Since there was no appeal to or suspension by the City Council, the December 13, 2004 Planning Commission
approval of your application for design review, parking and side setback variances became effective December
27, 2004. This application was to allow the construction of a first and second story addition at 1637 Westmoor
Road, zoned R-1.
The December 13, 2004 minutes of the Planning Commission state your application was approved with the
following conditions:

that the project shall be built as shown on the plans submitted to the Planning Deparhnent date stamped
November 18, 2004 sheets 1 through 11, and L-1, site plan, floor plans and building elevations;
that should the primary structure on this lot ever be demolished for any reason, the variances granted for
this remodel shall be voided;
3. that any changes to the size or envelope of the basement, first or second floors, or garage, which would
include adding or enlarging a dormer(s), moving or changing windows and architectural features or
changing the roof height or pitch, shall be subject to Planning Commission review;
4. that the conditions of the Recycling Specialist, City Engineer, Chief Building Official and Fire Marshal's
memos dated September 9, 2004 shall be met;
5. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height of the roof
ridge and provide to the Building Department certification of that height documenting that it is the same
or less than the maximum height shown on the plans;
6. that prior to scheduling the framing inspection, the project architect, engineer or other licensed
professional shall provide architectural certification that the architectural details such as window
locations and bays are built as shown on the approved plans; if there is no licensed professional involved
in the project, the property owner or contractor shall provide the certification under penalty of perjury.
Certifications shall be submitted to the Building Department;
7. that prior to final inspection, Planning Department staff will inspect and note compliance of the
architectural details (trim materials, window type, etc.) to verify that the project has been built according
to the approved Planning and Building plans;
8. that the applicant shall comply with Ordinance 1503, the City of Burlingame Storm Water Management
and Discharge Control Ordinance;
9. that all air ducts, plumbing vents, and flues shall be combined, where possible, to a single termination
and installed on the portions of the roof not visible from the street; and that these venting details shall be
included and approved in the construction plans before a Building permit is issued;
10. that the proj ect shall meet all the requirements of the Califomia Building and Fire Codes, 2001 edition, as
amended by the City of Burlingame; and
11. that two noble laurels shall be planted in the front yard to screen the new addition of the subject property,
as approved by the City Arborist.
Reimbursement of the balance of your design review deposit has been processed and will be mailed to you under
separate cover.
All site improvements and construction work will require separate application to the Building Deparlment. This
approval is valid for one year during which time a building permit must be issued. One extension of up to one
year may be considered by the Planning Commission if application is made before the end of the first year.
The decision of the Council is a final administrative decision pursuant to Code of Civil Procedure Section
1094.6. If you wish to challenge the decision in a court of competent jurisdiction, you must do so within 90 days
of the date of the decision unless a shorter time is required pursuant to state or federal law.

1) All construction must comply with the 2001 California Building Codes (CBC), the Burlingame
Municipal and Zoning Codes, and all other State and Federal requirements.
2) Rooms that can be used for sl'eeping purposes must have at least one window or door that complies
with the egress requirements.
3) Provide guardrails at all landings.
4) Provide handrails at all stairs where there are more than two risers.
5) Provide lighting at all exterior landings.
