RESOLUTION APPROVING SPECIAL PERMIT
RESOLVED by the Planning Commission of the City of
Burlingame that:
WHEREAS, application has been made for a special permit for
the operation of a day school for learning handicapped students
at Roosevelt School, 1151 Vancouver Avenue ��p,pN 027-340-150 ��
and
WHEREAS, this Commission held a public hearing on said
application on ,7ulv 25. , 1988, at which time it reviewed
and considered the staff report and all other written materials and
testimony presented at said hearing;
NOW, THEREFORE, it is hereby RESOLVED and DETERMINED by this
Planning Commission that said special permit is approved, subject
to the conditions set forth in Exhibit "A" attached hereto.
It is further directed that a certified copy of this
resolution be recorded in the official records of the County of San

SUBJECT: SPECIAL PERMIT FOR OPERATION OF A DAY SCHOOL FOR
LEARNING HANDICAPPED STUDENTS AT ROOSEVELT SCHOOL,
115_1 VANCOWER AVENUE, ZONED R-1
The applicant, George Hart, is requesting a Special Use Permit to
operate a day school for learning handicapped students at
Roosevelt School, 1151 Vancouver Avenue, Zoned R-1 (Code Section
25.56.020 and 030). The proposed school would use two vacant
classrooms (totaling 2,155 SF) and operate on a 180 day academic
calendar beginning in September and ending in June. There would
be two classes with a maximum enrollment of 7 students per class
for a total enrollment of 14 students, aged 11-18 years. The
classes would operate Monday through Friday from 8:30 a.m. to
2:30 p.m. with 5 staff inembers on site.
Staff Review
City Staff have reviewed this application. The Chief Building
Inspector (June 27, 1988 memo), Fire Marshal (June 27, 1988 memo)
and City Engineer (July 5, 1988 memo) had no comments.
Planning Staff would note that Carden School, a private school
for grades K-8 which operated from Roosevelt School since 1981
has moved out and vacated 8 classrooms plus some office space.
The Hart Day School would occupy two of the vacant classrooms.An
application for a use permit has also been filed by the
Montessori School, requesting to use some of the remaining vacant
classroom space.
In addition, the School District has expressed an interest in
moving their corporation yard from Burlingame Intermediate School
to Roosevelt School. It is anticipated the former cafeteria in
the annex building would be converted to a maintenance shop and a
122' x 43' (5,246 SF) fenced in portion of the playground area
would be used to store vehicles. A Special Permit is required
from the Planning Commission for such use of the school
facilities. The School District is expected to submit a request
for a special permit for the corporation yard in August or early
September.
Applicant's Letter
Mr. Hart has submitted two letters date stamped June 21, 1988.
One of the letters provides a general description of the Hart Day
School and the other elaborates on the academic program provided.
Mr. Hart notes that the Hart Day School has been in operation
since September, 1980. Programs are offered for junior high and
high school students. The school provides a structured approach
to the study of basic academics in addition to a behavior
modification program to improve the students' academic progress.
There is a close-knit teacher student association which is
supportive of an individual�s needs. Emphasis is given to
individual instruction, with a maximum of 6 students per teacher.
In addition, four parent/teacher conferences are required yearly.
Students are required to take a full course of academic subjects
and a low pressure physical education program is also offered.
Study Questions
At the study meeting on July 11, 1988 the Planning Commission
reviewed this application and asked several questions (Planning
Commission minutes July 11, 1988). Seventy percent of the
students take public transit to school; two students arrive on a
school bus and one student takes a taxi . The students leave at
staggered times between 12:30 p.m. and 2:30 p.m. The Hart Day
School students will use different areas of the playground than
the other children on the site and will not directly interact
with the other children. It is currently planned that the
Montessori School children will use the two fenced in play areas
and the Hart Day School will use the main playground and possibly
the basketball court if it is available in the future. The
playground would only be used by the Hart Day School for
structured physical education classes. There are no recess
breaks.
The Hart Day School has no plans to use the kitchen facilities on
the premises. Bathroom facilities will be shared with the
Peninsula Early Learning Center. The Hart Day School students
(currently all male) will be allowed to use the boys' bathroom
facilities in the area leased by the Peninsula Early Learning
Center. In exchange, the staff of the Peninisula Early Learning
Center will be allowed to use the staff bathroom facilities in
the area to be leased by the Hart Day School. If in the future a
female student is enrolled, she would be allowed to use the staff
bathroom facilities (Planner's memo dated July 14, 1988).
A table has been prepared by staff which lists the other uses
currently at Roosevelt School, as well as the total number of
employees on the site. In addition, possible future uses of the
site are also noted on this table. On-site parking demand for
the existing uses is for 11-17 parking spaces. With the addition
of the Hart Day School, total parking demand would increase to
16-22 parking spaces. With the inclusion of both the Montessori
School (Special Permit application has been filed) and the School
District Corporation Yard (application expected to be filed),
total parking demand would increase to a maximum of 29 parking
spaces. When Carden School (previous tenant) was operating from
this site, maximum parking demand was estimated to be for 26
parking spaces.

The Planning Commission also asked if the two parking spaces on
the playground were still being used by the Roosevelt School
tenants. The striping of these two parking spaces was a
condition of the Special Permit approved for the operation of the
Peninsula Parent�s office from this site. It was subsequently
determined by the School District that parking cars on the school
playground would be a hazard to children using the area.
Therefore, two parking spaces were instead designated at the end
of Broadway, perpendicular to the school site. These parking
spaces are still being used by the tenants of the school.
However, the continued use of these parking spaces is uncertain
at this time. The School District, in its anticipated move of
the corporation yard to this site, recently painted a red curb in
front of these parking spaces and installed a gate in the fence,
intending to use one of the parking spaces as a driveway to drive
vehicles onto the yard area for storage. The red curb has since
been painted over by the City to again allow parking. The parking
of trucks on the school yard has discontinued until such time as
a Special Permit is approved by the City for such a use. For the
time being, the parking has been reinstalled and is being used by
the Roosevelt School tenants.
PlanninQ Commission Action
The Planning Commission should hold a public hearing and take
action by resolution. The reasons for any action should be
clearly stated. At the public hearing the following conditions
should be considered:
1. that the leased area consisting of two classrooms totalling

Hart's Letters of June 21, 1988 including that there shall be
a maximum of 14 students and 5 staff inembers on the site at
any one time;

This letter is in response to George Hart's request for a letter of support,
regarding his intent to lease classroom space for a day school for learning
handicapped students.
The Burlingame School District Board of Trustees has approved a lease for 2,155
sq.ft. of district property commonly known as Roosevelt School, subject to
approval of all required licenses and permits. Attached is a rough site plan
showing the area Mr. Hart will be renting.
I've included a copy of the 'Guidelines for Leasing School Facilities for
Roosevelt School' for your information. This type of operation meets these
Neighborhood Guidlines which were established in 1980.

GUIDELINES FOR LEASING - ROOSEIIELT SCHOOL
It is the intent of the Burlingame School District Board of Trustees to limit
the use of this school premise when considering prospective lessees to the
following conditions:
1. The applicant's business is compatible with the facility and its neighbor-
hood lcoation. Such business can include:
a. Schools, private tutoring, pre-school, arts/dancing instruction and/or
indstrial training center.
b. Offices for charity or non-profit organizations, as well as small
business offices or light corrQnercial industry.
2. Provisions should be made for continued use of the facilities for comnunity
service activities (i.e., Senior Citizens, homeowners associations,
recreation department classes, scouts, etc.)
3. The playground shall be accessible for neigk�borhood recrational use. Super-
vision should be considered for safety and to avoid vandalism.
4. Traffic flow should be limited with no large trucks.
5. Parking should be limited to the street.
6. The hours of use of the school facility should be limited to normal busi-
ness hours, 8:00 a.m. to 5:00 p.m., with the exception of occasional
evening activities.
7. Noise related to business activity should be non-existent.
8. The number of employees in the total facility should be limited to forty
(40).
9. No manufacturing activity should be considered.

SUBJECT: 1151 B Vancouver Avenue - Proposed Use of Site for
Teaching Learning Handicapped Students
DATE: July 14, 1988
I discussed with Mr. Hart the Planning Commission questions at
their study meeting on July 11, 1988. Mr. Hart explained that
there is a restroom off of Room 4(labelled room W on floor plan)
which they will use as the staff bathroom. The students will use
the boys restroom off of room 3. They do not have any female
students. If in the future they have a female student, she would
use the staff bathroom. The boys restroom is actually part of
the Peninsula Early Learning Center and will be shared with the
Hart Day School in exchange for the Early Learning Center�s use
of the staff bathroom. The Hart School will not be using the
kitchen facilities on the property.
Generally, seventy percent of the students take public transit to
school. Currently, aside from the students who take public
transit, two students arrive on a school bus and one student
takes a taxi. Mr. Hart also pointed out that the students leave
the site at staggered times between 12:30 p.m. to 2:30 p.m.
The students will not share the same playground as the other
students on the site. It is currently planned that the
Montessori School children will use the two fenced in play areas
and the Hart School will use the main playground and possibly the
basketball court area if it is available in the future. There is
no recess, therefore the playground will only be used for
structured physical education classes. The Hart Day School
students will not mix with the other students on the site. Mr.
Hart commented that he has operated this program in conjunction
with a day care program in the past and is sensitive to the needs
of younger children on the site.
