Summary: An application for Design Review for a first and second story addition to an existing single family dwelling at 1048 Balboa Avenue, zoned R-1, was approved by the Planning Commission on August 11, 2014 (see attached August 11, 2014 Planning Commission Meeting Minutes). The applicant applied for a building permit in February 2015 and construction is underway. An application for FYI for changes to windows on the Left and Right Side Elevations was reviewed and accepted by the Planning Commission on April 13, 2015. The applicant is now requesting approval of an FYI to use Fibrex clad wood windows (with simulated divided lights) instead of aluminum clad wood windows as originally approved with the project. Specifically, the applicant is proposing to use the 400 Series Fibrex clad wood windows by Andersen (see attached informational sheet and proposed building elevations, date stamped July 31, 2015). Fibrex is a blend consisting of 40 percent wood fiber by weight, mostly reclaimed from Andersen manufacturing processes, with 60 percent thermoplastic polymer by weight, some of which is also reclaimed. With this application, there are no changes to the number, size, location or grid pattern of the previously approved windows. For reference, the architect submitted plans showing the building elevations, date stamped July 31, 2015. Other than the changes detailed in the applicant's letter and revised plans, there are no other changes proposed to the design of the house. If the Commission feels there is a need for more study, this item may be placed on an action calendar for a second review and/or public hearing with direction to the applicant. Previously, we got approved to use aluminum clad/ wood windows for the entire house; however, a few windows contractors recommend to use Andersen windows, which are still wood clad but the exterior is fibrex instead of aluminum — an Andersen patterned material that is used across all of their product lines. It supposes to be twice as strong as vinyl and block thermal transfer 700 times better than aluminum. This is highly recommended by our contractor and we really like the look of the wood interior as well as their hardware and color quality. Please consider this minor change and we have included their brochures for your reference.
