At the November 10, 2008 Planning Commission meeting, the Commission reviewed requested
changes to the parking layout at 1625 Adrian Road, zoned RR. The requested changes by the
Planning included revisions to the parking layout along the sides of the building at the front of
the site and relocating disabled-accessible parking towards the front of the site.
In your written response and graphic illustration, dated November 3, 2008, you explained why
the requested changes could not be made accommodated on the site.
The Planning Commission acknowledged receiving the response and explanation and
concluded that no further changes would be necessary.

SUBJECT: FYI — REVIEW OF REQUESTED CHANGES TO A PREVIOUSLY APPROVED
COMMERCIAL DESIGN REVIEW PROJECT AT 1625 ADRIAN ROAD, ZONED
RR.
Summary: On October 27, 2008, the Planning Commission approved an application for
Commercial Design Review and Variances to build-to line and landscaping for an addition and
exterior and interior renovations to an existing commercial building for an automotive service
facility at 1625 Adrian Road, Zoned RR (October 27, 2008, Planning Commission Minutes).
With the approval of the project on October 27, 2008, the Planning Commission had the
following comments regarding the configuration of the parking spaces along the sides of the
building at the front. The Commission requested that the revised layout of the parking spaces
be brought back to the Planning Commission as an FYI item.
■ Expressed concern regarding guest parking at the side backing out onto the main
thoroughfare.
■ Could consider placing disabled parking at that location since they are infrequently used.
■ Would like to see disabled parking near the front entrance to the building.
■ Angled parking at this location could be an option.
In response to the Commission's concerns, the applicant submitted a written response and
graphic illustration, date stamped November 3, 2008. The applicant notes that after reviewing
the parking layout and discussing the comments with the operator, it was determined that it
would be best to not make any changes to the parking layout, including relocating disabled-
accessible spaces to the front of the site. He notes that the main reason is that if the spaces
along the side of the building were angled, it would create a directional traffic issue and force
cars parked in these stalls to have to exit through the service drive. For additional information
and a detailed response regarding relocating the disabled accessible parking spaces, please
refer to the applicanYs letter and graphic illustration.
There are no other changes proposed to the site or design of the commercial building. If the
Commissiora feels there is a need for more study, this item may be psaced on an action calendar
for a second review and/or public hearing with direction to the applicant.

reviewed the criteria and staff comments. Twelve (12) conditions were

Commission comments:
■ Expressed concern regarding guest parking at the side backing out onto the main thoroughfare
(Burns — noted that the spaces are short-term spaces for vendors; they could be labeled for another
purpose).
• Could consider placing disabled parking at that location since they are infrequently used.
■ Would like to see disabled parking near the front entrance to the building.
■ Angled parking at this location could be an option.
• Noted that information regarding bio-swales does not include enough description; asked how the
catch basins are integrated into the site drainage (Meeker — noted that the City's Stormwater
Coordinatorwill ensure that the drainage system is compliant. Burns — the catch basins are routed
back to the bio-swale for treatment).

There were no further comments and the public hearing was closed.
Additional Commission comments:
Commented that this is a great project.
Commissioner Vistica moved to approve the application, by resolution, with the following amended
conditions:
1. that the project shall be built as shown on the plans submitted to the Planning Division date stamped
September 23, 2008, sheets A-CS, A1.1, A2.1, A2.2, A3.1, A3.2, A5.0 and A5.1 and date stamped
October 17, 2008, sheets A1.0, L1.0, C-1 through C-10 and ER-1 and ER-2;
2. that the revised layout of the parking spaces on the side of the building, near the front of the
property, shall be reviewed by the Planning Commission as an FYI;
3. that any changes to the size or envelope of building, which would include changing or adding
exterior walls or parapet walls, shall require an amendment to this permit;

4. that any changes to building materials, exteriorfinishes, windows, architectural features, roof height
or pitch, and amount or type of hardscape materials shall be subject to Planning Division or Planning
Commission review (FYI or amendment to be determined by Planning staff);
5. that the conditions of the City Arborist's September 16, 2008 memo, the Chief Building Official's
September 26 and August 11, 2008 memos, the City Engineer's October 6 and September 8, 2008
memos, the Fire Marshal's and NPDES Coordinator's August 13, 2008 memos shall be met;
6. that demolition or removal of the existing structures and any grading or earth moving on the site
shall not occur until a building permit has been issued and such site work shall be required to
comply with all the regulations of the Bay Area Air Quality Management District;
7. that prior to issuance of a building permit for construction of the project, the project construction
plans shall be modified to include a cover sheet listing all conditions of approval adopted by the
Planning Commission, or City Council on appeal; which shall remain a part of all sets of approved
plans throughout the construction process. Compliance with all conditions of approval is required;
the conditions of approval shall not be modified or changed without the approval of the Planning
Commission, or City Council on appea�;
8. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which
requires affected demolition, new construction and alteration projects to submit a Waste Reduction
plan and meet recycling requirements; any partial or full demolition of a structure, interiororexterior,
shall require a demolition permit;
9. that the applicant shall comply with Ordinance 1503, the City of Burlingame Storm Water
Management and Discharge Control Ordinance;
10. that the project shall meet all the requirements of the California Building and Uniform Fire Codes,
2007 Edition, as amended by the City of Burlingame;
THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION
PROCESS PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION
11. that prior to scheduling the framing inspection, the project architect, engineer or other licensed
professional shall provide architectural certification that the architectural details such as window
locations and bays are built as shown on the approved plans; if there is no licensed professionai
invoived in the project, the property owner or contractor shall provide the certification under penalty
of perjury. Certifications shall be submitted to the Building Department;
12. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height of the
roof ridge and provide certification of that height to the Building Department; and
13. that prior to final inspection, Planning Department staff will inspect and note compliance of the
architectural details (trim materials, window type, etc.) to verify that the project has been built
according to the approved Planning and Building plans.
The motion was seconded by Commissioner Yie.
Discussion of motion:

■ The Commission will need to review the design guidelines for uses in the Automobile Overlay zone;
the current applicant was reasonable, but required variances in order to meet the needs of the use.
■ Some design features (e.g. lighting) are not called out in the conditions of approval; ensure that
these features are retained per the plans.
■ Noted that there may be a desire to have consistency in signage in the area; suggested that staff
bring the signage back to the Commission as an FYI.
Chair Cauchi called for a vote on the motion and it passed on a voice vote 6-0 (Commissioner Lindstrom
absent). Appeal procedures were advised. This item concluded at 7:20 p.m.

This letter is to address the 2 items that the Planning Commission brought up in our consent hearing on Monday
evening. The fotlowing are the responses for each item:
Convert parking stalis on west side of front building to angied parking - after review of this layout as well as
discussions �vith the operators it was determined that it is best io keep these sialis as they are. The main reason for
not changing these stalis to angled is so it doesn't create a directional traffic issue and force the cars parked in these
stalls to have to exit through the service drive. Also, these stalis will have a dedicated use {wholesale parts pick-up)
and thus the use should be less frequent than a standard guest parking stall.
Move the handicap stalis from current location - in the meeting it was discussed to move the handicap stalis to
either the front of the building and/or the west side of the building. Afler discussions with the design team and the
operators we also feel that the current location is the 6est for these stails. There are two reasons for this. First, to
move them to the front of the building is not an option from a code standpoint. We don't have the required clearance
in the front of the car for code compliant ADA access. In order to maximize the landscape area at the front and keep
the angled guest parking stalls as useful as possible, we made these stalis compacf and are figuring for 2' of the 5'
walkway as the overhang allowance. Second, should we move one to the other side of the building we wouid be
splitting up the stalls and making it more di�cult to direct the guests to the appropriate locations. The current plan
will be to have a�irectional sign at the landscape island located on the northwest comer. This sign will direct guests
looking to park to go into the facility and handicap guests to go to the left. It will direct the rest of the guests (service
customers and wholesale parts pick-up) to continue straight. This may get confusing to split up the handicap use.
We also have a direct ADA path into the facilily from the current handicap stalls at the noRh east corner of the
building.
To better clarify the above we have provided a plan that shows the four'paths of travel' for the tacility use (Guest,
Wholesale, Service and Accessihle). This graphic illustration represents that, in our opinion, leaving the parking stalls
as-is is the best use and allows us to better direct our guests through the facility without making every car that enters
the site other thari parking at the front of the building go through the service drive.
Once again, we are very excited about this project and look forward to moving forward with the construction of this
facility.
