PERMIT REVIEW
CP Monroe discussed five use permits up for review in December, 1983 and staff site
visits which found all applicants were operating within the conditions of their
permits. Staff recommended the following permits be approved with review in 18 months
time (June 1985):
Item 10 - massage service, 1302 Bayshore Highway

Item 14 - Excursions in Learning, 1151 Vancouver Avenue
It was recommended Item 11, classes at 810 Burlway Road, be reviewed in one year
(January 1985).
C. Taylor moved for adoption of the City Planner's recom�nendations with review of
these five use permits as stipulated in the staff report. Second C. Cistulli; motion
approved unanimously on roll call vote, C. Leahy absent.

SUBJECT: REVIEW OF FIVE USE PERMITS
Five use permits were up for review in the month of December:
Special permit amendment for massage at 1302 Bayshore Highway
Special permit for classes at 810 Burlway Road
Special permit for coffee shop at 875 Mahler Road
Special permit for car rental agency at 1755 Bayshore Highway
Special permit for Excursions in Learning at 1151 Vancouver Avenue
Staff has made site visits and contacted the applicant in each case. In all cases
the applicants are operating within the conditions of their permits. In the case
of the use permit for 810 Burlway Road the applicant's business has not expanded
as quickly as he thought it would; and he has not yet operated his business to the
level described in the use permit conditions.
Staff would recommend that four of these use permits be approved with review again
in 18 months (June 1985):
- massage at 1302 Bayshore Highway
- coffee shop at 875 Mahler Road
- car rental agency at 1755 Bayshore Highway
- Excursions in Learning at 1151 Vancouver Avenue
Further staff would recommend that the use permit for classes at 810 Burlway Road
be reviewed in one year's time (January 1985) in anticipation that the business will
be in full operation by then.
Al1 applicants will be notified as a part of this Planning Commission action that if
they wish to change any aspect of their operation from that outlined in their use
permit, they must file for an amendment to their use permit.

SUBJECT: REVIEW OF THE 2/14/83 SPECIAL PERMIT FOR CLASSES AT 810 BURLWAY ROAD
On 2/14/83 the Planning Commission approved the above Special Permit for employee
sales and demonstration classes at this location with the following conditions:
1. that daytime seminars on the site be limited to business meetings
of company employees; �
2. that employee training or employee sales seminars in the evenings be
limited to the total nurnber of employees of the business, not to exceed
25, Monday through Friday, 7:30 P.M. to 10:00 P.M.;
3. that no employee meetings on this site would be publicly advertised;
4. that no installation of alarms occur on this site;
5. that five (5) parking spaces be identified specifically for the use
of this business;
6. that this permit be reviewed in nine months time; and
7. that the operation of this business comE�ly with Mr. Bergren's letter
of December 28, 1982.
In keeping with Condition No. 6, a site inspection and follow-up phone calls were
made to review the site (see the 12/1/83 memo to CP Monroe, attached).
Mr. Bergren is operating this business in conformance with the conditions of the
2/14/83 permit; however, since he is not in full operation, Planning staff recommends
a subsequent site inspection in one year when Mr. Bergren's alarm system business
should be in full operation.

SUBJECT: REVIEW OF THE 2/14/II3 SPECIAL PERMIT FOR
CLASSES AT 810 BURLWAY ROAD
Identiguard Systems was granted a Special Permit on 2/14/83 to hold classes
for employees on this site. The permit is due for review.
On 11/14/83 I visited this site and no one was there. I also called but was
unable to-reach Mr. Bergren, the applicant. There was very little evidence
that Identiguard was even operating on site, just their name on the parking
lot entrance directory.
On 11/28/83 I tried calling again and left a message on a recorder. Mr. Bergren
called back that afternoon and explained that it is taking time to establish his
business but that he is still in operation. His employee training classes and
sales seminars have not yet started but he hopes they will soon. Presently this
location is not used very much; his customers do not come to this site.
Is a future inspection in order when he is finally in full operation?

Since there was no appeal to or suspension by the City Council, we wish to advise
the February 14, 1983 Planning Commission approval of your Special Permit application
became effective February 23, 1983.
This application was to allow classes in the M-1 district at 810 Burlway Road. The
February 14, 1983 minutes of the Planning Commission state the permit was granted
subject to the following conditions:
1. that daytime seminars on the site be limited to business meetings of
company employees;
2. that er�ployee training or employee sales seminars in the evenings be
