SPECIAL PERMIT TO USE A CLASSROOM FOR DAY CARE AT
ROOSEVELT SCHOOL 1151 VANCOWER AVENUE, ZONED R-1
Joan and Len Beatie representing Olympian Day Camp are requesting a
special permit to use an 874 SF classroom (Room #8) at Roosevelt
School for an after school day care program at 1151 Vancouver Avenue,
zoned R-1. The Olympian Day Camp will bus 22 children from
Burlingame Intermediate School to this site Monday through Friday
during the regular school year. Children will be on the Roosevelt
School site from 3:00 P.M. to 6:00 P.M. and then return to Burlingame
Intermediate School. Two vans kept at Burlingame Intermediate School
will be used to transport the children. The children will also use
the larger playground area at the school. The roo� will be used for
arts, crafts and homework tutoring.
Staff Review
City staff have reviewed this request. The City Engineer (August 20,
1990 memo) notes that there is on-street parking available for the
two vans. The Chief Building Inspector (September 12, 1990 memo)
notes that if the room exceeds 1,000 SF a second exit would be
required. The room is less than 1,000 SF.
A�qlicant's Letter
In their letter the applicants note that this request is to use a
single classroom at Roosevelt School as an extension of the Olympian
Day Camp located at Burlingame Intermediate School. The room will be
used for arts and crafts. Transportation for the 22 students will be
provided by Olympian Day Camp. The two vans will be parked on
Vancouver Avenue from 3:00 to 6:00 P.M. The vans are stored at
Burlingame Intermediate School where the main program is held. The
room will be used to further the education of young children which is
�onsistent with the school use. They do not propose any structural
changes to the building or classroom. The only apparent change will
be the two vans parked on the street from 3:00 to 6:00 Monday through
Friday during the school year.
Findincrs for a Special Permit
In order to grant a special permit the Planning Commission must find
that the following conditions exist on the property (Code Sec.
25.52.020 a-c):
(a) the proposed use, at the proposed location, will not be
detrimental or injurious to property or improvements in the

vicinity, and will not be detrimental to the public health,
safety, general welfare, or convenience;
(b) the proposed use will be located and conducted in a manner
in accord with the Burlingame general plan and the purposes
of this title;
(c) the planning commission may impose such reasonable
conditions or restrictions as it deems necessary to secure
the purposes of this title and to assure operation of the
use in a manner compatible with the aesthetics, mass, bulk
and character of existing and potential uses on adjoining
properties in the general vicinity.
Studv Questions
The Planning Commission reviewed this request at their study meeting
on September 10, 1990 and asked several questions (Planning
Commission Minutes, September 10, 1990). Room 8 proposed for this
use has been vacant for two years. It has been used for storage
during this time. The applicant used Room 8 during the summer as an
extension of his summer program at Burlingame Intermediate School for
one week. During this week he used the play yard to receive and
disperse his day camp children. This caused a problem for two days
for the Peninsula Early Learning Center. The problems were resolved
and Mr. Beatie will not operate a summer program at Roosevelt School
in the future. If his room at BIS is not available in the summer he
will use the athletic fields at BIS to collect and disperse his
campers. Mr. Beatie will not provide a musical program as a part of
his activity at Roosevelt. Based on state and district standards the
874 SF room is large enough for 22 students. No evening meetings for
parents are planned.
Plannina Commission Action
The Planning Commission should hold a public hearing. Affirmative
action should be by resolution and should include findings. The
reasons for any action should be clearly stated. At the public
hearing the following conditions should be considered:
l. that the 874 SF classroom (#8) shall be used for after school day
care from 3:00 P.M. to 6:00 P.M. Monday through Friday throughout
the regular school year (September through June) for a maximum of
22 students and no parent meetings shall be held in the evenings
at this location;
2. that the students shall have access to the larger playground
areas during the time they are on site with the day care program
except that this use shall be limited to the 22 students who are
in Room #8;

3. that the students shall be brought to the site and taken from the
site in two vans which shall be parked on the Vancouver frontage
of the building during the program period;
4. that any change to the number of students, the hours of
operation, the area of building used, the number of months this
program uses the building, the method of transporting students or
the time of year the site is used or any change to the operation
of this program at this site shall reguire an amendment to this
use permit; and
5. that this use permit shall be subject to review for compliance
with the conditions in June of 1991 and every two years
thereafter or upon complaint.

only during the shool year.
There will be periods of time when the larger play ground area may

Two (2) of our vans, which are housed at Burlingame Intermediate
School,will provide transportation to and from Roosevelt School.
There will be no over-night or week-end or week day parking of
these vans at Roosevelt School or on the streets there of.

SUPPLEMENTAL TO APPLICATION TO THE PLANNING COMMISSION FOR
SPECIAL PERMIT APPLICATIONS
In order to approve an application for a Special Permit, the
Planning Commission is required to make findings as defined by
the City's ordinance (Code Section 25.52.020). Please answer the
following questions as they apply to your property to show how
the findings can be made for your application request. A letter
may also be submitted if you need additional space or if you wish
to provide additional information for the Planning Commission to
consider in their review of your application. Please write neatly
in ink or type.
l. Explain why the proposed use at the proposed location will
not be detrimental or injurious to property or improvements
in the vicinity, and will not be detrimental to the public
health, safety, general welfare, or convenience.
The proposed use of this single class room will be an extention of the
Olympian Day Camp for use as an Arts & Crafts room. There will be no
public traffic as the Olympian will supply transportation with two
vans for approximately 22 children from 3:00 P.M. to 6:00 P.M.. The
two (2) vans in question �,ill park on Vancouver Ave. The vans are
parked at Burlingame Intermediate School where our extended program
is held.
2. Discuss how the proposed use will be located and conducted
in a manner in accord with the Burlingame General Plan and
Zoning Ordinance.

There will be no added traffic congestion. The room will be used for
its original purpose, the further education of young children.
Discuss how the proposed project will be compatible with the
aesthetics, mass, bulk and character of the existing
neighborhood and potential uses on adjoining properties in
the general vicinity. Per Code Section 25.52.020 (3), the
Planning Commission may impose such reasonable conditions or
restrictions as it deems necessary to secure the purposes of
Title 25 (Zoning) in the operation of the use.
The Olympian Day Camp will be continuing an educational-type of use at an
existing educational facility. No structural changes are proposed to the
building or classroom. The only noted change would be the two vans which
will be parked either on Vancouver or Broadway between 3:00 p.m. and 6:00
p.m.

The following responses are in reply to the questions posed at last night's Planning Commission
meeting.
1. Vacancy
The room proposed for use by Mr. Beattie has not been leased for use in over two years. This
room has been used as storage space.
2. Summer problems
I was norified this summer that there were some problems experienced by a tenant at Roosevelt
School. To summarize, Mr. Beattie's summer program had the use of a classroom at Burlingame
Intermediate School through Wednesday, August 22. On August 23 - 31, he urilized classroom
number 8 and a play yard at Roosevelt to receive his day care participants and disperse them. T'his
created a problem on August 23 and 24 for the Peninsula Early Learning Center. I was called,
talked to Mr. Beatrie, and it is my understanding that this matter was resolved sarisfactorily for all
parties. Mr. Beatrie will not utilize Roosevelt in the future for his summer program; if the
classroom is not available at Burlingame Intermediate School, he will use the field adjacent to the
district office of the school district for receiving and dispersing participants.
3. Music
No music program is to be provided as part of Mr. Beatrie's offering at Roosevelt.
4. Room size
Eight hundred seventy-four square feet is within the allowable loading standard for 22 students for
both the state of California and Burlingame School District.
5. Night meetings
Evening meetings for parents or others are not planned.
