Jury 29, 1943 The regular monthly meeting of the Planning Commission was held in the City Hall at 8 p.m. Thursday evening, July 29, 1943. MEMBERS PRESENT: Mitchell ABSENT: Coles Macomber Rapp Brown Stivers OTHERS PRESENT: Karmel Batson Chairman Mitchell presiding. ChairmanMitchell read the published notice that the Crossway Development Co., a corporation, has filed with the City Clerk of the City of Burlingame a petition to zone as a second residential classification the following property in the City of Burlingame, to -wit: On the Nest side of the Bay Shore Highway between Oak Grove Avenue and Trenton Way, a uniform depth of 110 feet. Discussion of the petition brought out the fact that the language therein is somewhat ambiguous which was referred to City Attorney Karmel who advised that it would be in order to accept explanation and appropriate amendment from Air. Lang, who appeared in behalf of the petitioner. Accordingly, upon the unanimous consent of the commissioners present, it was agreed that it is understood the intended effect of the petition is to seek reclassification of that frontage in Block 3 on the highway, to be uniform and the same as the zoning affecting the contiguous frontage on the highway. Whereupon the Planning Commission, after discussion on this matter, adopted the following resolution: The City Planning Commission, after hearing on this matter, recommends to the City Council that all the lots fronting on the Southerly side of Bay Shore Highway, in Block 3, be classified or zoned as lying in the apartment district to be consistent with other frontages in the blocks lying to the East and West of said Block 3 and that the remaining lots in said Block 3 be classi- fied and zoned as first residential. The above motion was presented by Commissioner Brown and seconded by Commissioner Macomber. On roll call the vote was - "Yes" Mitchell, Macomber, Brown, and Stivers; "No" None; Absent: Coles Rapp. In the discussion above referred to, Mr. Van Bolt stated that although the Burlingables Oak Grove Manor Improvement Association recently adopted a resolution that they would no longer oppose the zoning of Bayshore Highway frontage for duplex or apart- ments, but they would oppose service stations or anything of that nature and anything but first residential off the highway. During the meeting Mr. Karmel stated that the League of California Cities is scheduled to hold a meeting in Sacramento October 19, 20, and 21, 1943 and that Burlingame City officials and members of the City Planning Commission are invited to attend if they wish to do so, and that he believes these meetings are well worthwhile. He added that the City Council said that they will be glad to have any of the planning commissioners attend who may find it convenient. 'Mr. Mitchell commented that hethought it would be a very fine thing for any of the commissioners'wh.o can do so to attend the meeting in Sacramento, and for himself he has always gained something in the way of ideas at these meetings. Mr. Karmel brought up, as a matter for consideration by the Planning Com- mission at some future meeting, the need for another hospital for the growing popu- lation, and that such an institution is needed in this part of the community as he believes that there are not now sufficient facilities of this character. Dr. Macomber commented that he agreed with this thought and also added that the mortuary facilities are not sufficient for a community of this size. Chairman Mitchell responded that this is something of course to think about; that he has given the subject some consideration already and the thought has occurred to him that'Sortuary with the parking facilities which they need are regarded as somewhat of a nuisance by other businesses in the neighborhood. Thus it is quite possible that an addi- tional zoning would have to be adopted to accommodate new enterprises of this type. Dr. Macomber said that he has been on the point of bringing; this up as a matter to be looked into with the object of providing better facilities than now exist. Mr. Karmel said that it is the function of the Planning Commission to work out a solu- tion and make its recommendation to the City Council —Chairman Mitchell discussed in a preliminary way some of the considerations to be taken into account for a master plan which would cover the subject just mentioned and others looking to a balanced development of the community.
