FYI — REVIEW OF PROPOSED CHANGES TO A PREVIOUSLY APPROVED
DESIGN REVIEW PROJECT AT 1048 BALBOA AVENUE, ZONED R-1.
Summary: An application for Design Review for a first and second story addition to an existing
single family dwelling at 1048 Balboa Avenue, zoned R-1, was approved by the Planning
Commission on August 11, 2014 (see attached August 11, 2014 Planning Commission Meeting
Minutes). The applicant applied for a building permit in February 2015. During the building plan
check it was discovered that the plans submitted for permit were not consistent with the plans
approved by the Planning Commission. Therefore the applicant is requesting approval of an FYI for
the following changes:
Left side elevation (alona Carmelita Avenue)
Second floor windows in the master bedroom have been changed from two windows to
one larger (3-window system) window that will be centered on the wall plane
Riqht side elevation, first floor
Window has been increased in width by 6-inches to provide the required egress
Right side elevation, second floor
Stairwell window changed from one window to two narrow, rectangular windows
Please refer to the attached explanation letter and revised plans, date stamped April 6, 2015, for a
detailed list and explanation of the proposed changes. This letter is accompanied by plans with the
proposed changes (which are clouded on sheet 2) and also include the originally approved floor
plans and elevations for reference.
Other than the changes detailed in the applicant's letter and revised plans, there are no other
changes proposed to the design of the house. If the Commission feels there is a need for more
study, this item may be placed on an action calendar for a second review and/or public hearing with
direction to the applicant.

Commissioner Terrones made a motion, seconded by Commissioner Sargent, to approve the
item subject to the findings and conditions listed in the staff report, plus the following additional
condition (note: the Commission's action is appealable):

Dear Ms. Barber:
We are submitting this FYI application because a few windows we are proposing in our latest
plan set are different from the Planning Commission approved set. We would like to take this
opportunity to explain the changes:
1. Owner changed the window at the stairwell from a more squarish single window to two
nanower windows. The original window looks quite similar to the windows used in
other rooms, and Owner felt that the stair should be treated a bit differently and we
should give it a bit more visua) interest. �
2. The side window of the lower floor bedroom (at the right front of the house) has becn
increased in width by 6 inches due to fire egress requirement.
' 3. The Master Bedroom window facing Carmelita has been changed from two windows to a
three-window system. In the past, Owner had wanted to treat the bedroom as two
separate spaces. Recently, they've changed their mind. They want the room to feel as
one space. That is why the windows are now grouped together. And in fact, this rhythm
of three will echo very well with the three windows below, at the Sun Room.
We sincerely hope that you will support the above proposed changes, so we can acquire our
