerrt is contingent
upon a clean driving record. 7here are many large and heavy freight trucics that frequently use
Adrian Road.

We will no longer require the use of I 649 Adrian Road effective I 2/ I/99. The new
transportation center, where Hertz will be located opens I I/7/98,

There is 24 hour security on the property provided by Color Copy. The entire perimeter of
the property is fenced. Access to and from the facility is controlled by a security gate, which is
manned by per�onnel who ensure that our vehicles are secure,

AND SPECIAL PERMIT
RFSOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a Categorical Exemption has been proposed and application has been made for a
Snecial Permit for automobile storage for a car ren al b einecc at 1649 Adrian Road , zone� M-1, v n

WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on
June 22, 1998 , at which time it reviewed and considered the staff report and all other written materials
and testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
1. On the basis of the Initial Study and the documents submitted and reviewed, and comments
received and addressed by this commission, it is hereby found that there is no substantial evidence that the
project set forth above will have a signiiicant effect on the environment, and Categorical Exemption, per
CEQA Article 19, Section 15301, Existing facilities, Class 1(a), interior or exterior alterations involving
such things as interior partitions, plumbing, and electrical conveyances is hereby approved.
2. Said Special Permit is approved, subject to the conditions set forth in Exhibit "A" attached
hereto. Findings for such Special Permit are as set forth in the minutes and recording of said meeting.
3. It is further directed that a certified copy of this resolution be recorded in the official records
of the County of San Mateo.

1 that automobile storage for the rental car facility shall operate as shown on the plans
submitted to the Planning Department and date stamped March 25, 1998, Site Plan, and
shall be limited to 100 cars on the 1649 Adrian Road site, and the plan date stamped 7une
15, 1998, Site Plan with parking and circulation shown; there shall be no parking on the
unpaved drainage easement which can be accesserl from this site, the access gate shall be
locked and secured by the property owner unless a permit is issued for auto storage on the
adjacent drainage easement and the property owner at 1649 Adrian Road agrees to open
the access between the two properties;
2. that the rental cars shall not be moved to and from the site between the hours of 6:30 a. m.
and 9:00 a. m. or between the hours of 4:00 p. m. and 6:30 p. m. Monday through Friday;
3. that the conditions of the Fire Marshal's March 30, 1998 memo shall be met;
4. that the special permit for automobile storage for car rental with the conditions listed
herein is a temporary use and shall expire on December 1, 1999 and the gate between the
two properties (1649 Adrian Road and 1730 Rollins Road) shall be removed and replaced
with a continuous chain link fence to match the existing fence; and
5. that the use and any improvements for the use shall meet all the requirements of the
Uniform Building and Uniform Fire Codes, 1995 Edition, as amended by the City of
Burlingame.
