Suinmary: The applicant, Francisco Calonje, is requesting a special permit to operate an appliance repair shop at 1500-A Adeline Drive in� the Adeline Center. The special permit is required because of a rezoning granted through Ordinance #1266, adopted 7anuary 16, 1984, --- - : . which requires all potential uses going into the Adeline Center to receive a conditional use permit from the Planning Commission before they can occupy space at the Center. The previous use in this tenant space was an antique/collectibles shop which received a use permit on September 9, 1991. The tenant space is approximately 414 SF. The parking spaces shown on the plans are existing spaces used by all patrons of the businesses located in the Center. The applicant is not proposing any additional parking spaces. The proposed use will conform to Ordinance #1266 by maintaining the store hours within those listed in the ordinance (7:00 a.m. to 7:00 p.m. Monday through Saturday and 10:00 a.m. to 6:00 p.m. on Sundays). The business will have one employee on site during business hours which will be 7:00 a.m. to 7:00 p.m., Monday through Saturday. The business will be closed for lunch daily from 12:00 p.m - 2:00 p.m. The applicant stated that the proposed retail service includes the repair of vacuum cleaners, sewing machines and small appliances. All repairs and maintenance will take place inside the shop and there will be no welding, chemicals or oils used in the repairs. PROPOSED EXISTING ALLOWED/REQ'D No changes proposed to the el,tisting building. Staff Comments: The Chief Building Official, the City Engineer and the Fire Marshal had no comments regarding this project. � 1 SPECIAL PERMIT 1500 ADELINE DRIVE Study Meeting: At the August 12, 1996 Planning Commission meeting the Planning Commission asked what would be sold in the retail sales azea and if the proportion of sales area. to repair area is conect (P.C. Minutes August 12, 1996). In a conversation with the applicant, he stated that new and used vacuum cleaners and sewing machines would be sold. The applicant has revised the floor plan showing an accurate configuration of the space. A transparent curtain will be installed to separate the retail sales area (110 SF) and repair area. (304 SF). He stated that the appliances to be repaired will be stored along the left wall in both sales and repair areas. Since many vacuums can be disassembled, the applicant is planning to store them on shelves in order to avoid having vacuums on the floor. Required �ndings for a Special Permit: � In order to grant a Special Permit the Planning Commission must find that the following conditions exist on the property (Code Section 25.52.020 a-c): (a) the proposed use, at the proposed location, will not be detrimental or injurious to . property or improvements in the vicinity, and will not be detrimental to the public health, safety, general welfare, or convenience; _ (b) the proposed use will be located and conducted in a manner in accord with the Burlingame general plan and the purposes of this title; (c) the Planning Commission may impose such reasonable conditions or restrictions as it deems necessary to secure the purposes of this title and to assure operation of the use in a manner compatible with the aesthetics, mass, bulk and character of existing and ____ potential uses on adjoining properties in the general vicinity. Planning Commission Action: The Planning Commission should hold a public hearing. Action should be taken with reasons for any action clearly stated for the record. At the public hearing the following conditions should be considered: Conditions: l. that the project shall be built as shown on the plans submitted to the Planning Department and date stamped August 20, 1996, Floor Plan and Site Plan; 2. that the appliance repur shop shall be open 7:00 a.m. to 7:00 p.m., Monday through Saturday and closed on Sunday with no more than two employees on site at any one time; 3. that any changes to the hours of operation, number of employees or any other aspects of the business at this location shall require amendment to this use permit; 4. that this project shall be subject to the California Building and Fire Code, 1995 Edition as amended by the City of Burlingame.
