HomeMy WebLinkAbout2220 Summit Drive 2 of 4 - Staff ReportCOUNCIL HEARING December 1, 1980 MEMO T0: CITY COUNCIL FROM: CITY PLANNER SUBJECT: SPECIAL PERMIT TO ALLOW DANCE MOVEMENT TO OPERATE AN EDUCATION PROGRAM FOR CHILDREN AND ADULTS AT HOOVER SCHOOL This application by Claudia Baker to use two rooms on the ground floor of the main building at Hoover School for a"dance and movement education program" is described by the attached Project Assessment, proposed schedule of classes at Hoover School submitted by Mrs. Baker, and copy of the Dance Movement brochure for the present program at the Peninsula Sports Center, 1239 Rollins Road. A copy of the Bid Proposal Form submitted to the Burlingame School District is also attached for information; the Dance Movement bid was accepted by the School District October 14, 1980 "subject to (their) securing a special use permit from the City of Burlingame". A comparison of this application with the 9/9/80 "Guidelines for Leasing Hoover School" would appear to allow a finding that the "dance and movement education prog'ram" is consistent with the guidelines agreed by adjacent residents. The November 3, 1980 memo from the City Engineer notes that "the Dance Movement will increase the peak hour traffic by an estimated 16 vehicle trips. This is not a significant increase over the estimated 120-150 vehicle trips for the other two uses previously (approved) for this site". The previous evening peaks of approximately 30 vehicles and a Sunday morning peak of 30-50 vehicles will remain unchanged. Exhibit A of Dr. Black's letter is a plan of Hoover playground with 64 potential parking spaces. It was suggested to the Council in November that long term parking be limi.ted to the 31 spaces along the edge of the playground (spaces no. 1-8 and 42-64), and that the center of the area be kept free for recreation use. The two earlier special permits for Hoover School are likely to use 2/3 of the perimeter playground parking. Dance Movement will require 6-10 additional parking spaces and, if approved, will fill all the remaining perimeter parking. The Commission held a public hearing on this application November 10, 1980. Four persons spoke in favor of the permit, and one neighbor spoke in opposition; two letters in support were read by the Corranission Secretary. There was general concern about peak afternoon traffic congestion; the City Attorney advised that "if there were severe problems . this permit (together with the two earlier permits for Hoover School) could be reconsidered (at any time) with a noticed public hearin9". After further discussion, Commissioner Jacobs moved for approval of this special permit application with 10 conditions; however, the motion failed to pass on a 3-3 vote (Comnissioners Cistulli, Harvey and Mink dissenting; Commissioner Taylor absent). This denial was appealed by Claudia Baker in her November 12, 1980 letter to Council, and a new public hearing scheduled for December 1, 1980. Given the materials filed with this application, staff has no objection in principle to the approval of a special permit for Dance Movement. Additional traffic and parking will result, but both appear to be just under the maximum practical limits for this property; problems may occur, but solutions (in terms of rescheduling classes, carpooling or other options) may be negotiated with the lessees and School District. To allow a simultaneous review of all Hoover School tenants, it is suggested that this permit be subject to review and possible amendment or cancellation in 5 months (which will correspond with the first review of the Chinese Bible Evangel and Hoover Children's Center). CP discussed the combined vehicle trips/parking required by the three programs at this school. Staff had no objection to approval with review in five months (corresponding with the required review of the other two programs on the site). If approved, 10 conditions were suggested in the staff report. Discussion: who will police the "no parking" and "no stopping" requirements?; concern about peak afternoon traffic congestion. Claudia Baker, the applicant was present. She discussed her program, noting it would help to keep the school occupied, rather than vacant; the cultural and physical development program she would be offering, giving school children something to interest them after school; classes would be small and it was expected many participants would be from the nearby area; would like to stay in my own community with this program". The proposed hours and participants in the various classes were discussed as well as the applicant's discussions with_the School Board. Chm. Sine opened the public hearing. The following spoke in support: .- Susan Rodgers, 2701 Easton Drive - Chris Cannon, 1304 Bernal Avenue - Jane Prewett, 2973 Arguello Drive - a participant and neighbor of the school; unique program; will walk to the classes. my children and myself have taken these classes; a service to the community and the only one of its kind in Burlingame; live in the area and will walk. have been involved with PTA and education in Burlingame; this type of activity has been diminishing in the schools and think it a service the community might well provide; exceptional classes; have participated with one of my children. - Norine Nicolson, 154 Los Robles Drive - have participated in the program; a constructive, creative program conducted with integrity for the benefit of the community. _ . P�G /�iv��o �. Z There were no further comments in favor. Valija Hutnick, 2202 Surtmit Drive spoke in opposition expressing concern about traffic congestion and the possibility of accidents. There were no further comments and the hearing was closed. Secretary Harvey read letters in support received today from: Mr. and Mrs. John S. Root, 1407 Montero Avenue and Mrs. Carol M. Wood, 615 Bayswater Avenue. There was Commission concern about pea': afternoon traffic congestion. Discussion included: unanimous approval of the use; suggestion that the three programs work closely to mitigate traffic problems; need for full review in five months; difficulty in making a judgment with little data as to the traffic impacts; widening of the school driveway; limit Hoover School applications to these three. CE Erbacher did not believe that morning traffic would be a problem; however, afternoon traffic would create congestion, and early review was suggested. CA Coleman advised that if there were severe problems before the five month review date, the applications could be reconsidered sooner with a noticed public hearing. In view of the review requirement which would allow limitation or amendment of the permits at Hoover School and the fact that the three applicants appear to be cooperating to mitigate the problems, C. Jacobs moved for approval of this special permit with the following conditions: (1) that the permit be approved to Claudia Baker, dba Dance Movement and be nontransferable; (2) that the operation of the dance program be Consistent with the materials filed with this application; (3) that no parking be allowed on the Hutnick easement on the north side of the school; (4) that all staff and student parking be on-site in parking spaces 1-8/42-64, such spaces to be marked by either pavement striping or signs, the plans for which shall be subject to the approval of the Department of Public Works; (5) that the center of the playground be kept free of vehicles; (6) that a system of markers or paving striping be prepared for peak event parking, the plans for which shall be subject to the approval of the Department of Public Works; (7) that a 20' fire lane across the playground be kept clear at all times, such fire lane to be identified on-site to the satisfaction of the Fire Department; (8) that Sumntit Drive and the approach road from Summit Drive to the playground be posted with "no parking" and "no stopping at any time" signs, and that a sign be posted on the schoolyard gate: "Fire Lane - no parking at any time" and "no stopping at any time"; (9) that the conditions of the October 29, 1980 memo from the Chief Fire Inspector be met satisfactorily; and (10) that this permit be reviewed in 5 months, and be subject to amendment at that time if problems have been observed. The maximum number of cara with 100% enrollment would be eight. Thia number would be further reduced by carpoola. Currently, I have one clasa vith 100% enrollment or eight studenta. Safe driving demands this. I will also emphaeize this need to my parente when they enroll. This apecial uae permit would come up for review in only five months� allowing the city a cloae watch on the traffic probleme of the area. There is a atrong commitment among the tenants invblved in the Hoover aite to see these permits continued� and we are willing to work together on any problems which arise. Due to the nature of the Hoover Childrens Center's program, peak arrival and departure times within the critical 4:30 to 6:OOpm houra will not be known until enrollment ia complete. Our programa may not cause traffic problema for each other. If there are problems, we are willing to work together on solutione and have talked with each other to this point. Posaible aolutions I would conaider to k�affic problems.include adjueting class beginning and ending ttmes, hiring a traffic director for those hours or uaing a etaff inember to direct traffic. I want to streae that we will work cloaely to avoid problems and to solve any which may arise. Considering the financial benefit to the Burlingame achools, the more total utilization of the Hoover aite, the nature of my program which will aervice the neighborhood children, the emall classes which do not significantly increase peak traffic flow, and the pledge to work with exiating tenants to aolve any problema ae they ariae, I ask that you grant this special use permit. Yost FROM: Chief I'ire Inspector Howard Pearson September 26, 1980 SUBJECT: Hoover School - Use by Chinese Bible Evangel, Inc. and Hoover Children's Center An inspection has been made of this facility where it is proposed to use the second floor by the Chinese Bible Evangel and a detached building as a day nursery. In order to prevent fragmentation of the fire department requirements, a letter is being sent to Mr. Glenn Stewart of the Burlingame Elementary School District. In our letter to Pfr. Stewart we have listed all of the requirements, and as the property owner, he will be able to resolve who will be responsible for the various items. A copy of our letter to Mr. Stewart is attached. Fire Chief Fricke has asked that the improvements and corrections in our letter to Mr. Stewart be listed as a condition to any use permit that is granted. The Fire Department does not have any objection to the proposed use by the religious organization or as a nursery school provided the fire safety as detailed in our letter is completed. H. In order to expedite this matter, the entire list is being sent to you with copies of.the letter being sent to Mrs. Mc Carthy and Rev. Sen Wong. A list of these items is as follows: 1 2. Fire hose which is not required by present code may be removed. When fire hose is removed, all signs on fir hose cabinets reading "FIRE HOSE" must also be removed and cabinets secured. Boiler room is to be cleared of all excess storage. Combustibles are not to be stored in the boiler room nor are objects that would interfere with access around boiler. 3. Fire protection equipment such as automatic sprinkler system, local fire alarm system, fire doors and fire extinguishers are to.be restored to full operating condition. 4. Insecticides are to be stored in a location that is not adjacent to boiler room or other hazardous locations. 5. All exit doors are to be openable from the inside without special know- ledge or effort. All padlocks and chains on exit doors are to be perma- nently removed. 6. Curtains and drapes in auditorium are to be tested for flame resistance. If required degree no longer exists, it will be necessary�to replace or have drapes treated with materials and methods as approved by the State Fire Marshal. ' 7. Scuttle hole opening into attic space is to be equipped with a cover that provides one hour fire resistive protection. 9. Opening from main kitchen into corridor is to be closed, or this open- ing is to be protected by a self-closing, tight-fitting smoke and draft control assembly having a fire protection rating of not less than 20 minutes. 10. Commercial type cooking range, which was previously used for warming food, is to be equipped with an approved fire extinguishing system, as it has been determined that new use will involve cooking oils and grease-laden vapors. Hood, duct, £ilters and fan housing are to be •installed with a permit from the Burlingame Building Department. 11. The Fire Chief has indicated that he is concerned about access into the playground area. Any parking layout should be $o designed that parked cars do not interfere with access and manuverability of fsre apparatus. 12.. It is recommended that any special permit issued for Hoover School will � include the following conditions: a. �ire lane or an adequate right-of-way through the school yard be provided for fire equipment in the event vehicles are to be parked . in the school yard. b. Her experience includea working with a variety of stylea (ballet, tap. modern dance, etc,) She developed the dance department at Mercy High School in Burlingame. For the past year she has directed Dance Movement, including all aspects of publicity, finance, and planning. Dance Movement has been located at Peninsula Sports Center and as operated as a aeperate part of the Center's activitiea. During the eight years that Claudia Baker has been a resident of Burlingame, ahe has participated in a variety of dance activitiee on the Penineula. Theae include six years of teaching dance at Mercy High School, choreographing theater productions for the Burlingame Recreation Center and the Redwood City Coummnity Theater� and teaching as a creative dance epecialiat in severai Burlingame nursery achools, to name a few. Re: Dance Movement - 2220 Swmnit Drive Hoover School Our Department's major concerns as expressed on the other two proposed uses are the traffic generated at peak period, the adequacy of on-site parking and the elimination of loading and unloading of students on Summit Drive, Canyon Avenue and Easton Drive. The application from the Dance Movement will increase the peak hour traffic by an estimated sixteen (16) vehicle trips. This is not a significant increase over the estimated 120 to 150 vehicle trips for the other two uses previously considered for this site. With confirmation of adequate on site parking for this additional use and the restriction that all loading and unloading of students be on site, Engineering suggests only that if the application is approved, that it be reviewed in six months or a year to see if there are any additional restrictions necessary for vehicular and pedestrian safety. ��i�� Frank C. It has been found that the rooms are suitable for the intended use. One door which was nailed shut for security purposes should be made openable again which was agreeable to both Mrs. Baker and Mr. Glen Stewart of the Burlingame School District.
