OFFICE USE AT ROOSEVELT ELEMENTARY

Lisa Rosenthal and Marlene Douglas, representing Peninsula Parent
newspaper, are requesting a special permit to use a 550 SF area at the
rear of the kindergarten building at Roosevelt School for the offices
of a for profit newspaper on education and parenting (Code Sec. 25.56.
020). The paper has a regional distribution and will not be printed or
distributed from the site. The office will be open Monday through
Friday from 9:00 A.M, to 5:00 P.M. It will be staffed by two full time
employees and one part time employee.
These applicants previously requested and were approved a special
permit to operate the same business in 939 SF at Hoover School. In the
end they decided against locating at Hoover School because, during the
review process, the School District announced that they were going to
try to sell the Hoover School site. The District does not know at this
time when the Hoover site will be sold.
The Zoning Code has an individual section, 25.56, addressing the rental
or leasing of vacant school sites. Under the general regulations (Code
Sec. 25.56.030) eight criteria are list�d to be considered in the
granting or denial of such permits. These criteria include:
neighborhood character; proximity of major streets and public
transportation; availability of on-site facilities; the type of
activity, hours of operation, number of employees and number of people
regularly visiting the site; parking and traffic impacts on adjacent
streets; changes to District facilities; possibility of continued use
of the site by the neighborhood children and adults; and neighborhood
criteria developed by the School District (see attachment to
Dr. Black's letter of September 16, 1986).
Staff Review
City staff have reviewed this request. The Fire Marshal (September 25,
1986 memo) and the Chief Building Inspector (September 22, 1986 memo)
have no comments. The City Engineer (September 22, 19$6 memo) notes
concern about the continued increased demand for parking as uses
cumulate at this school. He recommends that parking for at least the
2.5 staff people at this business oe provided on site.
Planning staff would note that current uses on the Roosevelt School
site generate parking during their hours of operation of 13 to 22
spaces based on regular on-site staff. This number does not include
adults coming during the day to assist in classrooms and participate in
other regular on-site activities. This number also does not include
the parking required for the staff of High Hopes, the program
previously located in the kindergarten building. There were four

staff inembers at High Hopes which occupied 1,100 SF or the entire
kindergarten building. The applicant proposes to have an on-site staff
of 2.5 in one-half the structure. Further, permits allow as many as
285 children to come regularly to the site on weekdays except holidays
and summer vacation between the hours of 8:30 A.M, and 3:00 P.�.
Previous studies show the majority of these children are delivered by
car. The 12 adults attending High Hopes were bused to the site.
Applicant's Letter
In her letter Lisa Rosenthal, Editor of Peninsula Parent, writes that
they are applying for a special permit for a 550 SF area of the
kindergarten building at Roosevelt School to use as an office for their
community oriented free parents' newspaper. She acknowledges that they
did just receive a use permit to operate at Hoover School, but because
of the District's recent decision to sell the property were unwilling
to move onto the site. The Superintendent told them about a comparable
site at Roosevelt that was available. The intended use is the same as
proposed for Hoover, an office and organizational base. Printing will
be done in San Jose and the papers delivered to a garage in San Mateo
for bulk distribution. She notes that the office equipment will
include three desks, two file cabinets and a computer.
Accompanying Ms. Rosenthal's letter was a letter from James Black,
Superintendent of schools, dated September 16, 1986. In his letter
Dr. Black notes that the 550 SF area is now available, restrooms are
available in the building. He notes this type of office operation
meets the School District's neighborhood guidelines established in 1980
for Roosevelt School (copy attached). He also notes narking should be
limited to the school side of the street. The Board of Education will
be considering the lease agreement in October.
Study Questions
At their study meeting on October 14, 1986 the Commission asked several
questions (Planning Commission Minutes, October 14, 1986). Several of
these questions are addressed in the Planner's report of October 16,
1986. There are three different operations now at Roosevelt School.
Together these uses generate a need for parking for 13 to 22 cars
during the day. Including the five parking stalls at the end of
Broadway (in the street right-of-way) and excluding the three white
loading zones, there is curbside parking on the Roosevelt side of the
street for 25 cars. If all programs enrolled to the maximum number
permitted there could be as many as 285 students brought to the site
each weekday. Almost all of them by private car, some carpool. The
parking need estimates for existing uses do not include the parking
required by classroom volunteers who come during the day for at least
the True Learning Center program.
To the existing regular parking need of 13 to 22 would be added the
applicants' three employees plus any people who would visit their
office during the day. Caltrans studies indicate a typical office use
would probably generate about five trips per day. The number of

parking spaces would be dependent upon how long each person stayed.
But based on typicals with three employees, this use would require on
average two spaces beyond the three required by the employees. Thus
the total parking need on the site for the four uses (three approved
and office) would be 18 to 27 spaces plus those spaces needed for
volunteers. Retaining the loading zones, there are 25 curbside parking
spaces available.
The High Hopes program employed four staff inembers who oarked in the
area; but all participants were bused to the site. Thus the previous
parking need was 17 to 26 spaces. However, High Hopes occupied 1,100
SF. Under the current proposal 550 SF of the kindergarten building
remains vacant and available for lease.
Planninq Commission Action
The Planning Commission should hold a public hearing and take action.
Affirmative action should be taken by resolution. The reasons for any
action should be clearly stated. At the public hearing the following
conditions should be considered:
1. that the area used for office shall be limited to 550 SF of the
kindergarten building at Roosevelt School;
2. that the office operation shall be limited to two full time and one
part time employees between 9:00 A.M, and 5:00 P.M., Monday through
Friday, and no printing or distribution of goods would take place
on this site;
3. that all parking for employees shall be on the school side of
Vancouver and Broadway exclusive of the three designated loading
zones, and that, if possible, two parking spaces should be
designated on the school site for the use of this business;
4. that bathroom facilities in the kindergarten building shall be made
available to these tenants; and
5. that this use permit shall be amended for any changes in operation,
amount of space leased or number of employees and shall be reviewed
for compliance with required conditions in one year (November,
1987).

Dear Lisa,
This letter is a follow-up to our meeting on September 16, 1986, regarding the
leasing of a portion of the Kindergarten Room at Roosevelt School.
We discussed leasing 550 sq.ft, of this facility at $.50 per square foot. The
total amount per month would be $275.00 per month or $3,300 per year. Restroom
facilities are available in this building.
Your type of office operations meets the Neighborhood Guildines, established in
1980, for Roosevelt School. Parking should be limited to the school side of the
street.
Please let me know soon if this reflects our conversation as I plan to request
approval of a lease at the October 14, 1986 meeting of the Board of Trustees of
the Burlingame School District.

GUIDELINES FOR LEASING - ROOSEVELT SCHOOL
It is the intent of the Burlingame School District Board of Trustees to limit
the use of this school premise when considering prospective lessees to the
following conditions:
l. The applicant's business is compatible with the facility and its neighbor-
hood lcoation. Such business can include:

The following information was requested by the Planning Commission:
1. Available parking includes five stalls at the end of Broadway on
this property and curbside parking for approximately 25 cars which
does not include the three loading zones (two on Vancouver and one
on Broadway).
2. Parking demand for existing uses is for 13 to 22 parking spaces;
including the pr000sed office, the demand would be increased to 16
to 25 spaces. Mrs. Douglas said, however, that they could both
walk from Mrs. Rosenthal's home which is a block-and-a-half away,
thus reducing total parking demand by two cars. The following
