June 25, 1943 The regular monthly meeting of the Planning Commission was held in the City Hall at 7:45 p.m. Friday evening, June 25, 1943. MEMBERS PRESENT: Mitchell ABSENT: Macomber Coles Rapp Brown Stivers OTHERS PRESENT: Coleman Karmel Roth Whitehead Dahl Watson Chairman Mitchell presiding. Mr. Lang of the Lang Realty Company presented drawings and tentative floor plans for eleven duplexes proposed to be constructed in Block 19, and six duplexes in Block 22, and eight in Block 3. In this connection he also presented a plat or tenta- tive map of the re -subdivision of Block 3, Burlingables. He said that the new du- plexes would include 800 square feet per unit, or 1,600 square feet per duplex. There was then considerable discussion from representatives present indicating opposition to the construction of any more duplexes on the highway. William B. Glynn said that he admitted there is a great improvement in the new plans as submitted, but he doubted if they could be built under the limitation of government regulations which require all possible economies; that the result would be structures below standard housing and that there is no need for so-called war housing in this community and thereby add to the overcrowding of tranpportation. He read from a book on city planning and summed up that after the war there will be great changes in housing which will include the use of new materials and prefabrication. He urged rejection of the plan. Councilman Coleman read Emergency Ordinance #385 modifying the building code on account of the war emergency. Commissioner Coles said that the new plans appeared quite attractive and a big improvement over the duplexes already built along the Bayshore, but he under- stood that at least some of the new houses would be two-story structures instead of all one-story. City Attorney Karmel said that the Planning Commission can consider the character of zoning of acreage property and submit its recommendation to the City Council, but the City Planning Commission has no legal right to stop the Lang Realty Company from erecting duplexes on the property already zoned for that purpose. Mr. Lang said that this was his understanding of the matter and that his submission of these plans and pictures of the proposed duplexes from time to time to the City Planning,Commission was done in the,spirit of cooperation and he urged that the Pro- testants give up their opposition and he would welcome an opportunity to cooperate and remove as many of their objections as possible. There was then some discussion of the re -subdivision of Block 3 in Burlingables, and Commissioner Coles submitted the following motion: "I move that the map showing the re -subdivision of Block 3, containing eighteen lots,.Burlingables, be accepted by the City Planning Commission and recommended to the City Council," which motion was seconded by Commissioner Brown, the vote being "Yes" Mitchell, Coles, Rapp, Brown and Stivers (absent Macomber). Mr. Brown suggested that the application for the duplexes be deferred until MINUTES - Meeting June 25, 1943 - Cont'd. Page 2. full scale maps or drawings may be available showing some of the structures to be two story houses with garages,to be submitted at a later meeting. There was considerable renewed discussion regarding additional duplexes and City Councilman Roth, who was present, urged reconsideration of the entire subject. City Councilman (.ol.eivi(. brought up the point that the Lang Realty Company could not get permits to buila the duplexes without garages. R. E. Wood, a resident in the neighborhood, urged postponement of the new duplexes and advocated that complete new plans be submitted for further con- sideration. A. W. Frazier, President, Burlingables Oak Grove Manor Improvement Club, referred to the meetings back in August of 1942 and stated that Mr. Lang has not fui- f illed his promises relating to the appearances of the duplexes already- constructed and he voiced objection to further duplexes. Mr. VanBolt and others present also voiced protests. As it was getting late and there was no further business for the commission, the meeting adjourned at 10:45. D. A. STIVERS, *1414 Secretary.
