Since there was no appeal to or suspension by the City Council, we wish to advise
the August 26, 1985 Planning Commission approval of your special permit application
became effective September 4, 1985.
This application was to allow an afterschpol childcare program for elementary aged
children at Hoover School, 2220 Summit Drive. The August 26, 1985 minutes of the
Planning Corcmission state the permit was approved with the following conditions:
1. that the conditions of the Fire Marshal's July 19, 1985 memo and the City
Engineer's August 8, 1985 memo shall be met;
2. that the daycare facility shall be operated from 7:00 A.M. to 9:30 A.P�. and
from 11:00 A.P-1. to 6:00 P.M., Monday through Friday, September through June
to serve a maximum of 30 children with a staff of three adults;
3. that the majority of the children shall arrive at the site by bus, and carpooling
shall be actively encouraged by the YMCA for homebound trips;
4. that the joint use of the playground and bathroom facilities shall be satisfac-
torily worked out with the other tenants on the site and the playground facilities
will continue to be available to the residents of the adjacent area; and
5. that this use permit shall be reviewed for compliance with all conditions and
review of any complaints received in June, 1986. '
Any site improvements or construction work will require separate application to the
Building Department.

I have reviewed this application for use of this site. In review of
previous application for this site, I have related concerns as to number
of trips generated by this site's usage, especially at peak hours.
This application will add some additional demands to the intersection
and the roadways: The amount is not at all clear from the application.
The exact cumulative demand should be considered to determine if it is
acceptable. It may now be above that of original Hoover School usage,
although I am not aware of any complaints.
The followin9 are conditions wf!ich should 'ue attached to any approvals:

As with previous applications, all parking shall be on site or in the
designated parking areas.
All loading and unloading of children shall be done on site to avoid
U-turns and children crossing the street.
A yearly review of the operation should be made.
