SUBJECT: SPECIAL PERMIT FOR AN AFTERSCHOOL
ELEMENTARY AGED CHILDREN AT HOOVER
FAMILY YMCA. 2220 SUMMIT DRIVE
CHILDCARE PROGRAM FOR
SCHOOL BY PENINSULA
Liz Weiss, representing Peninsula Family YMCA, is requesting a special
permit for an afterschool childcare program for 30 children to be
operated at Hoover School, 2220 Summit Drive during the school year
(September to June). A special permit is required because Hoover
School is in the R-1 District (Code Sec. 25.28.030). A permit is also
required for all uses of vacant school sites. The code identified
specific criteria which the Commission should review (Code Sec. 25.
56.030). These criteria are addressed in the staff report.
The proposed childcare facility will operate from 11:00 A.M. to 6:00
P.M., Monday through Friday, September through June. There will be
three staff inembers and a maximum of 30 children. The program will
lease one room at Hoover School. Children will be brought to the site
by bus; and picked up by their parents. All children will be off the
site by 6:00 P.M. Only 10 to 12 children are expected to be on the
site from 5:00 to 6:00 P.M. (Code Sec. 25.56.030-b,c,d).
Citv Staff Review
The city staff have reviewed this application. The Chief Building
Inspector (July 22, 1985 memo) had no comments. The Fire Marshal (July
19, 1985 memo) noted the operator must have a state license for this
facility and the fire alarm must be in operating condition. The City
Engineer (August 8, 1985 memo> notes that he has been concerned in the
past about peak hour traffic but there have been no complaints. He
identifies three conditions: that all parkinq be on site or in
designated parking areas, that children shall be loaded and unloaded on
site and that the use permit be reviewed in one year.
Planning staff would note that the dance movement group which had a
special permit to operate at Hoover School have not been tenants on the
site for a year. Thus their use permit has lapsed. The dance studio
had groups of eight to 15 students each hour, 9:00 A.M. to 5:00 P.M.
Therefore the impact of this use, in terms of vehicle trips between
4:00 and 6:00 is about the same as the YMCA childcare program (Code
Sec. 25.56.030-d,e).
Current tenants are the Chinese Bible Evangel and childcare center.
The childcare center serves 60 children, 7:00 A.M. to 6:00 P.M., Monday
through Friday. Children are picked up from this center between 4:30
and 6:00 P.M. The Chinese Bible Evangel holds church services on
Sunday and has a permit to have 10 students live on site. Four
employees of the church are also on site weekdays.

Applicant's Letter
Liz Weiss, representing YMCA: Peninsula Family, notes the use permit is
needed for a new afterschool program. She notes the program will
operate 11:00 A.M. to 6:00 P.M., Monday through Friday, September
through June. Children will be delivered by bus between 2:00 and 3:00
P.M. There will be a maximum of 30 children in the program. She has
discussed the program with those operating the childcare center on the
site. They appear to be able to coordinate their programs. They will
also work out some arrangement for access to the bathrooms with the
Chinese Bible Evangel during the afternoon.
A letter (July 29, 1985) from Glenn Stewart representing the Burlingame
School District included a copy of a floor plan denoting the area to be
leased.
A number of letters in support of the application were submitted by
Mary Beltran, John and Diane Geer, Noel Yamashita and John and Kathryn
Levi.
Commission Study 4uestions
At study on August 12, 1985 the Commission asked a number of questions
(Planning Commission minutes, August 12, 1985). The faciity will open
at 11:00 A.M. because the staff needs to prepare for kindergarten
children who end their school day at 11:50 A.M. Other children will
arrive by bus between 2:00 and 3:00 P.M.
The hallway will only provide access to the classroom and bathrooms.
It will not be used for daycare activities. The Fire Marshal noted
that the hallway cannot be used for daycare activities. Based on
previous data collected by the Planning staff (November 10, 1980), the
trip generation on site by existinq uses (childcare center and Chinese
Bible Evangel) and the 3CMCA proposed use are as follows:

The dance movement use expected to generate 40-50 trips between 4:00
and 6:00 P.M. which is the critical peak hour and is about the same
trip generation at that hour as the Peninsula Y afterschool program.
Therefore the number of trips generated between 4:00 to 6:00 is
cumulatively about what was previously approved.
It is unclear if there is additional vacant room for lease at Hoover
School. Probably the problem of additional uses should be addressed at
the time we get another request and have some better track record on
the traffic impacts of the current tenants.

Commission Action
The Planning Commission should hold a public hearing. Affirmative
action on this request should be taken by resolution. The reasons for
any action should be stated clearly. At the public hearing the
following conditions should be considered:
1. that the conditions of the Fire Marshal's July 19, 1985 memo and
the City Engineer's August S, 1985 memo shall be met;
2. that the daycare facility shall be operated from 11:00 A.M, to
6:00 P.M., Monday through Friday, September through June to serve a
maximum of 30 children with a staff of three adults;
3. that the majority of the children shall arrive at the site by bus,
and carpooling shall be actively encouraged by the YMCA for
homebound trips;
4. that joint use of the playground and bathroom facilities shall be
satisfactorily worked out with the other tenants on the site and
the playground facilities will continue to be available to the
residents of the adjacent area; and
5. that this use permit shall be reviewed for compliance with all
conditions and review of any complaints received in June, 1986.

Enclosed is the application form for special use permit the YMCA needs for
a new afterschool program at Hoover School. T've also enclosed a copy of our
check request form as I wanted to make sure we are on the agenda August 12th.
The check will be coming from our head office in the city in a week or two. I
have requested that Dr. Slack forward a copy of the schools floor plan showing
the room they will use, as 2 will be out on a Y-camping trip until July 15.
The arrangements for the site includes the 11:00-6:00 operating hours, Mon
thur Eriday, during the school year Sept thru June. There will be 3 employees,
maximum utilizing up to 3 parking spaces. Children will be delivered to the school
by the Franklin PTA bus which already stops at Hoover School for regular drop-
offs and pick-ups at approximately 2:00 and 3:00 p.m. Parents will pick up
children by 6:OOp.m. The maximum number of children in the program will be 30.
I have met with the operator of the Pre-school to discuss any conflict of
playground or parking use and we were able to work any differences or questions
out, so that I don't anticipate any problems being at the school during the same
hours. The YMCA will need to have usage of the bathrooms located on the upper
level, near the rear of the building. I understand the church/bible college
uses these on mornings and weekends. Since we would only need them afternoons,
I'm sure we can work something out.

I have reviewed this application for use of this site. In review of
previous application for this site, I have related concerns as to number
of trips generated by this site's usage, especially at peak hours.
This application will add some additional demands to the intersection
and the roadways: The amount is not at all clear from the application.
The exact cumulative demand should be considered to determine if it is
acceptable. It may now be above that of original Hoover School usage,
although I am not aware of any complaints.
The following are conditions wf!ich shoultl ue attached to any approvals:

All loading and unloading of children shall be done on site to avoid
U-turns and children crossing the street.
A yearly review of the operation should be made.

Lincoln School in September. My husband presently
works full-time and 2 am planning to rejoin the
workforce full-time in September after an absence
of 5 years.
Quality after-school child-care is a top-priority
issue for us as I cannot feel comfortable about
pursuing my career if we do not have adequate care
for our son. We are looking for a program where
our son will be with other children from his own
school and where the children are well-supervised
and have planned activities. The YMCA program
offers the after-school care we are seeking.
However, they can only accept our son into their
program if the Hoover site is approved.
Please take our situation into consideration when
you prepare to vote on the Hoover site issue. We
urge you to vote in favor of the site.

This application by Claudia Baker to use two rooms on the ground floor of the main building
at Hoover School for a"dance and movement education program" is described by the attached
Project Assessment, proposed schedule of classes at Hoover School submitted by Mrs. Baker,
and copy of the Dance Movement brochure for the present program at the Peninsula Sports
Center, 1239 Rollins Road. A copy of the Bid Proposal Form submitted to the Burlingame
School District is also attached for information; the Dance Movement bid was accepted by the
School District October 14, 1980 "subject to (their) securing a special use permit from the
City of Burlingame".
A comparison of this application with the 9/9/80 "Guidelines for Leasing Hoover School"
would appear to allow a finding that the "dance and movement education program" is consistent
with the guidelines agreed by adjacent residents. The November 3, 1980 memo from the City
Engineer notes that "the Dance Movement will increase the peak hour traffic by an estimated
16 vehicle trips. This is not a significant increase over the estimated 120-150 vehicle
trips for the other two uses previously (approved) for this site".

From this pattern, the peak on-site parking demand appears to be 25-33 vehicles 9:30 AM to
11:45 AM; off-peak demand varies between 9-15 vehicles (peak demand for the Chinese Bible
Evangel and Hoover Children's Center was 19-23 vehicles 9:00 AM - 12:30 PM, with 9-13
vehicles off-peak). The previous evening peaks of approximately 30 vehicles and a Sunday
morning peak of 30-50 vehicles will remain unchanged.
Exhibit A of Dr. Black's letter is a plan of Hoover playground with 64 potential parking
spaces. It was suggested to the Commission in October that long term parking be limited to
the 31 spaces along the edge of the playground (spaces no. i-8 and 42-64), and that the
center of the area be kept free for recreation use. The two earlier special permits for
Hoover School are likely to use 2/3 of the perimeter playground parking. Dance Movement
will require 6-10 additional parking spaces and, if approved, will fill all the remaining
perimeter parking.
Given the above, staff has no objection in principle to this application by Dance Movement.
Additional traffic and parking will result, but both appear to be just under the maximum
practical limits for this property; problems may occur, but solutions (in terms of
rescheduling classes, carpooling or other options) may be negotiated with the lessees and
School District. To allow a simultaneous review df all Hoover School tenants, it is suggested
that this permit be subject to review and possible amendment or cancellation in 5 months
(which will correspond with the first review of the Chinese Bible Evangel and Hoover Children's
Center).
If, after discussion of the material filed with this application and the several concerns
expressed in October with the previous lessees, Comnission determines that a special permit
should be approved to Dance Movement, the following conditions are recommended:

that the permit be approved to Claudia Baker, dba Dance Movement and be non-
transferable;
that the operation of the dance program be consistent with the materials filed
with this application;
3. that no parking be allowed on the Hutnick easement on the north side of the
school;
4. that all staff and student parking be on-site in parking spaces 1-8/42-64, such
spaces to be marked by either pavement striping or signs, the plans for which
shall be subject to the approval of the Department of Public Works;
5. that the center of the playground be kept free of vehicles;
6. that a system of markers or paving striping be prepared for peak event �arking,
the plans for whiCh shall be subject to the approval of the Department o� Public
Works;

7. that a 20' fire lane across the playground be kept clear at all times, such
fire lane to be identified on-site to the satisfaction of the Fire Department;
8. that Summit Drive and the approach road from Summit Drive to the playground be
posted with "no parking" and "no stopping at any time" signs, and that a sign.be
posted on the schoolyard gate: "Fire Lane - no parking at any time" and "no
stopping at any time";
9. that the conditions of the October 29, 1980 memo from the Chief Fire Inspector
be met satisfactorily; and
10. that this permit be reviewed in 5 months, and be subject to amendment at that
time if problems have been observed.

I have a son in the second grade at Lincoln School aince my husband
and I work, we need afterschool childcare.
For the past two years the YMCA has had an excellent program at
Franklin School. However, Franklin working parents need the site for
their children. As a result, Lincoln parents assisted the Ymca staff
in assessing a new site. We investigated over 10 sites, but we only
found one that met the appropriate standards for a childcare center.
This site is at the Hoover School in Burlingame.
As a citizen of Burlingame and as a working parent, I am requesting �
hat you allow the YMCA to have a day care program at Hoover School. Please
keep in mind that parents do not pick up their children at the sametime,
and some parents aquire care less than 5 days per week. We see no major
traffic problems resulting from this program.
Your constituency in Burlingame is changing, more women are becoming
part of the work force. There is a need for quality childcare in this
city. The I'I�1CA answeres this need. I encourage you to permit the
establishment of this center on behalf of Lincoln School working parenta.

My name is Mark Zuckerman. I am a working parent of an eight year old,
presently attending Lincoln School in Burlingame. My wife and I have sent
our child to the after school YMCA program at Franklin School for the past
two years. However, due to the large demand for this child-care facilities,
the site will be utilized only by Franklin School children.
As a result a group of over 20 Lincoln School parents joined together
this past year to locate an alternate child-care site. The parents group
reviewed over 10 local sites, but all Locations except for Hoover School were
rejected as inadequate or unavailable for use.
Therefore, I ask you as a working parent and a Burlingame resident, to w
allow the YMCA to run a day-care facility at Hoover School. As a reassuring
note, parents do not pick up children at the same time, therefor little or
no traffic problems should occur around the Hoover School area.
Finally, as working parents move into Burlingame, a lack of child-care
facilities for their children will be identified. Lincoln School alone has
shown a marked increase enrollment of kindergarteners and anxious parents
concerned about child-care facilities. Hopefully, the City Council will
begin to encourage the establishment of child-care facilities in Surlingame
to help working parents as well as stimulate new business endeavors.
