Summary: An application for Design Review and Hillside Area Construction Permit for a major renovation and first floor addition to a single family dwelling with an attached garage at 2508 Valdivia Way, zoned R-1, was approved by the Planning Commission on October 22, 2012 (Planning Commission Minutes attached). A building permit was issued in February, 2013 and construction is underway. The applicants are requesting an FYI to change the design of the front entry door and garage doors, based on the applicant's letter dated April 12, 2013. The original approval included a single painted front entry door and panels on either side of the door (door and panels contain glazing along the top third of the units) (see originally approved Front Elevation). The design of the painted composite garage doors matched the design of the front entry door. Instead, the applicants would like to install double doors in place of the single door and sidelights at the front entry (see proposed Front Elevation). The double doors will be painted wood and will contain rounded top glazing. The glazing on the garage door would also change to a rounded top design to match the front entry doors. Please refer to the applicanYs letter which provides reasons for the proposed change. The applicants submitted a letter and originally approved and proposed building elevations, date stamped April 12, 2013, to explain the change to the previously approved design review project. The applicants also included color photographs of the proposed front entry door, date stamped April 12, 2013. Other than the change described above and detailed in the applicanYs letter, there are no other changes proposed to the design of the house. Planning staff would note that because of the minor revision to the front entry door and garage door design, it was determined that the project could be reviewed by the Commission as an FYI item. If the Commission feels there is a need for more study, this item may be placed on an action calendar for a second review and/or public hearing with direction to the applicants. We loved the look of our Craftsman/Cottage style home, but were also happy to incorporate the suggestions made by the design review board. One of these changes was to make the garage two doors, versus one. Now that we're under construction and making final decisions on materials, we've taken a closer look at the front door. We've found a beautiful double door that both fits the style of our home very well, and also balances the double garage doors nicely. Therefore, we ask that you allow us to complete our home using the double door you see on the submitted proposal. Senior Planner Hurin presented the report, reviewed criteria and staff comments. Thirteen (13) conditions were suggested for consideration. Questions of staff: ■ None. Chair Gaul opened the public hearing. Natalie Hyland, San Carlos; represented the applicant. ■ Referenced response letter and reviewed project changes as outlined in the letter. ■ Hope to keep the existing garage at the existing setback. Commission comments: ■ Thinks the garage looks much better as it has been split up.. ■ Thinks the revision to the front looks much better. Can the post be moved to where the guest bedroom is situated — this would widen the entry a bit more and make the porch that much larger. (Hyland — doesn't know if the front door could be centered on the gable.) Would provide more of a usable porch. • Would a guard rail be in front of the window? (Hyland — would also have one wrapping towards the back. The owners have their hearts set on the porch design.) • Having the larger gable to the right has balanced the garage. • Could go either way with the suggestions regarding the porch design. ■ Not certain if the guard rail is necessary; could be designed to eliminate the need for the rail and could be replaced with landscaping. ■ With respect to the knee braces; the knee brace at the gable peak is supporting the barge rafter; however, on the eaves, the braces on the right are supporting the belly-band which causes the potential need for another knee-brace or other revision to show it supporting the barge-rafter. ■ Like changes to the project, particularly efforts to de-emphasize the garage. ■ Not as important to de-emphasize the garage in this neighborhood given the development pattern that exists. ■ Could bump-out the porch a bit more at the gable, but if it is bumped out a bit more there would be an opportunity for a chair to be placed in the area. Public comments: None. 1 CITY OF BURLINGAME PLANNING COMMISSION — Approved Minutes Ocfober 22, 2012 There were no further comments and the public hearing was closed. CommissionerAuran moved to approve the application, by resolution, with the following conditions: that the project shall be built as shown on the plans submitted to the Planning Division date stamped October 10, 2012, sheets AO through A6„ SU1, L1.0, L2.0 and G; 2. that any changes to building materials, exterior finishes, windows, architectural features, roof height or pitch, and amount or type of hardscape materials shall be subject to Planning Division or Planning Commission review (FYI or amendment to be determined by Planning staf�; 3. that any changes to the size or envelope of the first floor or garage, which would include adding or enlarging a dormer(s), shall require an amendment to this permit; 4. that the conditions of the Chief Building Official's September 14 and August 3, 2012 memos, the Parks Division's September 13 and August 10, 2012 memos, the Engineering Division'sAugust 17, 2012 memo, the Fire Division's August 6, 2012 memo and the Stormwater Division's August 2, 2012 memo shall be met; 5. that any recycling containers, debris boxes or dumpsters for the construction project shall be placed upon the private property, if feasible, as determined by the Community Development Director; 6. that demolition or removal of the existing structures and any grading or earth moving on the site shall not occur until a building permit has been issued and such site work shall be required to comply with all the regulations of the Bay Area Air Quality Management District; 7. that prior to issuance of a building permit for construction of the project, the project construction plans shall be modified to include a cover sheet listing all conditions of approval adopted by the Planning Commission, or City Council on appeal; which shall remain a part of all sets of approved plans throughout the construction process. Compliance with all conditions of approval is required; the conditions of approval shall not be modified or changed without the approval of the Planning Commission, or City Council on appeal; 8. that all air ducts, plumbing vents, and flues shall be combined, where possible, to a single termination and installed on the portions of the roof not visible from the street; and that these venting details shall be included and approved in the construction plans before a Building permit is issued; 9. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which requires affected demolition, new construction and alteration projects to submit a Waste Reduction plan and meet recycling requirements; any partial or full demolition of a structure, interior or exterior, shall require a demolition permit; 10. that the project shall meet all the requirements of the California Building and Uniform Fire Codes, 2010 Edition, as amended by the City of Burlingame; THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION PROCESS PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION 11. prior to scheduling the framing inspection the project architect or residential designer, or another architect or residential design professional, shall provide an architectural certification that the 2 CITY OF BURLINGAME PLANN/NG COMMISSION — Approved Minutes October 22, 2012 architectural details shown in the approved design which should be evident at framing, such as window locations and bays, are built as shown on the approved plans; architectural certification documenting framing compliance with approved design shall be submitted to the Building Division before the final framing inspection shall be scheduled; 12. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height of the roof ridge and provide certification of that height to the Building Division; and 13. that prior to final inspection, Planning Division staff will inspect and note compliance of the architectural details (trim materials, window type, etc.) to verify that the project has been built according to the approved Planning and Building plans. The motion was seconded by Commissioner Terrones. Discussion of motion: ■ None. Chair Gaul called for a voice vote on the motion to approve. The motion passed 5-0-1-0 (Commissioner Cauchi absent).
