SUBJECT:! SPECIAL PERMIT FOR A DOG GROOMING SHOP IN SUB-AREA D AT 217 WEST LANE
Stephen Clark, the applicant, is requesting a special use permit to allow a dog grooming
shop in Sub-Area D of the Burlingame Avenue Commercial Area. Code Sec. 25.38.031
requires non-auto related uses to get a use permit in Sub-Area D. Shop hours will be
8:00 A.M. to 5:00 P.M. Tuesdays through Saturdays; there will be three employees on
site, one of whom will be part time. The shop operates on an appointment basis;
pick-up/delivery service will be offered.
Staff have reviewed the request. The City Engineer (memos of May 31 and June 1, 1983)
comments there will be a slight increase in traffic generated by this use over the
previous office use. He would like to see some of the parking designated for this
use in the lot on West Lane which is a part of the building. These spaces should be
posted for this business and for the pick-up and delivery vehicle. The Chief Building
Inspector had no comments (June 6, 1983 memo). The Fire Marshal (May 24, 1983 memo)
points out he has no comments on the use, but would request the tenant not be allowed
to occupy the premises until approved central station monitoring is connected to the
sprinkler system.
At study the Commission asked a number of questions (Planning Commission minutes
June 13, 1983). The applicant has not indicated that the existing structure would
be modified in any way to address potential noise problems. At the hearing the
applicant will address the operation of the business and how the dogs are handled
while they are on the premises. All tenants of the building as well as property
owners within 300 feet were notified of the public hearing on this use permit. The
County Health Department indicates that all dogs should enter and exit by the West
Lane entrance.
Planning Commission should hold a public hearing. At the hearing they should consider
the following conditions:
1. posting four of the parking spaces in the parking lot at the rear of
the building for the use of the dog grooming business;
2. operate the business during the hours and on the terms described in the
staff report of June 27, 1983 and applicant's letter of May 18, 1983;
and
3. comply with any requirements of the San Mateo County Health Inspector
and Humane Society.

that no parking stalls would be assigned for this proposed use. He felt
that the parking spaces should be available for all the tenants of the

and aerial photoQraph of the site. CP discussed details of the proposal; staff review;
applicant's explanation of the program; study meeting requests. Six conditions were
suggested for Corr�nission consideration.
Richard Haderer of Trinity Lutheran Church was present. He requested consideration of
the following hours of operation: 8:45 A.M. - 11:45 A.M. and 12:30 P.M. - 3:30 P.M.
He reported his communication with the neighbors; there were many favorable responses
and no negative responses. Chm. Graham opened the public hearing. There were no
audience comments and the hearing was closed.
Discussion: CE's request that drivers for the preschool program enter from Balboa and
exit onto Sherman; details of fence construction. Applicant was in agreement with
all conditions suggested in the staff report with the exception of a slight variation
in the hours of operation. A further condition was requested by Commission: that the
requirements of the Fire Marshal's hlay 2, 1983 memo be met.
C. Schwalm moved for approval of this special permit with the following conditions:
(1) that a preschool for children aged 2.9 to 6 years operating in two sessions
8:45 A.M. to 11:45 A.M, and 12:30 P.t�. tp 3:30 P.M., Monday through Friday, each
session not to exceed 24 children, be allowed in the 1,192 square foot house on this
site; (2) that the driveway onto the property on Balboa be used as entrance only and
the driveway onto the prooerty from Sherman Avenue be used as exit only Monday through
Friday and that these driveways be appropriately posted and the church be responsible
for enforcement of their use; (3) that handicapped access, to the standard provided
by the city adopted Uniform Building Code, be provided prior to the use of the
structure for weekday oreschool purposes; (4) that the alleyways not be fenced off
until permission is secured from the City Council and appropriate locks installed;
(5) that the requirements of the Fire Marshal's P1ay 2, 1983 memo be met; (6) that
a license to operate a preschool facility of this size on this site be obtained fran
the State of California; and (7) that this application be reviewed for compliance
with the conditions and with specific attention to on-street parking and access in
June, 1984. Second C. Cistulli; motion approved unanimously on roll call vote.
Appeal procedures were advised.

14. REGULATION OF SECOND UNITS IN R-1 AND P1ULTIPLE ZONES
Reference staff inemorandum (P.C. 6/13/83) with attached City Attorney memorandum
(May 24, 1983); City Council study meeting minutes, P4ay 11, 1983 and City Attorney
staff reports: 5/11/83 Council study, 5/2/83 Council reaular meeting, 4/13/83 Council
study meeting with attachment. CP advised Council has directed staff to work with
Corrmission in developing an appropriate ordinance. She discussed recent State
legislation reqarding second units, present city code regulations, Council's
discussions and determination, possible findings. CP requested Commission discuss
these findinas and give staff direction. The need for sunportina evidence of an
ordinance precluding second units was stressed.
Discussion: time line for the State requirements; staff's suggested findings are good
but need some evidence to support these findings; Burlingame is built out residentially
W�th more than 50% in rental and multiple units. Staff will draft an ordinance for
Correni ssi on revi ew.
- Study Session, Ramada - This study session was set for July 11, 1983 as a part
of the regular meeting.
