SUBJECT: PARKING VARIANCE FOR AN EXISTING COVERED SUBSTANDARD
PARKING STALL AT 1111 BALBOA AVENUE, ZONED R-1
Applicant and property owner, Barry Ongerth, and designer, Gary
Simpson, are requesting a parking variance for a substandard
parking stall which is an existing covered space at 1111 Balboa
Avenue, zoned R-1 (Code Sec. 25.61). The proposed second floor
addition will create a new master bedroom, loft area and a deck
totaling 556 SF. An existing area of 587 SF will remain as a new
bedroom, master bath, walk-in closet and existing bathroom and�hall
area, totaling 1,143 SF. The new addition on the second floor plus
the existing two story home equals 2,578 SF total with five
bedrooms (Code Sec. 25.08.125).
The parking variance is required for one substandard covered
parking space where the code requires two covered and one uncovered
(Code Sec. �5.70.030-a) for the proposed five bedroom residence
(Code Sec. 25.08.125). The house has a±96' long driveway and an
existing one car garage with exterior dimensions of 12.5' x 18.5'.
A covered porte cochere extends from the front door over the
driveway. The code requires a covered two car garage with an
interior dimension of 20' x 20' clear of any obstructions (Code
Sec. 25.70.020).
Staff Review
City staff have reviewed this application. The Chief Building
Inspector notes in his memo of April 29, 1991 that the existing
carport cannot be altered unless all openings on the inside and
outside walls are closed with a one hour fire rating.
Applicant's Letter �
The applicant indicates in his variance application of April 22,
1991 that the existing garage does not meet current code
requirements by 18" in length, and an increase in length would not
benefit the owner. Also the applicant notes the driveway can
accommodate up to four cars. The unnecessary hardship to extend
and widen the garage will not improve the aesthetics of the
structure, let alone the inconvenience and cost of demolishing an
existing garage. Any extension or remodeling of the garage will
serve no purpose other than to increase the cost of construction.
Cars today have dramatically decreased in length and can easily be
accommodated in the 18'-6" long existing garage.

Findings for a Variance
In order to grant a variance the Planning Commission must find that
the following conditions exist on the property (Code Sec. 25.54.020
a-d) .
(a) there are exceptional or extraordinary circumstances or conditions
applicable to the property involved that do not apply generally to
property in the same district;
(b) the granting of the application is necessary for the preservation
and enjoyment of a substantial property right of the applicant,
and to prevent unreasonable property loss or unnecessary hardship;
(c) the granting of the application will not be detrimental or
injurious to property or improvements in the vicinity and will not
be detrimental to the public health,.safety, general welfare or
convenience;
(d) that the use of the property will be compatible with the
aesthetics, mass, bulk and character of existing and potential
uses of properties in the general vicinity.
Planning Commission Action
The Planning Commission should hold a public hearing. Affirmative
action should include findings made for the variance requested.
Reasons for any action should be clearly stated. At the public hearing
the following conditions should be considered:
1. that the parking areas shall be maintained as shown on the plans
submitted to the Planning Department and date stamped April 22,
1991 Sheets A-3; A-4; A-5; A-6; S-l; S-2; M-1; M-2; E-1; arid May
6, 1991 Cover Sheet; A-1; A-2; and
2. that the project shall meet all Uniform Building and Fire Code
requirements as amended by the City of Burlingame.

PARKING VARIANCE for a substandard parking stall which is an
