Property Owner: Adeline Enterprises
Lot Area: 17,789 SF
General Plan: Shopping and Service . Zoning: C-1
Adjacent Development: Apartment, single family residential
CEQA Status: Article 19. Categorically Exempt per Section: 15301 - Existing Facilities, Class

Proposed Use: Travel Agency
Allowable Use: Commercial.
Summary:
The applicant, Burlingame Travel Bureau, is requesting a special permit to operate a travel
agency at 1500 and 1500A Adeline Drive, zoned C-1. This area was rezoned from R-3 to C-1
on February 6, 1984 (Ordinance #1266). The rezoning was subject to several conditions, one
of which requires that every use on the site obtain a special use permit.
The two spaces proposed for the travel agency, 1500 Adeline and 1500A Adeline, were
previously used as antique/collectable shops which received use permits on September 9, 1991.
In addition, a special use permit was granted on September 3, 1996 to allow the space at 1500A
Adeline to be used for a appliance repair shop, however, this use never occupied the building.
The tenant space at 1500 Adeline Drive is 931 SF and the tenant space at 1500A Adeline Drive
is 414 SF. The travel agency proposes to use both areas, and is not proposing any tenant
improvements to either space.
The travel agency has been established in Burlingame for 25 years. The agency does not
anticipate any changes from their current practice. The majority of their business is conducted
over the telephone. A small number of customers will visit the site to pick up tickets or will
visit the site for travel consultations. There will be 2 full-time employees and 2 part-time
employees on the site. The number of employees is not anticipated to change in the next five
years. The hours of operation are proposed to be Monday-Friday, 9:00 a.m. - 5:30 p.m. and
Special Pennit,f'or Retail Use 1500/1500A Adeline Drive

(7:00 a.m. to 7:00 p.m. Monday through Saturday, and 10:00 a.m. to 6:00 p.m. Sundays). A
macimum of 5 people are anticipated on the site at any one time, including the owner,
employees, and visitors/customers.
There are a total of 21 parking spaces located in an existing parking lot which are shared by all
of the tenants of Adeline Center. Two travel agency employee vehicles and all travel agency
customers will be parked in the parlcing spaces provided on the site. No additional parking
spaces are proposed or required. In addition to the travel agency, there are four other tenants
on the site. The businesses located at Adeline Center including the number of employees, hours

1. Exp/ain why the proposed use at the proposed /ocation wi// not be detrimenta/ or injurious to
property or improvements in the vicinity or to pub/ic hea/th, safety, genera/ we/fare, o
con venience.
How will the proposed structure or use within the structure affect neighborinp properties or structures on thosE
properties7 If neighboring properties will not be affected, state why. Think about traffic, noise, lighting, paving,
landscaping sunlight/shade, views from neighboring properties, ease of maintenance.
Why will the structure or use within the structure not affect the public's health, safety or general welfare7
Public health includes such things as sanitation (parbafle), air quality, discharpes into sewer and stormwater systems,
water supply safety, and things which have the potential to affect public health (i.e., underground storage tanks,
storape of chemicals, situations which encourafle the spread of rodents, insects or communicable diseases).
Public safetv. How will the structure or use within the structure affect police or fire protection7 wll alarm system:
or sprinklers be installed? Could the structure or use within the structure create a nuisance or need for police service:
Ii.e., noise, unruly atherings, loitering, traffic) o fire services (i.e., storage or use flammable or hazardous materials,
or potentially dangerous activities like welding, woodwork, engine removal).
General welfare is a catch-all phrase meaning community ood. Is the proposal consistent with the city's policy anc
goals for conservation and development7 Is there a social benefit?
onvenience. How would the proposed structure or use affect public convenience (such as access to or parking foc
this site or adjacent sites)7 Is the proposal accessible to particular segments of the public such as the elderly o
handicapped7
2. How wi// the proposed use be /ocated and conducted in accordance with the Bur/ingame Genera,
P/an and Zoning OrdinanceT .
Ask the Planninp Department for the general plan designation and zonin district for the proposed project site. Alsc
ask for an explanation of each. Once you have this information, you can compare your proposal with the statec
designated use and zoning, then explain why this proposal would 'fit" accordingly.
3. How wi// the proposed project be compatib/e with the aesthetics, mass, bu/k and character of thE
existing neighborhood and potentia/ uses on adjoining properties in the genera/ vicinityT
How does the proposed structure or use compare aesthetically with existing neighborhood7 If it does not affect
aesthetics, state why. If chanes to the structure are proposed, was the addition designed to match existin
architecture, pattern of development on adjacent properties in the neighborhoodl If a use will affect the way
neighbarhood or ara lcol:s, such as a long term airpot parinp lot, compare your proposal to other uses in the ara
and explain why it "fits".
How does the proposed structure compare to neiphborinp structures in terms of mass or bulk7 If there is no changE
to structure, say so. If a new structure is proposed, compare its size, appearance, orientation etc. with othe
structures in the neighborhood or area.
How will the structure or use within the structure change the character of the neighborhood7 Think of character a;
the image or tone established by size, density of development and general pattern of land use. WII there be morE
traffic or less parking available resulting from this use7 If you don't feel the character of the neighborhood will change
state why.
How will the proposed project be compatible with existinp and potential uses in the peneral vicinityl Compare you
project with existinp uses. State why you feel your project is consistent with other uses in the vicinity, and/or stat
why your project would be consistent with potential uses in the vicinity.

1. EXPLAIN WHY THE PROPOSED USE AT THE PROPOSED LOCATION WILL NOT BE DETRIMENTAL
OR INJURIOUS TO PROPERTY OR IMPROVEMENTS IN THE VICINITY OR TO PUBLIC HEALTH,
SAFETY, GENERAL WELFARE, OR CONVENIENCE.
Our proposed use of 1500 and 1500A Adeline Drive will have no detrimental
effect on neighboring properties. We are not altering an alreading existing
structure - only wishing to lease/rent it as office space for a travel agency.
Traffic, noise, lighting, paving, etc. should not be effected other than to
change a vacant space into one that is occupied during business hours.
Olirs is a quiet, professional, existing business operating weekdays from 9:OOAM-
5:30PM with no weekend or business hours. We have operated in this manner for
25 years and do not anticipate any changes.
PUBLIC HEALTH - As a small, office-type business we forsee no public health
impac . ur only "waste" is mixed paper which is now all recyclable.
PUBLIC SAFETY - An alarm system is already in existence at 1500 Adeline as a
ro6 ery eterant. We would move with us an industry approved safe for the
storage of airline ticket stock.
GENERAL WELFARE - The community has supported our business at it's original
location or e last 25 years. We are choosing to move for 3 reasons: (1)
< :decrease office space(2) reduce rent (3) move to a ground floor location.
All of this will enable us to continue to serve our clients as we have been
doing.
CONVENIENCE - As stated above, one reason for moving is to be on the ground
oor. ur current location is up a flight of stairs with no elevator. It
is becoming more difficult for us as well as our clients to manage those stairs.
This move would make us much more easily accessable to our clients, young
and old, and is also available to the handicapped should the need arise. The
communal parking lot at the location is certainly sufficient for the needs
of the combined businesses there.
2. HOW WILL THE PROPOSED USE BE LOCATED AND CONSUCTED IN ACCORDANCE WITH THE
BURLINGAME GENERAL PLAN AND ZONING ORDINACE?
The general plan designation of this lot is medium density residential and the
zoning commercial C-1. We are currently in a C-1 zoned location thus believe
the move f rom one C-1 to another C-1 is compatible. Ou°rould be a low impact
use of the property with no traffic or noise impact. And, our business is
compatible with those already on the p;rope.ry - a small grocery, hair salon,
dry cleaning establishment and insurarrce acency.

3. H0 WILL THE PROPOSED PROJECT BE COMPATIBLE WITH THE AESTHETICS, MASS, BULK
AND CHARACTER OF THE EXISTING AND POTENTIAL USES ON ADJOINING PROPERTIES
IN THE GENERAL VICINITY?
The structure is already.compatible with adjoining properties and currently
has four businesses operating at the location. Burlingame Travel Bureau is
a service agency. The use of the office space by us compares quite nicely,
we feel, with the existing insurance agency, hair salon, dry cleaning estab-
lishment and small grocery. We each work for and with the residents in the
adjoining neighborhood and community, quietly maintaining a service oriented
corner of the city.

LETTER OF EXPLANATION
Burlingame Travel Bureau began 25 years ago at it's current address -
in offices up a flight of stairs amid medical buildings on an E1 Camino
service road. The business is still owned by the same family and
employees have been with us between 8-25 years.
We have long.thought of moving to a ground floor location as we, as
well as our clients, are finding the flight of stairs difficult.
The owners of BTB are all Burlingame residents and have grown-up knowing
the Adeline corner. When the space there became vacant we began talking
of a possible move to that location - it's on the ground floor, it's more
adequate space for our office, it's within walking distance of the 2
working owners, and it's a place we've all known nearly all our lives!
A travel agency business is generally "office" type with no weekend,
evening or holiday hours. It is a quiet business which we feel would
co-habitate will in the residential area near Adeline and E1 Camino.
As our current office are "off the beaten path", we have never relied
on walk-in or "shopper" traffic. Out business is done primarily by tele-
phone. We therefore generate little traffic other than ticket pick-up
for some and planning consultations for others. It is rare when we
see more than 5 people a day other than the UPS person or mail carrier.
We feel our business dove-tails well with the current businesses on
that corner, each dealing with the local residents in a service manner
who stop by quickly and, hopefully, leave happy!
We are a small business and choose to remain that way. It has never
been, nor will it be, out intent to become a large, overpowering, inter-
vening entity. We believe our maintenance of size over the last 25 years
has proven that. We feel the space at Adeline suite us as well as we suit
it for maintaining a stable, quiet, pleasant, business corner in a
residential area.

on February 6, 1984 (Ordinance #1266). The rezoning was subject to several conditions, one
of which requires that every use on the site obtain a special use permit.
The two spaces proposed for the travel agency, 1500 Adeline and 1500A Adeline, were
previously used as antique/collectable shops which received use permits on September 9, 1991.
In addition, a special use permit was granted on September 3, 1996 to a11ow the space at 1500A
Adeline to be used for a appliance repair shop, however, this use never occupied the building.
The tenant space at 1500 Adeline Drive is 931 SF and the tenant space at 1500A Adeline Drive
is 414 SF. The travel agency proposes to use both azeas, and is not proposing any tenant

anticipate any changes from their current practice.
- 5:30 p.m. and
