September 30, 1943
The regular monthly meeting of the Planning Commission was held in the City
Hall at 7:30 p.m. Thursday evening, September 30, 1943.

Chairman Mitchell presiding.
Mr. Lang of Lang Realty Company submitted plans and eight different eleva-
tions for a proposed new group of twenty-five duplexes on the Bayshore Highway, which
have been approved by the FHA who increased the floor area per unit from 1,400 square
feet to 1,600 square feet exclusive of the porches. After looking over the plans and
discussing them with Mr. Lang, the members of the commission expressed themselves as
believing that the proposed duplexes are a satisfactory type: of improvement for the
location in which they, are to be constructed, and on the unanimous approval of the
commissioners, Chairman Mitchell instructed the secretary to communicate this to the
city "council.
At this meeting it was expected that the plans for remodeling the Tevis
property would be submitted, but no one appeared to represerit Mrs. Tevis. City Build-
ing Inspector Watson reported that he has gone over the plans and found them to be
satisfactory and complying with the building ordinances. While this matter was under
discussion City Attorney Karmel, who was unable to attend the meeting, telephoned to
say the city council insists that Mrs. Tevis file a declaration restricting the occu-
pancy of the property to memberj of the Caucasian race and that this specification is
to be in any lease affecting the property. Accordingly the Planning Commission in-
structed the Building Inspector that the Planning Commission. does not approve the
plans and that he is not to issue a permit until it has been. established that the
declaration of restriction has been filed and that the HOLC has accepted the condition
in the lease.
Commissioner Coles stated that he is concerned about the wartime deviations
from municipal building codes and that he belie es it is in the best interests of the
City of Burlingame to maintain a good standard?buildings. In the discussion of this
subject, City Building Inspector Watson informed the members of the Planning Commis-
sion that in the discharge of his duties he has carefully inspected all building jobs
and that in no instance has he found deviation from the city building code in any
respect. The members of the commission expressed themselves as gratified that this
situation has prevailed to the present time and stated that they would consider it
their duty in the interest of the City of Burlingame to resist any sub -standard con-
struction.
The Off -Street Parking and Alleyway Pro,'ect was briefly discussed, but
Engineer Longson not being present, no action was taken.
There being no further business, the meeting adjourned at 9:55 p.m.
