Re: Tentative and Final Parcel Map to combine Lot 10,
Block 7, Burlinghome Subdivision with 10' wide
strip of land - 1411 Vancouver Avenue - Map 80-16
The attached Tentative and Final Parcel Map clears up a problem that had been before
the courts on a claim to the alley type areas which have sewer water and other
utilities and were owned by the original subdivider. The court action placed
the ten foot (10') area under the control of Mrs. Muirhead. The map before
you combined all the land into one Lot and grants to the City a sanitary sewer
easement. A City water main easement is already in existence and the telephone
and power companies have indicated no need for additional easements.
It is recommended that this Tentative and Final Parcel Map for the combination
of the 10' strip of land with Lot 10, be sent to Council with the Commission's
recommendation for approval.

UNFINISHED�BUSINESS
Commission vacancies
Mayor Mangini acknowledged receipt of inemo of 9/8/81 from Park
DirEctor noting Beautification Commission term expirations:
Clarence Rusch, who is not eligible for reappointment; and Stuart
Bacon whe is eligible for reappointment. Mayor Mangini directed
that hlr. Rusch be sent a letter of commendation for his twelve
years on this Commission and announcee Councilwoman Barton and
Councilman Martin would serve on interview committee.
• Also received was letter of 9/16/81 from Administrative
Assistant noting expiration of terms of Commissioners Donald
LenLhi and Franlc J. Pagliaro. He directed that they be contacted
as to their willingness to serve another term.on Park & Rec. Commission.
Mayor Mangini announced that he and Councilman Martin would serve
as intervieca committee for Mosquito Abatement Board.

Reference CE Erbacher's memo dated September 10, 1981. CE noted the history of this
matter and the court action which placed the 10' area under the control of P1rs. P�uirhead,
owner of 1411 Van�ouver Avenue. A city sanitary sewer easement has been granted to
the city. C. Graham moved for approval and recomnendation to City Council of this
tentative and final parcel map. Second C. Mink; motion approved unanimously on
voice vote.

CITY PLANNER REPORTS
14. COUNCIL REQUEST THAT THE PLANNING COMP1ISSION STUDY REGULATIONS FOR SECOND
STORY ADDITIONS
ACP Monroe reviewed staff recommendations on second story additions. Discussion
included clarification of the daylight plane concept and possible front setback
alternatives. Staff was requested to put the daylight plane recommendations into
code language for Commission review and further discussion.
14a. Staff requested Commission direction regarding amendments to special permits
granted for uses on school properties. It was suggested these could be
considered without fee at the time of periodic review of these properties.
However, if a request were received in the interim period, the applicant would
be required to come to Commission and pay the usual fee for a special permit
amendment.

14b. September 10, 1981 letter from Michael R. Harvey, Mike Harvey Oldsmobile to
Raloh Kirkup, Director of Public Works was acknowledged. It was noted that
Mr. Harvey opted to accept the proposal forwarded by City Council that he
provide 25 parking spaces on site at 1007 Rollins Road.
14c.' League of California Cities Preliminary Conference Program was acknowledged
(October 17-20, 1981). Commission members are to notify Planning staff if
they wish to attend.
14d. C. Graham read a proposed resolution addressing the immediate parking problems
in the downto�vn area and a possible parking structure. Consensus was that
this is not a matter to be generated by the Planning Commission; Commission's
�-- role is to review proposals and make recommendations.
