Since there was no appeal to or suspension by the City Council, we wish to advise
the February 14, 1983 Plannino Commission approval of your Special Permit application
became effective February 23, 1983.
This application was to allow classes in the M-1 district at 810 Burlway Road. The
February 14, 1983 minutes of the Planning Commission state the permit was granted
subject to the following conditions:
1. that daytime seminars on the site be limited to business meetings of
company employees;
2. that employee training or empioyee sales seminars in the evenings be
limited to the total number of employees of the business, not to exceed
25, Monday through Friday, 7:30 P.M. to 10:00 P.M.;
3. that no employee meetings on this site would be publicly advertised;
4. that no installation of alarms occur on this site;
5. that five (5) parking spaces be identified specifically for the use of
this business;
6. that this permit be reviewed in nine months time; and
7. that the operation of this business comply with Mr. Bergren`s leiter
of December 28, 1982.
Any site improvements or construction work will require separate application to
the Building Department.

Dear Mr. Bergren:
At their rieeting of January 17, 1983 the City Council decided to return
your request for a special permit to hold classes at 810 Burlway Road �o the
Planning Commission for additional consideration. The reason for this
decision was that you had requested a modification to the proposal which
was heard by the Planning Commission. Staff will schedule your hearing
before the Planning Commission for February 14, 1983 at 7:30 P.P�. The
Commission will expect to hear from you regarding your revised request.
The February 14 meeting will be held in the Council Chambers, 501 Primrose
Road, Burlingame. �,'e look forward to seeing you there. -

Councilman Amstrup expressed concern that Planning Commission had not
been presented this request.
City Planner briefly reviewed her memorandum of January 12. Applicant
had presented two requests to Planning Commission, (1) for classes and
(2) for retail sales. The Planning Conmission had denied both. Ap-
plicant has now withdrawn the request for retail sales and wants only
to hold classes in the M-1 district.

Some Council members were conaerned that Planning had not studied the
single request; perhaps it would have aooroved one where it denied
two.
Councilman Amstrup moved to send this request back to the Planning
Commission. Seconded by Councilman Crosby, carried by roll call vote.

PUBLIC HEARING - SECOND READING - ORDINAIVCE 1242 - ALLOWING METAL ROOFS
AND BUILDINGS •
City Attorney reviewed council action on this ordinance.
Mayor Barton opened the public hearing. There being no comments, the
hearing was closed.
Councilman Martin moved adoption of Ordinance 1242. Seconded by
Councilman Crosby, carried unanimously by, roll call vote.
CHAMBER OF COMMERCE AND TRAFFIC, SAFETY & PARKING COMri12SSI0N REPORTS
ON PARKING
City ►Qanager reviewed his memorandum of January 13 and the Chamber of �
Commerce and TSP reports on oarking. The Chamber of Commerce was re-
questing extension of free parking and/or reducing meter rates to 10
cents per hour; modification of ineters to accept pennies; and free
parking on Saturday. The TSP suggested adjusting some four-hour
meters; better enforcement on long-term lots; and reduction of ineter
rates from 25 cents to 20 cents per hour. He stated staff needs
direction on the one-hour free parking which council extended until
this meeting.
Jim Fehlhaber, former chairman of the TSP Commission, reviewed the
commission's report.
Doug Beetlestone, Chamber of Commerce Parking Committee, reviewed the
Chamber report. Also speaking in favor of the Chamber's report was
Joan Tucker of Charles Stationers, and Marlo Faullmer of Status Thimble.
Council discussed at length the proposal of the Chamber of Commerce.
It was determined that the Chamber would do a survey or study on the
effect of the free parking after the end of February; that it wanted
free parking on the street meters, not the lots; that free parking
would be extended to the lots on Saturdays, as well as the streets;
that the signs for large/small car parking would be removed; that at
this time there would be no conversion o£ the meters to dimes or
pennies; and that the signs in the meters would have to be changed �
to inform people that they would be ticketed after one hour of free
parking.
Councilman Amstrup moved to approve the Chamber of Commerce request
with the exception of converting rates in the meters and changing the
sign in the meters to inform people that they would be ticketed after
one hour of free parking. Seconded by Councilman Martin, carried
unanimously by roll call vote.
RECESS
Mayor Barton declared a recess at 9:10 p.m. Council reconvened at
9:15 p.m. with all members present.
