MEMO TO: PLANNING COMMISSION

5UBJECT: SPECIAL PERMIT FOR FURNITURE, COLLECTIBLES AND
ANTIQUE SHOP AT 1500 ADELIINE DRIVE, ZONED C-1.
The applicant, Thomas Notaro, is requesting a Special Permit for a
931 SF Furniture, Collectibles and Antique Shop at 1500 Adeline
Drive in the Adeline Center, zoned C-1. The special permit is
necessary because of a rezoning granted in Ordinance #1266, adopted
Ja�uary 16, 1984 which requires all potential uses to be reviewed
by the Planning Commission before a business can occupy space in
the center.
The proposed use will conform to Ordinance #1266 by maintaining the
store hours within those listed in the ordinance. The parking
impact will be minimal because of the low impact nature of this
business. There will be 1 full-time employee and 1 part-time
employee over the next five years and the estimated number of
customers per day on average,(including weekends) is 13.

The t�n�nt ��i� ^� at 1�(,u�� Adeline Drive, which was once 1505 El
Camino Real, has not been occupied since 1988 when it was
"Beverly's Flower Cart". Beverlys Flower Cart was in place at the
time of the rezoning so no use permit was required.
The future tenants at 1500 Adeline Drive and at 1500 A Adeline
Drive are requesting that their applications be considered
simultaneously because of their intentions of having a door open
between their two shops during business hours.
Applicant's Letter
The applicant states in his letter of July 23, 1991 that he has
been a resident of Burlingame for the past twenty-five years and is
now the owner of an antique store in San Mateo called "Future
Treasures". He states that his merchandise is of high quality. He
has every intention of conforming to all regulations governing the
Adeline Center. He has been in the furniture, antique and
collectibles business for thirteen years and feels more than
adequately qualified to operate a"low-key" and profitable business
in the city of Burlingame. The applicant views his business as
consistent with the nature of the other retail businesses in the
center.
Findings for Special Permit
In order to grant a Special Permit the Planning Commission must
find that the following conditions exist on the property (Code

Section 25.52.020 a-c):
(a) the proposed use, at the proposed location, will not be
detrimental or injurious to property or improvements in the
vicinity, and will not be detrimental to the public health,
safety, general welfare, or convenience; �
(b) the proposed use will be located and conducted in a manner in
accord with the Burlingame General Plan and the purposes of
this title;
(c) the Planning Commission may impose such reasonable conditions
or restrictions as it deems necessary to secure the purposes
of this title and to assure operation of the use in a manner
compatible with the aesthetics, mass, bulk and character of
existing and potential uses on adjoining properties in the
general vicinity.
Study Meeting
At the August 26, 1991 Planning Commission Study Meeting a number
of questions were asked of the applicant, the applicants responded
to the Commissions questions on August 28, 1991 (P.C. Minutes,
August 26, 1991).
The Commission asked if deliveries were to be made, when, where and
by what means would the merchandise be delivered to the stores? The
applicants responded by saying that no large delivery vans or
trucks are.needed for the transportation of inerchandise to or from
the sites. Since the furniture sales are a relatively low volume
activity, the furniture is usually delivered by automobile or
pickup truck.
The Commission asked to have the number of parking spaces in the
Adeline Center verified because the parking was not clear on the
original plans. The Center has a total of twenty one spaces, one
of which is designated for handicapped use.
The Commission asked if both applicants were aware of the Master
Sign program for the Adeline site? Both applieants are aware and
plan to conform to the program.
In order to clear up the address confusion the applicants have
chosen their respective addresses:
1505 El Camino Real will now be 1500 Adeline Drive
1500 Adeline Drive will now be 1500 A Adeline Drive
Planning Commission Action
The Planing Commission should hold a public hearing . Affirmative
action should be taken by resolution and reasons for any action
clearly stated. At the public hearing the following conditions
should be considered:

1. that the project shall be built as shown on the plans submit-
ted to the Planning Department and date stamped July 24, 1991
Sheet One, Elevations; Sheet Two, Floor Plan; and Sheet Three,
Site Plan;
2. that the furniture, collectibles and antique shop shall
operate Monday through Saturday 10 am to 5:30 pm and Sunday
12 pm to 5 pm with no more than two employees on site at any
time; .
3. that the project shall meet Uniform Building and.Uniform Fire
Codes as amended by the City of Burlingame;
4. that any changes to the hours of operation, number of
employees or any other aspects of the business at this
location shall require amendment to this use permit;
5. that no deliveries shall be allowed before 6:30 am or after
7:00 pm, and no trucks relating to this business shall be
parked at the Adeline Market site; and
6. that this use permit shall be reviewed for compliance one year
(September, 1992) or upon complaint.

SUPPLEMENTAL TO APPLICATION TO THE PLANNING COMMISSION FOR
SPECIAL PERMIT t�PPLICATIONS
In order to approve an application for a Special Permit, the
Planning Commission is required to make findings as defined by
the City�s ordinance (Code Section 25.52.020). Please answer the
following questions as they apply to your property to show how
the findings can be made for your application request. A letter
may also be submitted if you need additional space or if you wish
to provide additional information for the Planning Commission to
consider in their review of your application. Please write neatly
in ink or type.
1. Explain why the proposed use at the proposed location will
not be detrimental or injurious to property or improvements
in the vicinity, and will not be detrimental to the public
health, safety, general welfare, or convenience.
2. Discuss how the proposed use will be located and conducted
in a manner in accord with the Burlingame General Plan and
Zoning Ordinance.
3.
Discuss how the proposed project will be compatible with the
aesthetics, mass, bulk and character of the existing
neighborhood and potential uses on adjoining properties in
the general vicinity. Per Code Section 25.52.020 (3), the
Planning Commission may impose such reasonable conditions or

Title 25 (Zoning) in the operation of the use.

Supplemental to Application to the Planning Commissin for Special Permit
1. Use of the existing retail space at 1505 Adeline, presently vacant, as an
antique store constitutes no danger to anyone. This is a"low key"
business: the only "activity" occurring being the opening of the store
on business hours, during which shoppers may come in and browse
and/or transact a sale or other business. Merchandise will be displayed
in a manner such as to not constitute a danger to employes or patrons.
No refinishing activities (stripping or sanding, for example) will be
conducted at the site. No "parking lot" or "unloading" sales will be
conducted which could inconvenience other tenants or the local community.
No chemicals, other than standard household chemicals, wi11 be used or
stored at the sight.

The ,proposed use, that of an antique store, will be located as described
above. The Adeline Shopping Center is zoned "C-1" with special conditions
as imposed by Ordinance 1266, adopted Jan 16, 1984. The proposed use is,
therfDre� consistent with these xegulations and compliance to the
sgecial conditions will be observed. � "�
3. Future Treasures will complement the character of the neighborhood and
the Adeline Shopping Center. This business activity will constitute a
clean, safe, quiet and attractive retail environment which will benefit
the existing tenants by attracting potential customers while constituting
no competition. The proposed business is consistent with the nature, age
and style of the shopping center, and will provide a benefit and convenience
to local residents who are inclined to patronize such a store.

Reference staff report, 8/26/91, with attachments. ZT Saisi reviewed
` details of the request, staff review, applicant's letter, required
findings. Two conditions saere suggested for consideration at the
public hearing. CE confirmed the normal driveway width for a two car
garage is 16'.
Chm. Mink opened the public hearing. Brian Woodell, applicant and
property owner; was present. His comments: they have resided here for
the past seven years, were raised in Burlingame and want to make their
home here, their growing family necessitates an addition to the house;
the smallest of the five bedrooms will be used as an office for his
wife � s home occupation for which she has a home occupation permit; they
have a two car garage and sufficient driveway to park two more cars,
this has been adequate for the past seven years, even with added

Dear Commissioners:
As requested at the August 26, 1991 Study Session of the Planning Commission
in regards to the application for a Special Permit for two antique retail
stores - Future Treasures and SpiceRack Antiques - the following,information is
provided:
1) DELIVERIES. Due to the nature of both businesses (antiques resales), no
large delivery vans or trucks are needed for the transportation of
merchandise to or from the retail site. Furniture sales are a relatively
low volume activity, and the merchandise is usually hand delivered by
automobile or pickup truck, often before or after regular business hours.
Replacement merchandise is similarly handled.
2) PARKING. The shopping center presently provides a total of twenty-one (21)
parking places, of which one (1) is designated handicapped. Due to the
nature of the stores in the center, most parking is of a limited duration,
usually less than ten minutes.
3) SIGNAGE. Both applicants are aware that there exists a master sign
ordinance and plan to conform to the rules stated therein.
4) Both applicants, upon consultation with the property owner, have agreed to
adopt the following street numbers:
Future Treasures 1500 Adeline
SpiceRack Antiques 1500-A Adeline
We hope that the above information will clarify questions raised at the Study
Session. Both applicants are planning to be present at the Action Meeting
scheduled for September 9, 1991 and will be happy to provide any additional
information the board requires.

RESOLUTION APPROVING SPECIAL PERMIT
RESOLVED by the Planning Commission of the City of Burlingame

WHEREAS, application has been made for a special permit
for a furniture, collectibles and antique shop in the Adeline Center
at_ 1500 Adeline Drive (APN 026-011-030�; (property owner: Nancy C.
Kurkjian and Marmora Terrell, 4455 Park Bristol Place, San Jose, CA
95136 ); and
WHEREAS, this Commission held a public hearing on said
application on September 9, 1991 , at which time it reviewed and
considered the staff report and all other written materials and
