Final Condominium Map for 18-Unit Condominium
on Lots 1, 2 and 3, Block 5, Map No. 4 of
Burlingame Park - 1500 Willow Avenue - Map 80-17
The subject condominium was first approved by the Commission and Council in
September and October of 1980 and a revised Tentative Map approved in March
and April of 1981. The condominium structure is essentially complete and the
attached map reflects the measurements made of the construction by the Engineer.
This Final Map indicates some differences from the Tentative Map. The most
obvious is the front setback from Willow. These were approved at 15' but were
constructed from 15.23' to 14'. The Engineer indicates this is since the
Tentative Map showed a front property line radius of 177' when actual radius was
176'. This difference brought it closer to the Willow proNerty line. Other
differences in the backup from parking spaces show calculated clearness of to
22.95' or less, instead of the required 24'. This will still allow access into
and out of all stalls with less than the Code required number of maneuvers.
Staff is not concerned over any of these discrepancies.
It is staff's recommendation that this Final Condominium Map be transrrritted
to Council for their approval.

Councilman Crosby moved approval of consent calendar, second by
/ Ccuncilman Martin, carried unanimously.
STUDY MLETING
Councilman Amstrup suggeste3 that in view of all the public
feedback Council had been receiving regarding the changed parking
system, the next study session be devoted to the subject. He
considered it time the Council brainstormed the matter so that
some guidelines could'be set.
Councilwoman Bar.ton agreed. Sne noted there had been many complaints
about the difficulty in gettin9 into spaces in some restriped
downtown lots. She asked Director of Public Works if any pattern
could be discerned since downtown lots have been changed. He
replied it was too soon to define a pattern since work on all of
the lot� had not been completecl. a
Cauncilman Crosby asked what action would be taken. Director of
Public works said that at this timP the action would be to
distribute maps of the long term parking lots for citizen in-
for:na tion .

Mayo,- Mangini. suggested that_ the study session be given over to I
parki.r.g only. Council discussed and agreed that the study meeting L
would be held Novecnber 12, with principal discussion to be on
parking and Ordinance 1214 with the cwo miror items already scheduled.
Members of Traffic,Safety and Parkirg Commission are to be present
at the meeting as we11 as the Finance Director.
Councilman Martin sugqested tha.t notices on long term lots not
be distributed until after the meeting, and asked that consideration
be given tc handicapaed parking in City Lots.

Reference City Engineer's memo dated September 22, 1981 with attached letter from
Barry Smith, architect. CE Erbacher reviewed City approval of this project in 1980
and the applicant's request for extension. Staff had no objection to a one year
._ extension. C. Graham moved for approval of this request. Second C. Mink; motion
approved unanimously on voice vote.

CITY PLANNER REPORTS
12. BAY CONSERVATION APJD DEVELOPMENT COMMISSION (BCDC) PROPOSED GUIDELINES
FOR THE ANZA AREA
Reference staff report for this item with attachments: BCDC's proposed Master Plan
for Anza Property, Burlingame (September 11, 1981); Anza Public Access Plan (graphic)
dated September 11, 1981; and City of Burlingame Design Guidelines for Bayfront
Development. The Chair advised this item was informational only to review the
guidelines, particularly as they relate to one another. Commission comments were
invited.
Frank Broadheadof BCDC staff summarized BCDC's major concerns: controlling fill in
the bay and maximum feasible public access in the shoreline band. He discussed the
major public access areas and BCDC's preliminary guidelines for each area. Key

Discussion: the floor slab elevation; guest parking. (Chm. Jacobs requested that
staff study guest parking requirements and bring a recorrpnendation to the next
Corrpnission meeting.) John Brosnan, the applicant, was present. CE confirmed the
present plans meet all previous conditions or exceed them and can be adjusted to
meet the new parking requirements. Chm. Jacobs opened the public hearing. There
were no comments and the hearing was closed.
C. Graham moved for approval of this condominium permit with the following conditions:
(1) that the final working drawings be consistent with the plans date stamped
August 12, 1981 filed �vith this application; (2) that the conditions recommended
by the City Engineer in his September 22, 1981 memo, the Chief Building Inspector
in his September 8, 1981 memo and the Park Director in his September 4, 1981 memo be
met satisfactorily; (3) that the final working drawings reflect current parking
standards for 10'-0" widths for confined stalls; and (4) that the landscaping and
• irrigation plans be approved by the Park Director prior to issuance of a building
permit. Second C. Garcia; motion approved on a 6-0 roll call vote, C. Cistulli
absent. Appeal procedures were advised.
4. TENTATIVE SUBDIVISION MAP FOR A 6 UNIT CONDOMINIUM PROJECT AT 1008 EL CAMINO REAL
Reference City Engineer's memo dated September 23, 1981. CE Erbacher recommended
approval. C. Mink moved for approval and recommendation to City Council of this
tentative subdivision map. Second C. Graham; motion approved unanimously on voice
vote.
5. EXTENSION OF NOVEMBER 24, 1980 SPECIAL PERMIT CONDITION FOR A TEMPORARY BANKING
OFFICE AT 360 PRIMROSE ROAD
ACP Monroe reviewed this request for an extension of the temporary banking use at
360 Primrose Road by Pacific Union Bank & Trust Company. Reference staff report
dated 9/22/81; September 22, 1981 memo from the City Engineer; August 24, 1981 Planning
Commission Minutes at which time a 30 day extension was granted; August 11 and
September 10, 1981 letters from Lynn S. Pomeroy, Foothill Design Group; August 16,
1981 letter from Roger Nye, President and Chief Executive Officer, Pacific Union Bank;
December 2, 1980 letter of action from the City Planner to Pacific Union Bank; and
Planning Commission minutes for the November 24, 1980 meeting. ACP discussed
correspondence received, the Commission's desire to have a representative of the
applicant present when considering this request, the special permit granted in
November, 1980 and staff comments. Planning staff recommended approval of the
extension with four conditions as listed in the staff report.
Roger Nye, President of Pacific Union Bank & Trust Company, confirmed acceptance of
the four suggested conditions with a requested change in Condition #1 fro� "30 days"
to "60 days" for purchase of a building permit. Chm. Jacobs opened the public hearing.
There were no comments and the hearing was closed. CE advised the change to "60 days"
would be acceptable to Engineering.
C. Mink moved for approval of this extension with the following conditions: (1) that
within 60 days the applicant make all building plan changes and purchase a building
permit; (2) that the applicant within 60 days commence construction; (3) that the
temporary structure be removed within 30 days of completion and occupancy of the main
building; and (4) that should �he applicant fail to comply with Conditions #1 or #2
the temporary building be removed within 30 days of the expiration date of the above
periods and that the area occupied by the building be returned to a safe condition
which would not create a hazard on the adjacent property or the street right-of-way.
Second C. Graham; motion approved on a 6-0 roll call vote, C. Cistulli absent. Appeal
procedures were advised.

There appears to be unresolved technical questions on the Final Map and staff
wishes to remove this item from the agenda. Since the Map expiration deadline
is not until 1982, there is no compelling necessity to act on a partially in-
complete Map. This item should not be scheduled at this time.

AVENUE, BY A. Y. HASSID FOR ALBERY INC.
CP Monroe reviewed this application to construct a 4 unit, 2 story project. Reference
staff report dated 10/21/81; Project Application & CEQA Assessment accepted by staff
10/5/81; aerial photograph; October 20, 1981 memo from the Chief Building Inspector;
10/19/81 memo from the Fire Marshal; 10/1/81 memo from the Park Director; October 20,
1981 memo from the City Engineer; and plans date stamped October 21, 1981. CP discussed
details of the project and the revised garage design; staff commentss compliance with
zoning ordinance requirements and the condominium guidelines. Staff recommended
approval with three conditions as listed in the staff report.
A. Y. Hassid, the applicant, advised that the parking stall closest to the front has
a minimum clearance of 6'-6" and the remaining stalls range from 6'-9" to 7'-0".
Chm. Jacobs opened the public hearing. There were no comments and the public hearing
was closed. Staff confirmed the redesign of the garage was acceptable.
C. Harvey noted the developer had been mindful of Commission comments at the study
meeting and made a definite effort to meet the codes of the city. He then moved for
approval of this condominium permit with the following conditions: (1) that the
final working drawings for this condomin�um project be consistent with the plans
filed with this application date stamped October 21, 1981; (2) that the conditions
recommended by the October 20, 1981 memo of the Chief Building Inspector, October 19,
1981 memo of the Fire Marshal, October l, 1981 memo of the Park Director and
October 20, 1981 memo of the City Engineer be met; and (3) that the final landscaping
and irrigation plans be approved by the Park Department prior to the issuance of a
building permit. Second C. Mink; motion approved on a 7-Q roll call vote. Appeal
procedures were advised.
6. TENTATIVE CONDOMINIUM MAP TO CONSTRUCT A 4 UNIT CONDOMINIUM AT 1219 PALOMA AVENUE
Reference CE's October 21, 1981 memo. CE Erbacher recommended approval with one
condition as listed in his memo. C. Mink moved for approval and recommendation to
City Council of this tentative condominium map with the following condition: that a
5' P.U.E. be granted to the City over the rearmost portion of the lot, said easement
to be granted at final map stage or before the release of any unit occupancy.

differences from the tentative map but indicated there was no staff concern and
recommended approval. Zev Ben-Simon of Gilco Construction Company was present. It
was determined the structure is essentially complete and substantially in accordance

CITY PLANNER REPORT
10. GENERAL PLAN POLICIES REGARDING SECOND STORY ADDITIONS
Reference staff inemo dated 10/20/81. CP Monroe referred to her memo listing goals,
objectives and/or principles in the General Plan which support regulation of second
story development in single fainily areas. Commission comment was requested.
Following discussion, C. Mink moved that Planning staff forward a code amendment to
City Council which would establish a review line, or daylight plane regulation, for
all two siory single family units, additions and new construction. This would require
a special permit be obtained from the Planning Commission on all such construction
which exceeds the review line. Second C. Cistulli; motion approved on a 5-2 roll
call vote, Cers Graham and Harvey dissenting.
10a. CP reported on a proposed addition to the Peninsula Memorial Blood Bank.
