Summary: The applicant, Burlingame Travel Bureau, is requesting a special permit to operate a travel agency at 1500 and 1500A Adeline Drive, zoned C-1. This area was rezoned from R-3 to C-1 on February 6, 1984 (Ordinance #1266). The rezoning was subject to several conditions, one of which requires that every use on the site obtain a special use permit. The two spaces proposed for the travel agency, 1500 Adeline and 1500A Adeline, were previously used as antique/collectable shops which received use permits on September 9, 1991. In addition, a special use permit was granted on September 3, 1996 to allow the space at 1500A Adeline to be used for a appliance repair shop, however, this use never occupied the building. The tenant space at 1500 Adeline Drive is 931 SF and the tenant space at 1500A Adeline Drive is 414 SF. The travel agency proposes to use both areas, and is not proposing any tenant improvements to either space. � The travel agency has been established in Burlingame for 25 years. The agency does not anticipate any changes from their current practice. The majority of their business is conducted over the telephone. A small number of customers will visit the site to pick up tickets or will visit the site for travel consultations. There will be 2 full-time employees and 2 part-time employees on the site. The number of employees is not anticipated to change in the next five years. The hours of operation are proposed to be Monday-Friday, 9:00 a.m. - 5:30 p.m. and Special Pennit,f'or Retail Use 1500/1500A Adeline Drive will conform to the hours of operation designated as a condition of approval in Ordinance #1266 (7:00 a.m. to 7:00 p.m. Monday through Saturday, and 10:00 a.m. to 6:00 p.m. Sundays). A ma�cimum of 5 people are anticipated on the site at any one time, including the owner, employees, and visitors/customers. There are a total of 21 parking spaces located in an existing parking lot which are shared by all of the tenants of Adeline Center. Two travel agency employee vehicles and all travel agency customers will be parked in the parlcing spaces provided on the site. No additional parking spaces are proposed or required. In addition to the travel agency, there are four other tenants on the site. The businesses located at Adeline Center including the number of employees, hours of operation, and parking requirements are listed below for your reference. The project meets all zoning code requirements. Staff Comments: The Chief Building Offcial, Fire Marshal and Senior Engineer reviewed this project and had no comments. � Special Pennit for Retail Use IS00/ISOOA Adeline Drive Study Meeting: The Planning Commission reviewed this application on March 10, 1997. A redrafted site plan (date stamped March 18, 1997) per the Commission's request is attached for review. Required Findings for a Special Permit: In order to grant a Special Permit the Planning Commission must find that the following conditions exist on the property (Code Section 25.52.020 a-c): (a) the proposed use, at the proposed location, will not be detrimental or injurious to property or improvements in the vicinity, and will not be detrimental to the public health, safety, general welfare, or convenience; (b) the proposed use will be located and conducted in a manner in accord with the Burlingame general plan and the purposes of this title; (c) the Planning Commission may impose such reasonable conditions or restrictions as it deems necessary to secure the purposes of this title and to assure operation of the use in a manner compatible with the aesthetics, mass, bulk and character of existing and potential uses on adjoining properties in the general vicinity. Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be taken by resolution. The reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: Conditions: 1. that the travel agency shall use 931 SF at 1500 Adeline Drive and 414 SF at 1500A Adeline Drive as shown on the plans submitted to the Planning Department date stamped February 11, 1997 (floor plan) and March 18, 1997 (site plan); 2. that the business may be open from 9:00 AM to 5:30 PM Monday - Friday and closed Saturday and Sunday with no more than 4 employees on site at any one time; 3. that any changes to the hours of operation, number of employees, size of tenant space or any other aspect of the business at this location shall require an amendment to this use permit; and 4. that the project shall meet all the requirements of the municipal code and of the 1995 edition California Building and Fire Codes as amended by the City of Burlingame. We are not altering an alreading existing structure - only wishing to lease/rent it as office space for a travel agency. Olirs is a quiet, professional, existing business operating weekdays from 9:OOAM- 5:30PM with no weekend or business hours. We have operated in this manner for 25 years and do not anticipate any changes. PUBLIC HEALTH - As a small, office-type business we forsee no public health impac . ur only "waste" is mixed paper which is now all recyclable. PUBLIC SAFETY - An alarm system is already in existence at 1500 Adeline as a ro6 ery eterant. We would move with us an industry approved safe for the storage of airline ticket stock. GENERAL WELFARE - The community has supported our business at it's original location or e last 25 years. We are choosing to move for 3 reasons: (1) <� :decrease office space�(2) reduce rent (3) move to a ground floor location. All of this will enable us to continue to serve our clients as we have been doing. CONVENIENCE - As stated above, one reason for moving is to be on the ground oor. ur current location is up a flight of stairs with no elevator. It is becoming more difficult for us as well as our clients to manage those stairs. This move would make us much more easily accessable to our clients, young and old, and is also available to the handicapped should the need arise. The communal parking lot at the location is certainly sufficient for the needs of the combined businesses there. 2. HOW WILL THE PROPOSED USE BE LOCATED AND CONSUCTED IN ACCORDANCE WITH THE BURLINGAME GENERAL PLAN AND ZONING ORDINACE? The general plan designation of this lot is medium density residential and the zoning commercial C-1. We are currently in a C-1 zoned location thus believe the move f rom one C-1 to another C-1 is compatible. Ou���°�rould be a low impact use of the property with no traffic or noise impact. The structure is already.compatible with adjoining properties and currently has four businesses operating at the location. Burlingame Travel Bureau is a service agency. The use of the office space by us compares quite nicely, we feel, with the existing insurance agency, hair salon, dry cleaning estab- lishment and small grocery. 'q`FL � B�P� LETTER OF EXPLANATION Burlingame Travel Bureau began 25 years ago at it's current address - in offices up a flight of stairs amid medical buildings on an E1 Camino service road. The business is still owned by the same family and employees have been with us between 8-25 years. We have long.thought of moving to a ground floor location as we, as well as our clients, are finding the flight of stairs difficult. The owners of BTB are all Burlingame residents and have grown-up knowing the Adeline corner. When the space there became vacant we began talking of a possible move to that location - it's on the ground floor, it's more adequate space for our office, it's within walking distance of the 2 working owners, and it's a place we've all known nearly all our lives! A travel agency business is generally "office" type with no weekend, evening or holiday hours. It is a quiet business which we feel would co-habitate will in the residential area near Adeline and E1 Camino. As our current office are "off the beaten path", we have never relied on walk-in or "shopper" traffic. Out business is done primarily by tele- phone. We therefore generate little traffic other than ticket pick-up for some and planning consultations for others. It is rare when we see more than 5 people a day other than the UPS person or mail carrier. We feel our business dove-tails well with the current businesses on that corner, each dealing with the local residents in a service manner who stop by quickly and, hopefully, leave happy! We are a small business and choose to remain that way. It has never been, nor will it be, out intent to become a large, overpowering, inter- vening entity. We believe our maintenance of size over the last 25 years has proven that. We feel the space at Adeline suite us as well as we suit it for maintaining a stable, quiet, pleasant, business corner in a residential area. Summary: The applicant, Burlingame Travel Burea.u, is requesting a special permit to operate a travel agency at 1500 and 1500A Adeline Drive, zoned C-1. This area was rezoned from R-3 to C-1 on February 6, 1984 (Ordinance #1266). The rezoning was subject to several conditions, one of which requires that every use on the site obtain a special use permit. The two spaces proposed for the travel agency, 1500 Adeline and 1500A Adeline, were previously used as antique/collectable shops which received use permits on September 9, 1991. In addition, a special use permit was granted on September 3, 1996 to a11ow the space at 1500A Adeline to be used for a appliance repair shop, however, this use never occupied the building. The tenant space at 1500 Adeline Drive is 931 SF and the tenant space at 1500A Adeline Drive is 414 SF. The travel agency proposes to use both azeas, and is not proposing any tenant improvements to either space. The travel agency has been established in Burlingame for 25 years. The agency does not anticipate any changes from their current practice. The majority of their business is conducted over the telephone. A small number of customers will visit the site to pick up tickets or will visit the site for travel consultations. There will be 2 full-time employees and 2 part-time employees on the site. The number of employees is not anticipated to change in the next five years. The hours of operation are proposed to be Monday-Friday, 9:00 a.m. - 5:30 p.m. and G' , �� Special Permit for Retail Use I500/ISOOA Adeline Drive will conform to the hours of operation designated as a condition of approval in Ordinance #1266 (7:00 a.m. to 7:00 p.m. Monday through Saturday, and 10:00 a.m. to 6:00 p.m. Sundays). A maximum of 5 people are anticipated on the site at any one time, including the owner, employees, and visitors/customers. There are a total of 21 pazking spaces located in an e�cisting parking lot which are shared by all of the tenants of Adeline Center. Two travel agency employee vehicles and all travel agency customers will be parked in the parking spaces provided on the site. No additional parking spaces are proposed or required. In addition to the travel agency, there are four other tenants on the site.
