Since there was no appeal to or suspension by the City Council, the December 13, 1999 Planning
Commission approval of your design review application became effective January 4, 2000. This
application was to allow a second story addition at 843 Walnut Avenue, zoned R-1.
The December 13, 1999 minutes of the Planning Commission state your application was approved with
the following conditions:
1. that the project shall be built as shown on the plans submitted to the Planning Department date
stamped November 3, 1999, sheets A-2, A-3 and A-6, and date stamped December 3, 1999,
sheets A-1, A-4 and A-5;
2. that landscaping shall be planted along the driveway as shown on sheet A-1 date stamped
December 3, 1999;
3. that all new trim, details, windows and other features shall match existing;
4. that any changes to the size or envelope of the second floor, which would include adding or
enlarging a dormer(s), moving or changing windows and architectural features or changing the
roof height or pitch, shall be subject to design review; and
5. that the project shall meet all the requirements of the California Building and Fire Codes, 1998
edition, as amended by the Ciry of Burlingame.
Reimbursement of the unspent portion of your design review deposit has been processed and will be
mailed to you under separate cover.

All site improvements and construction work will require separate application to the Building Department.
This approval is valid for one year during which time a building permit must be issued. One extension
of up to one year may be considered by the Planning Commission if application is made before the end
of the first year.
The decision of the Council is a final administrative decision pursuant to Code of Civil Procedure Section
1094.6. If you wish to challenge the decision in a court of competent jurisdiction, you must do so within
90 days of the date of the decision unless a shorter time is required pursuant to state or federal law.

CEQA Status: Article 19. Categorically Exempt per Section: 15303 - Class 3- construction and
location of limited numbers of new, small facilities or structures including (a) single-family residences
not in conjunction with the building of two or more such units. In urbanized azeas, up to three single-
family residences may be constructed or converted under this exemption.
Summary: The applicant, Stewart Associates, is proposing a second-story addition and a first floor
remodel to a single-family dwelling which is subject to design review at 843 Walnut Avenue, zoned
R-1. The project meets all zoning code requirements.
The existing one-story house now contains 1537 SF of floor area, plus a 57 SF covered porch and a 294
SF one-car garage, and has two bedrooms. The first floor will be remodeled to convert a bedroom to
a family room and to add a staircase. The 1014 SF second story addition will add three bedrooms, for
a total of four bedrooms. There is an existing detached one-car garage which measures 13' x 21'
interior dimensions. The total floor area of the remodeled house and garage will be 2845 SF, excluding
the covered porch, which is exempt from floor area ratio calculations.
Staff Comments: The City Engineer, the Chief Building Inspector and the Fire Mazshal had no
comments on the project.

Design Reviewer Comments: In his comments the design reviewer notes that this is a beautiful street
of nice homes of varied styles with many two story homes or high pitched roofs. The house is
compatible with the neighborhood. He notes that the existing house is very pleasing and well cared for
and the addition appears to extend the same aesthetic to the new portions. All sides of the proposal
appear to belong to the same design and house, with similar windows, vazied in shape, repeated and
used in a reasonable combination of shapes and styles. He notes that the roof shapes are variations on
a similaz theme and are the same pitch. The new addition will cone�t an awkward flat roofed portion
of the e�sting house. There will be a significant change in the height of the existing structure, however
this appears to conform to the height limits and floor azea ratio.
The design reviewer aLso notes that the larger two-story wall is being planned on the driveway side and
appears to be quite massive and a major change in height from the existing. However, it appears to be
broken up with new windows, trim and a varied shape. The reviewer suggests that landscaping or vines
be placed along the driveway to soften the blankness and mass of the wall at the lower level. The
applicant has submitted a revised site plan date stamped December 3, 1999 which includes landscaping
along the driveway.
Conch�sion: The design reviewer notes that while the second story addition will have a height and mass
impact, the design lazgely conforms to the design guidelines and minimizes the impacts. The design
reviewer recommends approval, with the suggestions for landscaping to soften the south elevation, and
that the new trim, details, windows and other features match the existing.
Design Review Criteria:lfie criteria for design review as established in Ordinance No. 1591 adopted
by the Council on Apri120, 1998 aze outlined as follows:
1. Compatibility of the azchitectural style with that of the exisdng character of the neighborhood;

2. Respect for the parking and garage patterns in the neighborhood;
3. Architectural style and mass and bulk of structure;

4. Interface of the proposed structure with the structures on adjacent properties; and
5. Landscaping and its proportion to mass and bulk of structural components.
Findings: Basad on the findings stated in the summazy of the design reviewer's analysis of the project
and in the reviewer's memo of November 15, 1999, the project is found to be compatible with the
requirements of the City's five design review guidelines.
Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative
action should be by resolution and include findings, and the reasons for any action should be clearly
stated. At the public hearing the following conditions should be considered:
1. that the project shall be built as shown on the plans submitted to the Planning Department date
stamped November 3, 1999, sheets A-2, A-3 and A-6, and date stamped December 3, 1999,
sheets A-1, A-4 and A-5;
2. that landscaping shall be planted along the driveway as shown on sheet A-1 date stamped
December 3, 1999;
3. that all new trim, details, windows and other features shall match existing;
4, that any changes to the size or envelope of the second floor, which would include adding or

I have visited the site, the street and the surrounding neighborhood, met briefly with the
owner, and have reviewed the plans for the second story addition. I have the following
comments regarding the project and the design guidelines.
1. Compatibilitv of the architectural stvle with that of the existin� neighborhood:
• This is beautiful street of nice homes with many trees. Homes are of varied styles,
with many 2 stories or high pitched roofs.
• House is compatible with the neighborhood.
2. Respect the Parking and Garage Patterns in the Neighborhood:
• Parking �arage is a separate structure in the rear of the lot and is not being changed.
3. Architectural Style, Mass and Bulk of the Structure, and Internal Consistenc�of the
Structural Desi�n.
• The e�stin� house is very pleasing and well cared for. The addition appears to extend
the same aesthetic to the new portions.
• Style is consistent with itsel£ All sides appear to belong to the same design and house.
• Similar windows, varied in shape, are repeated and used in a reasonable combination
of shapes and styles. New windows match existing styles and are harmonious.
• Roof shapes are variations on a similar theme and are the same pitch.
• The floor plan is a straightforward layout with good use of space, and produces a
reasonable massing.
• The new addition will correct an awkward flat roofed portion of the e�cisting house.
• There will be a significant change in the height of the existing structure, however this
appears to conform to the height limits and FAR.
4. Interface of the Proposed Structure with the Adjacent Structures to Each Side:
• The larger 2 story wall is being planned on driveway side and appears to be c�uite
massive and a major change in height from the existing. However, it appears to be
broken up with new windows, trim and a varied shape. Suggest landscaping or vines
along the driveway to soften the blankness and mass of the wall at the lower level.
This left side faces a side of a gable roof on the neighboring house and does not appear
to intrude in the privacy.
• Right side is varied in depth and upper story is set back slightly. Different planes and
roof shapes help to scale down this wall. Neighboring house has second story
windows facing this house, however they are set back by the width of the driveway.
There will be some shadow impacts on this neighbor but they are minimized by
setbacks, the clipped gable, and the neighbor's driveway location.
• Rear neighbors will be minimally impacted due to large depth of lots and distance
between structures.
5. Landscaping and Its Proportion to the Mass and Bulk of Structural Components:
• Landscaping is not shown and not apparently a part of the work.
• Would suggest looking at new/improved landscape strip along driveway side of house.
Summarv:
It is my opinion that while the second story addition will have a height and mass impact,
the design largely conforms to the design guidelines and minimizes the impacts.
Recommend approval, with the above suggestions for landscaping and softening the south
elevation, and that new trim, details, windows and other features match the existing.
