Summary: The applicant/property owner, Vicki Collins, is requesting a fence exception for height in the front setback. The fence regulations state that a fence may only be 5' -0" tall within the 15'-0" front setback. The applicant is requesting an additional 1'-0" of lattice on top of the 5'-0" fence for a total height of 6'-0". Since this is a corner property, the front of the lot is considered to be Palm Drive and the exterior side of the lot is considered to Crossway Road even though the front door and address is on Crossway Road. Any encroachment ,into this 2' -0" area will reguire a Special Encroachment permit from the City Council. The Fire Marshal and the Chief Building Official had no comments. . 1 0 FSNCS SXCSPTION m 801 CROSswAY ROAD Required Findinqs for a Fence Exception: In order to grant a fence exce[tion the applicant must show and the Planning Commission must find the €ollowing exist (CS 25.78.040)": 1. that there are exception circumstances; 2. that there is no public hazard; 3. that neighboring properties will not be materially damaged; and 4. that the regulations_esuse unnecessary hardship upon the petitioner. Planninq Commission Action: The Planning Commission should hold a public hearing. Affirmative action should include findings made for the variance requested. Reasons for any action should be clearly stated for the record. MPROVING ON A good thing, Portland landscape architect John Herbst. Jr.. thoughtfully upgraded the de- siQn of a "good neighbor" fence that had begun to show its age. Weathered wood and a pronounced tilt presented Herbst with the twofold chal- lenge of giving the fence a more contemporary look and makine it stand upright. Herbst wanted to make his improvements within the framework of the fence's clas- sic desien, which alternates vertical boards on opposite sides of a center stringer so there is no "bad" side. Part of his solution was to insert three ( -by-2 vertical boards in the open spaces between the ex- ` istinQ (-by-8s, and then run horizontals (a t-by-�4 and a 1- by-2) across them. A new coat of stain blended new boards with old. This updating was accomplished without any visible change to the opposite side of the fence, which faces three neighbors. Straightenina the fence was more complex. As is common with aging wood fences, the fence posts had been the first things to go. Instead of tryin� to replace the posts, Herbst � desianed a system of free- standinE trellises that work like the�tlying buttresses of Gothic cathedrals to hold the fence upright (while also serv- ing as multidimensional sup- ports for vines). Pressure- treated 4-by-4s set almost 3 feet into the ground keep the trellises solidly in place. Spanning the tops of these posts are horizontal trellis panels that rise 2 feet above the top of the fence, subtly maskinQ the house beyond. ■ � Bv Peter O.
