limited numbers bf new, small facilities or structures including (a) single-family residences not in conjunction with
the building of two or more such units. In urbanized areas, up to three single-family residences may be
constructed or converted under this exemption.
Summary: The applicant, R.C. Smith, is requesting a special pernut to construct an addition to a single-story
residence which will attach the e�cisting detached garage to the house at 2900 Adeline Drive, zoned R-1. The
following applications are required:
Hillside Area Construction Permit for review of the project's impact on distant views; and
2. A special permit is required to attach a garage to an e�sting single family residence.
The existing one-story house and detached garage now contain 3,717 SF of floor area (0.06 FAR), and includes
3 bedrooms. The 183 SF first floor addition will add a bathroom and closet to an existing master bedroom and
will attach the house to the existing 586 SF 2-car garage. There will be no access between the house and the
garage. The addition will increase the floor area of the structure by 183 SF, for a total floor area of 3,897 SF
(0.07 FAR) where 8,454 SF (0.15 FAR) is the maximum floor area ratio allowed, including the existing 454 SF
accessory structure (CS 25.28.070 provides that the maximum single family house size shall be 8000 SF, exclusive
of accessory structures, regardless of lot size).

Stafi Comments: The Chief Building Official, the Fire Marshal and the City Engineer had no comments on the
project. Planning staffwould note that the new ordinance for single story design review requires that a project
is subject to design review if 1) it is substantial construction of or to a single family dwelling, the addition will
have a plate height greater than 9' above finished floor; the addition will result in the increase to the plate height;
or construction of a garage attached to a single family dwelling. This project is not subject to design review
because the garage is already existing; the addition will add floor area to the house which will attach to the
existing garage; the plate height of the addition will be 8'-4" above the finished floor.
Study Meeting: At the August 28, 2000 Planning Commission study meeting, there were no questions from the
commission and the item was placed on the consent calendar for the September 11, 2000, meeting.
Required Findings for Hillside Area Construction Permit: Review of a hillside area construction permit by
the Planning Commission shall be based upon obstruction by construction of the existing distant views of nearby
properties. Emphasis shall be given to the obstruction of distant views from habitable areas within a dwelling unit
(Code Sec. 25.61.060).
Hillside Area Construction Permit Findings: Based on the fact that the lot slopes down from the street, that
the proposed 183 SF addition is single story, and that is between two existing single story structures, the project
is found to have no substantial impact on views from adjacent properties.
Findings for a Special Permit: In order to grant a Special Permit to attach a detached garage the Planning
Commission must find that the following conditions e�st on the property (Code Section 25.51.020 a-d):

The blend of mass, scale and dominant structural characteristics of the new construction or addition
are consistent with the e�sting structure's design and with the existing street and neighborhood;
the variety of roof line, facade, exterior finish materials and elevations of the proposed new
structure or addition are consistent with the existing structure, street and neighborhood;
the proposed project is consistent with the residential design guidelines adopted by the city; and

(d) removal of any trees located within the footprint of any new structure or addition is necessary and
is consistent with the city's reforestation requirements, and the mitigation for the removal that is
proposed is appropriate.
Special Permit Findings: Based on the fact that the garage will not be relocated and is not visible from the street,
and that the proposed addition is also not visible from the street, the single story addition is consistent with the
style ofthe e�sting house, and that there are no trees being removed for this proposal, the project is found to be
compatible with the special permit criteria.
Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action
should be taken by resolution and should include findings. The reasons for any action should be clearly stated.
At the public hearing the following conditions should be considered:

stamped July 10, 2000, Sheets 1 through 5, Site Plan, Floor Plan and Elevations; and
2. that the project shall meet all the requirements of the California Building and Uniform Fire Codes,
1998 Edition, as amended by the City of Burlingame.

How will the proposed structure or addition affect neighboring p�operties or structures on those propertiesl If
neighboring properties will not be affected, state why. Compare the proposed addition to the mass, scale and
characteristics of neighboring properties. Think about mass and bulk, landscaping, sunlight/shade, views from
neighboring properties. Neigboring properties and structures include those to the right, left, rear and across the street.
How does the proposed structure compare to neighboring structures in terms of mass or bulk7 If there is no change
to the structure, say so. If a new structure is proposed, compare its size, appearance, orientation etc. with other
structures in the neighborhood or area.

RESOLUTION APPROVING CATEGORICAL EXEMPTION,
HILLSIDE AREA CONSTRUCTION PERMIT AND SPECIAL PERMIT
RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a categorical exemption has been proposed and application has been made for a
hillside area construction �ermit and s�ecial �ermit to attach a detached garage for a first floor addition
at 2900 Adeline Drive, zoned R-1. Jim and Mary Tomlinson, propertv owners. APN: 027-111-020;
WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on
September 11. 2000 , at which time it reviewed and considered the staff report and all other written
materials and testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
1. On the basis of the Initial Study and the documents submitted and reviewed, and comments
received and addressed by this commission, it is hereby found that there is no substantial evidence that the
project set forth above will have a signiiicant effect on the environment, and categorical exemption, per
CEQA Article 19, Section 15303, Class 3, construction and location of limited numbers of new, small
facilities or structures including (a) single-family residences not in conjunction with the building of two or
more such units is hereby approved.
2. Said hillside area construction permit and special permit are approved, subject to the
conditions set forth in Exhibit "A" attached hereto. Findings for such hillside area construction permit and
special permit are as set forth in the minutes and recording of said meeting.
3. It is further directed that a certified copy of this resolution be recorded in the official records
of the County of San Mateo.

1. that the project shall be built as shown on the plans submitted to the Planning Department
and date stamped July 10, 2000, Sheets 1 through 5, Site Plan, Floor Plan and Elevations;
and
2. that the project shall meet all the requirements of the California Building and Uniform Fire
Codes, 1998 Edition, as amended by the City of Burlingame.
