Gentlemen: Re: 0'Sullivan Fence Appeal
Nr. O'Sullivan nas appealed the decision oi the Planning
Commission which denied a variance to exc�ed the six �oot height
limitation on �he fence which he wishes to build along the
sideline o� his property.
The home is on the southeast corner of Vancouver and Hillsicle
Drive and was purchased a few months ago. Amor_g the improve-
ments b2ing made by the new owners was the rer.cval o� a privet
hedge cahich existed between tne sidewalk and tl�e rear yard
with the intention of replacing it with a fence. This block
of Hillside Drive has a steep grade.
� Unfortunately, the fence installation was begun without a
' building permit and witnout any knowledge oi tne fence regula-
; tions. DSrs. O'Sullivan purchased twelve foot redwood posts
and these were placed in concrete before the job was stopped.
�
At the hearing, the applicant insisted that a six root fence
would not serve to conceal the rear yard from tne street because
of the contour oi the land �ahich rises above the sidewalk. The
commissioners were opposed to the possible "billaoard" appearance
of a high fence and asked for a new plan with the fence constructed
with stepped panels. The hearing was continued to allow the
applicant to -re-draw the plan.
At the continued hearing, the Com�nission was not satisiied with
the excessive height and the application was denied.
It is my opinion that an area of possible compromise exists.
Y1Yien the matter is heard, 2 would like to make a suggestion that
may be satisfactory to the Council and to the applicant.
