Summary: An application for Design Review and a Conditional Use Permit for a new two-story single-family dwelling and a detached garage with a half bathroom at 1025 Cabrillo Avenue, zoned R-1, was approved by the Planning Commission at the most recent hearing on November 24, 2014. The applicant submitted revised plans date stamped October 2, 2015. The plans reflect the following as-built changes to the project: 1. The length of the windows has been reduced by a foot; 2. The muntin pattern on the windows has been altered so that there are fewer divided lites; 3. The trim beneath the balcony on the rear and right side elevations has been eliminated; and 4. the row of new medium-sized shrubs proposed on the left side fence line has been reduced in number to 12 Italian Cypress trees. The row of hedges along the left side fence line was requested by the neighbor on the left for privacy and noise buffering during the original approval process. The applicant decided to keep most of the existing vines at this location and to install 12 shrubs opposite of the second story staircase window. Attached is an email from the applicant to Planning Staff and copies of text communications between the applicant and the neighbor to the left of the subject property to show that the neighbor has reviewed and approved the revisions. Other than the changes detailed in the applicant's email and revised plans, there are no other changes proposed to the design of the house. If the Commission feels there is a need for more study, this item may be placed on an action calendar for a second review and/or public hearing with direction to the applicant. These changes included some alterations to window openings on the upper and lower floors and the removal of an exterior balcony trim band at the breakfast nook area. To summarize, these changes were implemented for safety, privacy, security and functional reasons. It is my hope that this letter, as well as the letter from my architect James Chu, fully explains the slight alterations. However, I am more than happy to provide additional explanation to the Commission at your convenience, if necessary. I would first like to address the upper floor window alterations. These changes provided additional safety measures by raising the window base by one foot, which reduced the window size, but ensured a safer range for children and small pets. As evidenced by the finished product, the windows are still very large allowing for the aesthetics of the community and the Commission goals, but provide additional safety assurances for any future home owner. Another reason for the change was to accommodate furniture. As these are bedrooms, furniture would be higher than the window base. This touches upon the safety issue again, as well as functionality. As for the lower floor window alterations, the window located at the front left corner was altered to accommodate the gas meter. The window was reduced in height by only one foot to accommodate the location of the gas meter and does not alter the aesthetics of the house. The other windows were reduced in height proportionally, which also provided for more appropriate heights for furniture placement, privacy and functionality. Lastly, due to the location of the down spouts and deck drain and overflow, the exterior balcony trim located at the breakfast nook was removed. Thank you very much for your time.
