9.1.2 Review of Bid Proposal
Peninsula Early Learning Center, Inc. placed a bid for Alter-
nate ho. 1 at the lowest acceptable bid price of $.35 per
square foot per month, eauivalent to $11,718 on an annual
basis for the first year. This space is in the east wing of
the main building and includes rooms 3 and 4, the adjacent
hallway, and the supply rooms immediately across the hall
from room 4-- a total of 2,790 square feet. A second party
also bi� on this space as a portion of their total bid. The
resolution of this mutual interest has been explained in
9,1. The applicant has requested alternate No. 3 of lease
ter`ms which is a five year lease without option. The Peninsula
Early Learning Center, Inc. provides a Nontessori �ethod
educational program designed for youngsters 2 years 9 months
through 6 years. It is incorporated as a non-profit organi-
zation in the state of California and is mana�ed by a Board
of Directors. This organization has continuously operated
since 1969. Its need to relocate is precipitated by the sale
and development of existing leased premises for condominium
construction.
All information requested in the Bid Pr000sal form including a
cashier's check for the two m�nth rent deposi_t has been provided.
The references provided have been contacted with very positive
responses received from each one. A copy of the Federal tax re-
turn for school year 1979-$0 has been received and reviewed along
with a proposed budget for the 1981-82 school year. Both documents
show stronp financial stability. The operation of the school
appears to meet all of the nei�hborhood guidelines as set forth
in Item 3 of the Bid Resolution.
RECOMMENDED MOTION: Accept the bid of Peninsula Early Learning
Center, Inc. to lease rooms Nos. 3 and 4,
main hall adjacent. and supply rooms directly
across hall from room 4 in the East wing of
Roosevelt School, 1151 Vancouver Avenue,
Burlingame, CA for a period of five years
without further options. Annual rent for
the first year is to be $11,718. All terms
and conditions set forth in Resolution :10. 8
dated February 10, 1981 are hereby made a
part of these terms by reference. Occupancy
may occur upon fulfillment of all of said terms.

We propose to continue our Montessori preschool and kzndergarten
with 35 enrolled in the morning class (8:45-11:30) and 15 in the afternoon
class (12:30-3:15). There will be about 10 children on the premises during

etc. , which teach the children respect for the environment and the
rights of others, as we11 as their own rights. This allows the children
to make their own decisions and become independent responsible workers.
The teacner s erves as an obs erver, guide, and exenlplar. Her
observations allow her to direct the children to their areas of special
need. She assists in ordering a child's work for success. The teacher
gives clues to extend the exploration of the materials. She gives pre-
sentations of r.ew woric and re-de�rnonstrations when it is necessary.
Each teacher is responsible for keeping daily records of children's
activities in her area. She also keeps progress reports up to date
and attends weekly teacner's meeting where the children are discussed.

Maria Montessori said, "It seems that the

with his lifc. " We can say that the child
becomes what he absorbs and grows to be
a direct reflection of his environment and
his perception of it. Thus, if the child is
aurrounded by warm and loving people
whose actions express intereat in and
appreciation of the child, the child �vill
absorb these feelings and Uecome a warm,
loving and secure person.
ENROLLMENT is limited to twcnty cluldren
per session. Children gencrally are admitted
into the program belv✓een the ages of two
years and nine montlis and eix years.
Prior to 3naking an application, parents �re
encouraged to visit the echool and observe
either aession. After applying, and as a
part of the admission procedure, children
participate for a short tizne in the class
tvider a teacher�s obaervation.

by teachers who have been �raduated
from an internationally recognized
tcacher traing center and are cer-

teaching credentials.
The staff alsu includes interns from
the College of Notre Darne tcacher
training center.
