C . 10/11/88 Item # % MEMO T0: PLANNING COMMISSION FROM: CITY PLANNER RE: SPECIAL PERMIT FOR A BEFORE AND AFTER SCHOOL DAY CARE PROGRAM AT 1151 VANCOWER AVENUE, ZONED R-1. Michael and Patricia Bader are requesting a use permit for a before and after school day care program for 30 children to be operated in Room 8 at Roosevelt School, Zoned R-1 (CS 25.56.020). The program will be available to children kindergarten through sixth grade, 7:00 AM to 6:00 PM, Monday through Friday. Children will be in Room 8 from 7:00 - 9:15 AM and from 12:00 Noon - 6:00 PM. A bus will pick them up at Roosevelt School and deliver them to their schools in the morning and pick them up after school and return them to Roosevelt. Parents will pick up their children at Roosevelt by 6:00 pm. Bus service will be provided by a contractor. There would be a staff of three for 30 children. Staff Review City staff have reviewed the request. The Chief Building Inspector (September 9, 1988 memo) and the Fire Marshal (September 8, 1988 memo) had no comments. The City Engineer (September 27, 1988 memo) comments that he has no concern so long as the total parking demand by employees does not exceed the 40 agreed to in the neighborhood guidelines. With this proposal the total employee parking for the site will be 25. Planning staff would note that there are two sets of guidelines for reviewing new proposals at Roosevelt School. One set is from the zoning ordinance (CS 25.56.030) and is used for all uses at all leased school facilities. The other is a set of guidelines developed by the neighborhood and school district specifically for the future uses of Roosevelt School. The zoning guidelines focus on impact on the neighborhood character, access, suitability of site facilities, description of actual hours of operation and number of employees, parking and traffic, and changes to existing buildings. The district guidelines are more specific about compatible uses including parking, hours of site use, noise, maximum number of employees, and no manufacturing activities. The proposed use is generally consistent with the zoning guidelines in that all the information required addressing the criteria for this proposed use is provided. The proposed use exceeds one neighborhood guideline, 8:00 AM - 5:00 PM hours of operation. The day care program would open at 7:00 AM and close at 6:00 PM. It should be noted that other groups leasing facilities at Roosevelt School also open before and close after the hours of operation designated in the school district guidelines. Traffic and parking demands will be off peak since a 5 bus rather than individual cars will and will return them during the day pick up children before and after begun or ended for the day. Applicant's Letter take children from the site . Parents will drop off and other uses on the site have The applicant submitted two letters (August 31 and September 19, 1988). The first letter is a description of the proposed use. The second letter addresses additional explanation. There will be one full-time Administrator/Teacher for the program and two part-time employees. They estimate about 15 of the children will be dropped off between 7:00 and 8:15 AM for the morning program. The 30 children will not be on site until the afternoon. Therefore, the heaviest traffic will be at the evening pickup. The 30 children will arrive at Roosevelt School from their schools by bus at noon, 2:00 PM and 3:00 PM. Therefore, there will be little mid-day traffic impact. Past experience with extended day care on this site (Peninsula Montessori School) indicates parents picking up children will spread between the hours of 5:00 and 6:00 PM. The purpose of the program is to provide more than basic after school supervision. They need to provide a time schedule which will meet the needs of working parents. Because of the staggered starting hours of Lincoln and Franklin Elementary Schools, the bus picking the children up will depart once at 8:15 and again at 9:15 AM. Children will be returned to the site at 12:00 Noon (kindergarten), 2:15 and 3:15 PM. The bus will not be kept at Roosevelt when it is not being used. The bus can carry 26 children so only one bus is needed. The program has been proposed because the after school program at Lincoln School is full. Moreover, they wanted more supervision before and after school than that program offered. They have put up the money to begin the program and will call themselves Activities After School, Inc. They are presently seeking a license from the State for day care. The school district has sent a letter acknowledging the application by Activities After School and withdrawing from their recent application use of Room 8. Studv Ouestions The Planning Commission reviewed this item at their study meeting on September 26, 1988 (Planning Commission Minutes, September 26, 1988). Several items were identified as needing additional information. The bus will drop off and pick up children on the Vancouver side of the school. The bus will make five trips a day: 8:15 AM (pick up), 9:15 AM (pick up), 12:00 Noon (drop off), 2:00 PM (drop off), and 3:00 PM (drop off). The company providing the bus service on contract will store the bus off the Roosevelt premises when it is not in use for this program. 0 The table of required parking at Roosevelt School provides the date for comparison of the hours of operation of the presently approved uses at Roosevelt. Presently Peninsula Montessori begins at 7:30 AM and ends at 6:00 PM; the longest day now at the site. The applicant would propose to begin at 7:00 AM and end at 6:00 PM. Based on the number of students permitted with the proposed program, there would be a total of 70 students arriving between 7:00 AM and 9:00 AM. There would be 23 employees arriving within the same hours. In the afternoon between 5:00 and 6:00 PM, there would be 42 children, and five employees leaving the site. PlanninQ Commission Action The Planning Commission should hold a public hearing. Affirmative action should be taken by resolution and the reasons for any actions should be clearly stated. At the public hearing, the following conditions should be considered: 1. That a before and after school day care program, located in the 1,244 SF Room 8 shall be operated between 7:00 AM and 6:00 PM weekdays for a maximum of 30 children and a staff of three; 2. That the children shall be transported from Roosevelt to their respective schools by a bus by 9:15 AM and transported from their schools to Roosevelt by bus between 12:00 Noon and 3:00 PM; 3. That the program shall serve children from the age of kindergarten through sixth grade and shall be licensed by the State of California as a day care facility, compliant with all the building and fire codes of the City of Burlingame; and 4. The m�imum number of children that will be in attendance is 30. This is also the maximum number that will be on-site at any one time. 2. The functions of the full-time employee are to be the Administrator of the program and to be a teacher at the facility. The two part-time employees will be teachers at the facility, reporting to the Administrator. 3. The facility will only operate on Monday through Friday. There are no weekend hours contemplated. 4. We estimate that approximately 1/2 of the children (about 15) will be dropped off by their parents between 7 a.m. and 8:30 a.m. The remaining 15 children will not attend the before school session, only the after school session. Thus, at most we estimate that there will be 15 cars arriving in the morning and 30 cars in the evening, during 5 p.m. to 6 p.m. We anticipate that there will not be any one "peak" time in the morning or in the evening for the drop-offs - rather they will be spread over the time period specified. This is based on our observations of the Peninsula Montessori School which operates before and after school care at Roosevelt for ages 3 to 6. (Mrs. Bader is the President of the Board of Directors for Peninsula Montessori). Our program is intended to provide an alternative for working parent(s) who want more in a child care program than pure supervision. A school bus will be used to transport the children to and from our program at Roosevelt to their respective schools. The bus will arrive shortly before the time needed to transport the children. Since Lincoln and Franklin have staggered starting and ending schedules, the times the school bus will be at Roosevelt are as follows: 8:15 a.m. and 9:15 a.m. to take the children to school, and noon, 2:15 p.m. and 3:15 p.m. to drop the children off after school. The school bus will not remain on the premises at Roosevelt during the periods the children are not being bussed. The capacity of the school bus is 26 children. Given the staggered starting and ending hours, one school bus has sufficient capacity to handle the needs of our program. All children will be bussed during the day. 6. The proposed day care facility is a new operation - it has never been in existence before. As new parents to Lincoln School this year (our older son attended Carden School previously), we were faced with a huge waiting list for the YMCA before and after school program at Lincoln. Additionally, we wanted more than supervision of our children during the before and after school hours when we are at work. Thus, we are willing to provide the capital to begin a well-organized child development program using trained teachers as staff. Our organization will be called Activities After School, Inc. ".�: I � ,� GUIDELINES FOR LEASING - ROOSEVELT SCHOOL It is the intent of the Burlingame School District Board of Trustees to limit the use of this school premise when considering prospective lessees to the following conditions: 1. The applicant's business is compatible with the facility and its neighbor- hood lcoation. Such business can include: a. Schools, private tutoring, pre-school, arts/dancing instruction and/or indstrial training center. b. Offices for charity or non-profit organizations, as well as small business offices or liglzt commercial industry. 2. Provisions should be made for continued use of the facilities for community service activities (i.e., Senior Citizens, homeowners associations, recreation department classes, scouts, etc.) 3.
