RECOMMENDATION-
BACKGROUND:
Approval of Transfer.
Several months ago you approved a property tax tr.ansfer from
Hillsborough to Burlingame as a preliminary to LAFCO proceedings
on the transfer of a small strip of the Hoover School site which
is in Hillsborough. The District wishes to transfer that portion
from Hillsborough to Burlingame so that the purchaser of the
Hoover site will have the property all within one jurisdiction.
On October 21, 1987 the transfer of the property, technically
called a reorganization, was approved by the San Mateo County
Local Agency Formation Commission. It is now be£ore the City
for approval.
Under the LAFCO statutes this is known as an uninhabited annex-
ation and may only be denied if a majority protest is received
from persons in the area being annexed. This, of course, is
academic and LAFCO therefore authorized the annexation to be
approved by the City without formal notice and hearing. An
appropriate resolution is enclosed for your action.
FINANCIAL IMPACT:
The school site is currently exempt from taxation; however, the
City will receive the property tax from both this piece and the
balance of the Hoover site once the property is developed.

RESOLUTION OF THE LOCAL AGENCY FORMATION COMMISSION
OF THE COUNTY OF SAN MATEO �
AMENDING THE SPHERES OF INFLUENCE OF
THE TOWN OF HILLSBOROUGH AND CITY OF BURLINGAME AND
MP}KING DETERMINATIONS AND APPROVING THE PROPOSED
REORGANI2ATION OF THE HOOVER SCHOOL SITE
INVOLVING DETACHMENT FROM THE TOWN OF HILLSBOROUGH
AND ANNEXATION OF THE SAME TERRITORY TO
THE CITY OF BURLINGAME
RESOLVED, by the Local Agency Formation Co�nission of the
County of San Mateo, State of California, that
WHEREAS, a proposal for a reorqanization involving certain
territory in the County of San Mateo was heretofore filed with
the Executive Officer of this Local Agency Formation Commission
pursuant to Title 5, Division 3, commencinq with Section 56000 of
.� the Government Code; and '
wHEREAS, the Executive Officer has reviewed the proposal and
prepared a report, including his recommendations thereon, the
proposal and report having been presented to and considered by
this Commission; and
. WHEREAS, it appears to the satisfaction of this Commission
that all owners of the land included in the proposal consent to
the proceedinq; and
WHEREAS, a public hearing by this Commission was held on the
proposal and at the hearing this Commission heard and received
all oral and written protests, objections, and evidence which
were made, presented or filed, and all persons pres:nt were given
an opportunity to hear and be heard with respect to any matter
relating to the proposal z:.d Executive.Officer's report.

NOW, THEREFORE, the Local Agency Formation Commission of the
County of San Mateo DOES HEREBY RESOLVE, DETERMINE AND ORDER as
follows:
Section 1. The Spheres of Influence of the Town oP
Hillsborough and City of Hurlingame are hereby amended to
transfer the Landa of the Hoover School Site (0.8± acre) to the
Burlinqame Sphere of Influence.
Section 2. This proposal is approved, subject to the
following term and condition:
a. The applicant shall submit a revised map and legal
description which meets the requirements of the County
Department of Public Works.
Section 3. The boundaries are approved as described in
Exhibit "A" attached hereto and by reference incorporated herein.
Section 4. The territory consists of 0.8± acre, is found
to be uninhabited, and is assigned the following distinctive
� short form desiqnation: Reorganization of the Hoover School Site
involvinq Detachment from the Town of Hillsborough and Annexation
of the Same Territory to the City of Hurlingame.
Section 5. The City of Burlingame in the County of San
Mateo is designated as the conducting authority pursuant ta
Government Code Section 56029 and the City of Burlingame is
hereby directed to initiate proceedings pursuant to Government
Code 5ection 57000 in compliance with this resolution; said
proceedinqs may be held w3thout notice and hearing, without an
election or both, pursuant to Government Code Section 56837.
Section 6. The Executive Off3cer is hereby authorized and
directed to mail certified copies of this resolution in the
manner and as provided in Section 56853 of the GovernmQnt Code.
In addition, the Executive Officer shall mail to the conducting
authority a copy of the application/petition, map and legal
description, and the environmental finding accompanyinq this
proposal.

Beginning at a point on the eoutherly line of Summit Drive, eaid
point being at the intereection of the westerly line of Lot 4,
Block 5 and eaid southerly line as said Drive, Lot and Block are
ehown on the map entitled, "Burlingame Hills, San Mateo County,
California," filed in Volume 9 oE Maps at Page 2, San Mateo
County Records, said point also being an angle point in the cor-
porate limits of the Town of Hillsborough as establiehed by
Annexation No. 7 dated Auguat 23, 1921; Thence from eaid
Point of Beginning southerly along said corporate limite and eaid
