Purpose and Goals for Mitigation Site The purpose of the project is to mitigate for impacts to wetland and upland habitat along a drainage channel as a result of a culvert and parking lot expansion. The mitigation consists of removal of invasive species and restoring riparian floodplain vegetation (at a 5:1 mitigation ratio) along the east bank of the channel to provide suitable riparian and upland habitat for the federally threatened California red-legged frog (Rana aurora dra��tonii). The mitigation also included contribution of fees to a mitigation bank for California red-legged frog. The project received authorization under Department of the Army Nationwide Permits (NWP) 14- Linear Transportation Projects (72 Fed. Reg. 11092, March 12, 2007), pursuant to Section 404 of the Clean Water Act (33 U.S.C. Section 1344) on July 20, 2009. Pnor to construction, the project received all addirional required authonzarions from the US Fish and Wildlife Service, California Department of Fish and Game, State Regional Water Quality Control Board and the City of Burlingame. 2. Project Summary and First Winter Monitoring Results (2009-10) The construction and revegetation phases for the project were completed in compliance with all Terms and General Conditions set forth by the California Department of Fish and Game, US Fish and Wildlife Service, US Army Corps of Engineers, State Regional Water Quality Control Board and the City of Burlingame. • All required biological preconstruction surveys, monitoring of exclusionary fence installation, and worker education training was completed pnor to commencement of construction on August 17, 2009. • All work was conducted in accordance with the Site Improvement Plans for the BMW Service Center Culvert Crossing dated February 11, 2009, prepared by Lea and Braze Engineering. • All construction work, invasive species removal and erosion control was completed by September 30, 2009. • Daily on site monitoring was conducted through the duration of the proj ect. • All native plantings were installed on the eastern floodplain of the channel by December 17, 2009. • Revegetation monitoring was conducted in December 16 and 17, 2009 and January 14, 2010. The project consisted of installation of a cement culvert within a small drainage that flows through an industrial area of Burlingame, California. The culvert was installed to provide vehicle access between rivo parking areas located on the east and west sides of the channel, and a small ruderal area along the east bank of the channel was converted to parking spaces. Approximately 400 square feet of emergent wetland within the unnamed drainage channel (20 linear feet, 0.009 acres) was permanently impacted by placement of the concrete culvert. An additiona1440 square feet, (20 linear feet; 0.010 acres) were temporarily impacted during culvert construction on each 2010 Monitoring Report for BMW Service Center Culvert Project, Burlingmne, Califonzia Page 2 side of the culvert. The project also impacted 2000 square feet (0.05 acres) of ruderal vegetation for additional parking on the property (located on the east side of the drainage). To compensate for these impacts, the applicant was required to remove invasive species and restore riparian floodplain vegetarion (at a 5:1 mitigation ratio) along the east bank of the channel to provide suitab]e riparian and upland habitat for the federally threatened California red-legged frog (Rana aurora draytonii). The applicant was also required to contribute a fee to the Ohlone Preserve Conservation Bank for impacts to compensate for impacts to the 0.05 acres of iuderal upland. The project also installed a permanent a 6-foot fence along the property edge to prevent wildlife movement (including CRF and/or SFGS) into the parking areas of the property, and a stoinnvater treatment system on site. Emergent wetland vegetarion consisting of narrow-leaf cattail (Tjpl:a augustifolia) is dominant within the 10-foot wide channel bottom, with nonnative ruderal upland vegetation along the banks. Vegetation is consistent within the channel for several hundred feet in both upstream and downstream directions. The channel is bordered on both sides by paved parking areas and commercial and industrial infrastructure. Installation of the culvert was conducted by Lusardi Construction and Blackwell Engineering. Project construction was conducted between August 17, 2009 and September 30, 2009. The culvert used was an arched, prefabricated concrete culvert. Footings for the culvert were set into the banks with the deck spanning the 10-foot channel bottom, approximately 4 feet above the channel bed. Rip rap was installed to buttress each of the corners of the culvert. After removal of invasive species was completed, natural fiber erosion control matting was installed along the length of the east bank of the channel No rainfall occurred while work was conducted in the channel during the months of August and September. For the most of the duration of the project, the channe] was completely dry within the project reach and for several hundred feet in both upstream and downstream directions. Exceptions to this were when a small amount of seepage was observed within the base of the footings, and when the new stormwater treatment pumps were tested. No special status species were observed within the project reach. The only amphibian/reptile species recorded within the project reach were Pacific tree frogs (Pseudacris regilla). After excavation of the culvert footings in the channel in late August 2009, a few Pacific tree frogs were observed within small seepage pools that formed at the base of the footings. These frogs were moved to a safe location downstream of the work area. No other amphibian or reptile species or nesting birds were observed over the course of monitoring activities. As part of the project, invasive species such as pampas grass (Co�•taderin jubata), Himalaya blackberry (Rubus ursifzus), fennel (Foeniculum vulgare), and cotoneaster (Cotoneaster sp.) were removed from the ruderal area, and native riparian floodplain species were be planted. Plantings consisted of native grasses such as blue wild rye (Elyrnus glaucats), California oat grass (Danthonia californica), California brome (Bromus car�i�zatus) and red fescue (Festuca rubra), and native shrubs such as arroyo willow (Salix lasiolepis), coyote brush (Baccharis pilulai•is), California coffeeberry (Rliamnus califori�ica) and hairy gum plant (Griiidelia hirsutula). The site will need to be managed for weeds and replacement planting will be conducted as necessary. The monitoring program included 1) pre-construction surveys and monito�ing for California red- legged frog (Rana aurora draytonii), San Francisco garber snake (Thamnophr's sirtalis tetrataenia), and nesting birds including the salt marsh common yellowthroat (Geothlypis trichas sinuosa); 2) conducting worker education training on identificatio� and re��rting protocol for CRF and SFGS for all contractors working within the drainage; and 3} Daily on-site rnonitoring for CRF and SFGS during project constnuction. Revegetation monitoring was conducted during and after installation of the plants on December 16 and 17, 2009 and January 14, 2010. Figures A-1 through A-11 show images of the project before, during and after completion (Appendix A). Revegetation Monitoring Planting was conducted on December 16 and 17, 2009 by LandGro Landscape Services. Revegetation monitonng was conducted by biologist Patrick Kobernus on December 16, 17 and January 14, 2009. Plant species included a combination of native shrubs and grasses (Table 1). Plants were installed according to specifications along the upper banks and floodplain of the channel. Rainfall for the month of December 2009 was 2.77 inches and 6.33 inches for the first 2 weeks of January 2010 (National Weather Service; San Francisco Airport station). This timely rainfall provided good conditions for survival of the native plantings. Plant survival rates for all shrubs planted on site were observed to be 100% after the first four weeks. Grasses also appeared to be doing well with no observed mortality. Vegetation within the channel itself recovered quickly after the culvert was installed, as cattails had already began to regrow within 4 weeks after installation (Figure A-7). Table 1. Geomorphologic Monitoring No erosion or bank instability was observed within channel during the first monitoring period (December 2009/ January 2010). No problems such as slope failure, erosion or siltation of the drainage were observed within the project area. 6. Ongoing Maintenance Ongoing maintenance to control nonnative annual grasses and invasive broadleaf plants within the planted floodplain and banks will be critical to prevent these species from overtaking the plantings. Three follow up mowing and herbicide treatments are planned for the site over the following 5 month period (January — May, 2010). 7. Monitoring Schedule Table 2.
