(e) Sand Cone In-Place Density of Soils
ASTM D1556-2015
Nonconformities
The method specifies that the sand used to perform the test shall consist of materia] containing less than 3% by
weight passing the 250-µm (No. 60) sieve and have a uniformity coefficient of less than 2.0. The gradation of the
sand used was unknown.
The bulk-density of the sand was not determined at time intervals not exceeding 14 days, always after any
significant changes in atmospheric humidity, before reusing, and before use of a new batch from a previously
approved supplier. The bulk-density ofthe sand was not determined.
During the determination of the bulk density, the base plate was placed on top of a 6-in., Proctor mold. The rim of
the Proctor mold protruded above the base plate of the sand cone equipment. Consequently, the rim of the Proctor
mold displaced sand within the sand cone.

Nonconformity
The sample was not gradually heated to 440 t 40°C with the sample in the furnace. The sample was placed in a
furnace and gradually heated to 500°C.
(g) Nuclear Deosity and Moisture Gauge for Soil
ASTM D6938-2015
Nonconformity
Compliance of the standardization count was not determined by following the procedure recommended by the gauge
manufacturer, or in the abse�ce of recommendations, using the procedure specified in Section 9.23. The standard
count was compared to a table of predicted values provided by the calibration agency. A similar finding was noted
during the previous assessment, Report 677R. This indicates that the previous action taken to resolve the issue may
not have been effective.
(h) Amount of Material Finer than a No. 200 (75-µm) Sieve

Noncouformity
When demonstrating Method A, the specimen was not soaked in water for a minimum of 10 minutes prior to placing
it on the sieve nest to wash. The specimen was tested immediately.
Observntion
The soaking time ia�as not recorded.
(i) Moisture Content of Soil by Microwave Oven
ASTM D4643-2008
Noncouformities
A heat sink was not placed in the microwave with the specimen during the test.
The process of microwaving the sample for initially for 3 minutes, then in additiona] l minute increments, and
weighing until the change in mass was less than 0.1 % was not performed. The sample was microwaved initially for
4 minutes, then for 2 minutes, and then in 1 minute increments until the change in mass was less than O.l%.

REQUEST FOR MINOR MODIFICATION AND A
HILLSIDE AREA CONSTRUCTION PERMIT
Dear Property Owner,
The Burlingame Planning Department has received an application for a Minor Modification and a Hillside
Area Construction Pernut at the following address:

APPLICATION FOR A MINOR MODIFICATION TO ALLOW AN ll% DECREASE IN
FRONT YARD REQUIltEMENTS (44'-0" EXISTING WHERE 49'-8" IS REQUIRED) AND
A HILLSIDE AREA CONSTRUCTION PERMIT FOR A FIRST AND SECOND FLOOR
ADDITION QUALIFYING AS NEW CONSTRUCTION. THE APPLICANT IS
PROPOSING TO EXPAND AN UNCOVERED FIRST FLOOR DECK (631 SF), ENLARGE
THE ENTRY AND ADD A DINING ROOM ON THE FIRST FLOOR (131 SF) AND TO
ADD TWO UNCOVERED BALCONIES (280 SF), THREE BEDROOMS, TWO AND A
HALF BATHROOMS, AN OFFICE ROOM AND A FAMILY ROOM ON THE SECOND
FLOOR (2,708 S� AT 2930 ADELINE DRIVE, ZONED R-1. THE TOTAL GROSS FLOOR
AREA OF THE DWELLING WOULD BE 5,413 SF (NOT INCLUDING UNCOVERED
BALCONIES AND DECKS).
Your property is located within 100 feet of this property. A minor modification and hillside area construction
pernut has been requested to allow this addition based on Municipal Code Section 25.55 and 25.61. '
Any noticed property owner may call this item up for additional review. If this addition will obstruct long
distant views from your house, particularly from interior living areas, and you would like to request
that this project be reviewed, which includes a public hearing, you should submit a written request
to the City Planner within seven days of the date on this letter. A copy of the site plan, floor plans and
building elevations are enclosed for your review. Unless review of the application is requested it shall be
deternuned that the placement of the proposed construction shall not have a substantial impact on the views
from adjacent properties. The minor modification shall be approved based upon the following findings:
1. exceptional circumstances on this property are that the original house was built with a 44'-0" front
setback which does not meet current code requirements (49'-8" average on the side of the street) and that
the lot slopes 165' (39%) downward along the left side property line, 161' (33%) downward along the
right side property line, and has a cross slope of 23% or 14' from left to right along the front property
line and because of the slope the top of the second story addition will be a m�imum of 4'-3" above the
paving edge along Adeline Drive;

2. that the placement ofthe proposed construction shall not have a substantial impact on the views from
the adjacent properties or on the character of the neighborhood because the downward slope on the
lot (28%), measured from the average grade along Adeline Drive to the entry, will minimize the
visibility from the street and is therefore compatible with the aesthetics, mass, bulk and character of
existing and potential uses of properties in the general vicinity. The entry level is located 23'-6"
below average grade at the paving edge along Adeline Drive and the proposed roof ridge of the
second floor is 4'-3" above average grade at the paving edge along Adeline Drive; and
3. that the proposed addition complies with lot coverage, floor area ratio, height, parking and all other
current development requirements for new construction except for the front setback requirement
which is the same as the existing structure and meets the minimum second story front setback of 20'
from property line, and will meet the requirements of the California Building and Fire Code, 1995
Edition as amended by the City ofBurlingame, and therefore will not be detrimental to public health,
safety or welfare.
