The cafeteria in the annex building will be converted to a shop area with equipment suitable to repair locks, small equipment and minor carpentry. Rooms 6 and 8 also in the annex would be used for related storage. A 43' x 122' area of the yard, already fenced, adjacent to the Broadway frontage would be used to store the district's four maintenance vehicles and to house maintenance employees' cars while they are using district vehicles. No school vehicles will be maintained or worked on at the Roosevelt site. Four school employees, two gardeners and two maintenance employees, will work from the Roosevelt site. They will arrive at 7:00 A.M. and return the school vehicles to pick up their own at 4:00 P.M. Monday through Friday. The two maintenance employees will spend about five percent of their work time on the site using the shop area. The school district proposes to plant ivy on the chain link fence to screen the parked vehicles from neighbors� view. They also propose to offer the extra parking within the fenced in area, about six to eight spaces, to the tenants of the portion of Roosevelt School which fronts on Broadway. This will compensate for the two existing off-street spaces on Broadway removed to create the curb cut access to the fenced parking area. Staff Review City staff have reviewed the school district�s proposal. The Chief Building Inspector (August 3, 1988 memo) has no specific comments but agrees with the Fire Marshal�s (August 3, 1988 memo) comments that the sprinkler system would have to be extended to cover the entire room in the cafeteria and flammable material storage should not exceed 30 gallons which would be stored in a metal cabinet. The City Engineer (August 15, 1988 memo) comments that the two off- street parking spaces removed to provide for the access ramp to the fenced parking should be replaced and the access ramp engineered to ensure safe access and use. � e n 2 Planning staff would note that there are presently five tenants at Roosevelt School. Together they generate a parking demand for 19 to 25 spaces during the week days. The district proposed use would add four to increase parking demand to 23 to 29 spaces daily. However, these four employees plus six to eight of the tenant staff will be able to park off street, reducing the overall on-street parking impact for the school to about 17 to 19 spaces. When the ivy grows on the fence the stored vehicles should not be visible to neighbors across the street. The maintenance operation would use only one of the existing three fenced in areas on the Roosevelt School grounds. The remaining school yard will be available for tenant use. Presently the district�s maintenance shop and vehicle storage is at Franklin School. It is being proposed for relocation because of a shortage of space at Franklin. Applicant's Letter In his letter of July 22, 1988 Dr. Black describes his request for the maintenance shop and vehicle storage area. He notes that the vehicles are pickup trucks. He also notes that three of the four employees working from this site will spend all of their time at other sites in the district. The fourth employee, the maintenance supervisor, will spend only 5$ of his time working in the new shop area at Roosevelt. He notes specifically that no vehicles will be repaired by the district at this location. Rooms 6 and 8 would be used for district storage. Study Ouestions The Planning Commission reviewed this request at study on August 22, 1988 and asked several questions (Planning Commission Minutes, August 22, 1988). The school district will offer the extra parking spaces within the fenced area to the tenants of the portion of the school facing Broadway (True Learning Center and Montessori School of Burlingame). There will be 10 to 12 spaces in the enclosure. Maintenance vehicles and/or maintenance workers/gardeners� cars will be parked in the area, taking four spaces. The remaining spaces will be available for tenant use. Two presently available parking spaces along the street used by tenants will be removed for the access to the parking lot. These will be offset by the provision of six to eight spaces for tenants� use inside the fenced in area. The district will plant fast growing ivy on the fence along Broadway to screen the parked vehicles. The city Parks Director estimates it will take three to five years before the ivy spreads to the point where it completely covers the fence. The maintenance supervisor is one of the four maintenance/gardening employees who will work from this location. In his subsequent letter of August 30, 1988 Dr. Black notes that the present ramp structure from Broadway down into the parking area c 3 will be replaced by an engineered structure which will be safe for tenants and employees to use. In appearance it will match the black top of the surface of the parking area. The safety of this ramp was an issue addressed by the City Enqineer. Plannincr Commission Action The Planning Commission should hold a public hearing. Affirmative action should be taken by resolution. The reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: 1. that the conditions of the City Engineer�s August 15, 1988 and Fire Marshal's August 3, 1988 memos shall be met; 2. that the school district shall use the cafeteria for a maintenance shop area, Rooms 6 and 8 for storage and a 5,246 SF fenced in portion of the school yard for the storage of four maintenance vehicles and at least eight supplemental off-street parking spaces for tenants of the school building as described in Dr. Black's letters of July 22 and August 30, 1988; 3. that four school district employees would be assigned from this site and would work between 7:00 A.M. and 4:00 P.M. Monday through Friday; 4. that only minor repairs to locks, small equipment and minor carpentry would occur on the premise and no district or other vehicles shall be repaired on this site; 5. that the vehicle storage area will be fenced and the fence screened with fast growing ivy to block view from the adjacent properties of the storage area and the school district shall maintain the vegetative screen; 6. that two of the four off-street parking spaces at the end of Broadway on school property shall be retained for tenant use and that at least eight of the spaces within the truck storage area shall be designated for building tenant use; 7. that the remainder of the school yard shall be available for the use of the tenants on the site; 8. that any change in the number of employees, number of vehicles, hours of operation, type of maintenance activity or any other aspect of this operation on this site shall require amendment to this use permit; and �� 9, that this use permit shall be reviewed in June, 1989 for compliance with the conditions set forth and on complaint thereafter. �'1 i�-_ Ma g ret Monroe City Planner MM/s cc: Dr. James E. On the Broadway side of the school, at the end of the building, there is a curb-cut which we plan to use as the driveway to a parking lot. There is a 43' x 122' area enclosed by an 8' high chain fence, which would allow for twelve 9'x20' parking spaces. This would take care of the parking needs of our four employees and allow eight renter staff inembers to park off the street. Our maintenance staff, consisting of two maintenance men and two gardeners, would arrive at approximately 7:00 a.m. to pick up the pickups, leave their automobiles and then return at approximately 4 p.m. to leave the pickups for the night. The maintenance helper and two gardeners spend all of their time out in the district working at the schools that are in operation. The maintenance supervisor spends 95% of his time working at the schools. The cafeteria would be a mainte- nance shop where the maintenance supervisor would spend about 5% of his time doing minor carpentry, i.e., occasionally making small cubbies or bookshelves, and repairing locks and small equipment. NO VEHICLES ARE REPAIRED BY DISTRICT EMPLOYEES. Rooms 6& 8 would be used for storage by the district. I will call you the week of August 15. Thanks for any help you can give us. PARKING The district plans to utilize the current tennis court facility for off- street parking. This space would accommodate approximately 12 parking spaces. The district would utilize at least four spaces for Maintenance and Gardening vehicles. The remaining spaces would be divided between the two tenants who enter the building from Broadway Avenue - True Learning Center and Montessori School of Burlingame. Z. The use of the old tennis courts for off-street parking would seem to offer an opportunity to help alleviate on-street parking. The creation of a ramp/driveway access to the fenced in yard area off of Broadway will involve removing two of the existing four parking spaces on Broadway. A total of 12 parking spaces will be created within the fenced in yard area. Four of these parking spaces will be used for the proposed maintenance yard operation, and 8 parking spaces will be available for use by other tenants of the School. The School District plans to assign 5 of these parking spaces for use by the True Learning Center and 3 parking spaces for the Montessori School. The School District intends to plant Algerian ivy along the Broadway side of the property, to shield the School District trucks from view of the neighbors. Algerian ivy can be bought 5 to 7 feet tall and will grow even higher. The Park�s Director has noted that it will take approximately 3 to 5 years before the Ivy spreads to the point where it completely covers the fence. There will be a total of 4 employees for the proposed maintenance yard/shop operation, one of which will be the maintenance supervisor.
