SPECIAL PERMITS FOR NON-AUTO RELATED USE AND FOR CLASSROOM
USE �1T 211 WEST LANE, ZONED C-2, SUB-AREA D
Richard Schiller, representing Frank Bianchi, is requesting two special
permits, one for a non-auto related use in Sub-Area D and one for
classes, in order to use a 1,600 SF area at 211 West Lane to teach
karate. A use permit for all non-auto related uses is required in
Sub-Area D(Code Sec. 25.36.035). A use permit for classroom use is
required in all districts (Code Sec. 25.36.030).
The applicant's specific proposal is to hold classes which average 20
students per class on weekdays and 15 to 20 students per class on
Saturdays. Class hours would be Monday, Wednesday, Friday 10:30 A.M.
to 9:00 P.M., Tuesday and Thursday 3:30 to 5:45 P.M, and 8:00 P.M, to
9:30 P.M., and Saturdays 11:00 A.M, to 1:00 P.M. One instructor would
be present for each class session. Class size is not fixed. There are
101 students enrolled in this program. Students are encouraged to
participate at least three times a week at a time of their personal
convenience selected from the class schedule. The instructor is
present and teaches those who arrive at the appointed hour.

1987 memo) had no comments. The City Engineer (January 26, 1987 memo)
has no comments so long as five spaces of the 20 on the S.P. right-of-
way are designated for this use and midday classes are limited to three
to five persons.
Planning staff would note that this business has been operating in
Burlingame at another location. It relocated to this site. The
relocation and need for use permit was caught in a business license
review. The method of ooeration which allows participation in three
classes a week but not specifically designated classes does create a
problem with the enforcement of the maximum attendance at classes at
certain times of the day. Effective enforcement would be dependent
upon the cooperation of the instructor and his willingness to refuse
participation to those who exceed the class size limit set by the
Commission at any given time.

Applicant's Letter
In his letter of January 14, 1987 Frank Bianchi describes the length of
time he has been in Burlingame and the long term nature of his
students. The students' ages range from six to adult (male and
female). Children's classes are on Tuesday, Thursday and Saturday.
�dult classes are more frequent, Nlonday, Wednesday, Friday and Tuesday/
Thursday evening. Students come two to three times a week. He
discusses the program's philosophy as being one of self defense, not
fighting skills. He reviews his past community involvement. He notes
the Commission's concern about parking and that five spaces of those on
the S.P. right-of-way are assigned to his business. He notes the only
class which generates any volume of parking is the 7:00 or 8:00 P.M.
adult class on weeknights. Children mostly carpool. He states that
there is more parking in the evening hours. He feels he has active
community support for his business.
Study Questions
The Planning Commission studied the applicant's request for two
special permits at their meeting on February 9, 1987 (Planning
Commission minutes, February 9, 1987). The Commission asked a number
of questions dealing with the building floor plan, parking and needs of
other businesses in the area.
The building floor plan taken from a packet of a previous application
shows the leasable areas on California Drive and West Lane share a
bathroom area at the center of the building. The bathroom area is
accessed by a corridor from West Lane and by the rear doors of the
shops fronting on California Drive. There is no access through the
building from California Drive to West Lane other than going through
the premise of an existing business. Two of the leased areas appear to
have direct access to their own bathrooms (214 California Drive and 211
West Lane). The applicant notes that his actual class attendance at
any one time is difficult to determine since participation is open
ended, e.g., enrollment includes any three sessions of participant's
choice. Therefore, estimating parking impact is a problem. One
approach would be to limit the participation at critical hours for
parking (see conditions). Enforcement would be left to the
instructor.
A summary of parking needs for this building base3 on patrons was
prepared. This data shows that this building generates (with the
applicant's use included) 144 trips per day between 8:00 A.M, and 5:30
P.M. weekdays or an average of 15 trips per hour. After 5:30 P.M, on
weekdays the building's uses generate 50 trips. On weekends the
building generates 130 trips between 8:00 �.M, and 5:30 P.M, and 25
trips after 5:30 P.M.
Businesses in the immediate area generate 331 trips between 8:00 A.M.
and 5:30 P.M, and 183 trips after 5:30 P.M, weekdays or about 19 trips
per hour. Together the building under consideration and the
surrounding uses create demand for 34 parking spaces per hour weekdays.
Weekend trip generation is substantially higher from adjacent uses
because of a very popular restaurant in the area.

The uses in this building compete with the adjacent uses for the 12
on-street parking spaces. Of the 20 spaces leased for this building on
the S.P, right-of-way four are already designated to the Bark Stop and,
if this action is approved, five would be designated for the karate
school, leaving 11 for the 11 trips on average generated by the other
uses in the building each hour. The four spaces designated for the
Bark Stop are not now signed for their use. In addition it is
difficult to know, given the size of the total enrollment and the
current drop-in basis of the karate classes, whether five parking
spaces will be sufficient.
The bathroom requirements for the karate classes are met on the site as
long as this leased area has access to the main bathrooms off the
hallway.
The applicant indicated that he will submit a parking availability
count as requested at the public hearing.
Plannincr Commission Action
The Planning Commission should hold a public hearing. Affirmative
action should be taken by resolution. The reasons for any action
should be clearly stated and pertinent facts from the staff report
incorporated by reference. �t the public hearing the following
conditions should be considered:
1. that a 1,600 SF area at 211 West Lane shall be used for self
defense classes Monday, Wednesday and Friday for adults from 10:30
A.M, to 6:00 P.M, where the maximum class size shall not exceed
five and Monday, Wednesday, Friday from 6:00 P.M, to 9:30 P.M.
where the maximum class size shall not exceed 15 persons over 18;
2. that classes on Tuesday and Thursday afternoons from 3:30 P.M, to
5:45 P.M, shall be for children only (less than 16 years of age)
and shall be limited to a maximum of 15 students, Tuesday and
Thursday evening classes from 8:00 P.M, to 9:30 P.M, and Saturday
classes from 11:00 A.M, to 1:00 P.M, shall be limited to a maximum
of 15 students of all ages;
3. that five spaces of the 20 spaces leased by the property on the
adjacent S.P, right-of-way shall be designated and signed for the
exclusive use of this business; and
4. that these use permits shall be reviewed for compliance with the
conditions in six months time (August, 1987) and every two years
thereafter, and that this use permit shall expire if the lease to
the 20 parking spaces on the S.P. right-of-way is ever terminated.

Bianchi's Self-Defense Institute has operated in Burlingame, Ca.
in excess of ten years. Our school has been and continues to be the
oniy martial arts/self defense training school in Burlingame.
Our students are orimarily Burlingame residents, many of whcm have
been studying at the school in excess of five years. Our current
student body inclucies approximately 20 children (ages 6 to 12); 12
children (ages 13 to 18) and 25 adults (one-third women). Included
in this student population are several families (i.e. parents and
their children).

In contrast to the present popularity of "Rambo" type agressive-
ness, our school has and continues to stress realistic attitudes and
goals. Development and advancement in our school comes from adherence

1. Dedication to the art;
2. A willingness to train hard;
3. Confidence (positive attitude);
4. A willingness to help one's fellow students;

8. MOST IMPORTANT - a respect for one's self and others.
Our school does not merely develop one's fighting skills; rather
it is a system of self-defense.
Bianchi's Se1f-Defense Institute has regularly been involved in
community activities. We have perfor,ned demonstrations on various
occasions such as "I Love Burlingame Day;" Art In The Park; we have
performed for the Burlinaame Junior Chamber of Commerce; our children's
c'ass zas performed cr: the Rudy Be:�ton Show fcr �he Bur'_ingame Cable
Station. Our chilcren nave �erLcr?:�ed or_ var�cus occasior_ for ma�v
school activities. Biar.chi's Se1f-Derense Institute has sponsored
a soccer team for the Burlinqame �YSO for the past three years.
We are aware tnat a�rimary issue in the grantina of �.his "speciai
use permit" is the question of adequate parking facilities. Please note
that there are approximately 5 parking spaces specifically assigned to
211 West Lane property immediately in front of the property. This is
diagonal parking parallel to the railroad tracks. Our morning adult
classes typically have only two or three students; our children's classes
are almost completely on a drop-off and pick-up basis; a number of
the children are in carpool situations. The only really significantly
attended clases are the evening adult classes beginning at 7:00 P.M.
or 8:00 P.M. on week nights.

Additional parking space is available during the evening hours
since the business hours of the other commercial business ceases
around 5:00 P.M.
It is difficult to attempt to justify one's existence. We believe
that there is a very definite value and ourpose to the program that
we offer. While our student population is small, community interest
has been considerably greater. We anticipate having a large group of
interested Burlingame residents available and/.or present at your
hearing prepared to speak to the issue of purpose and value of our
contribution to the Burlingame community.

In support of her motion C. S.Graham found this would not be a grant of
special privilege, it would benefit the general public; applicants are
not trying to segregate hotel versus restaurant parking, just making it
somewhat more clear; there are special circumstances in that this site
has two separate parking lots for the building.
Motion was seconded by C. H.Graham and approved on a 6-0 roll call
vote, C. Leahy absent. Appeal procedures were advised.
5. EXTENSION OF PLANNING APPROVAL FOR TWO SPECIAL PERMITS FOR A
RESIDENTIAL C�RE FACILITY FOR THE ELDERLY AT 1221 BAYSWATER

Reference staff report, 2/9/87, with attachment. CP Monroe reviewed
her staff inemo. C. Jacobs moved to approve a one year extension to

The Special Permit for 217 West Lane, The Bark Station
(approved 6-27-83) included a condition that four of
the parking spaces in the parking lot in the rear of
the building be reserved for this use.
No conditions have been attached to any of the other Special
Permits issued for the uses at 210-218 California Drive
regarding parking spaces being reserved.

I talked to Richard Schiller regarding the Planning
Commission's questions at their 2/9/87 study meeting for
this self defense class application. He will get the
following information by Tuesday, 2/17 at 8 AM:
where students are parking now
parking survey at 3:45 and 5:45 for the next week
actual attendance in both adult and children's classes
I talked to Pete about bathroom requirements. As long as
they have access to the main bathrooms off of the hallway
they are O.K. The requirements are not affected by the
class size.
Also, there is no access to this class area from California
Drive. The front shops take up the entire frontage and eac}
has a private door to the rear hallway where the bathrooms
are. All students must approach this site from West Lane.
� Regarding the sign, they were not aware of the sign program
for the building and will remove the sign until after the
public hearing for this use.

NOTICE IS HEREBY GIVEN that Monday, the 23rd dav of February, 1987 , at
the hour of 7:30 P.M., in the City Hall Council Chambers , 501 Primrose Road,
Burlingame, California the Planning Commission of the City of Burlingame will conduct -
