SUBJECT: AMENDMENT OF 1978 VARIANCE TO ALLOW CURLEY-BATES COMPANY
TO LEASE 14,000 SF OF WAREHOUSE SPACE AT 860 STANTON ROAD
The present application by Mr. William Benevento, Vice President and Treasurer of
Curley-Bates Company, 860 Stanton Road, is to amend conditions 2(c) and 2(d) of
Planning Commission Resolutio� 8-78 (to reduce on-site parking from 35 spaces to
33, and to reopen a truck loading dock door). With these changes, Curley-Bates
Company proposes to lease 14,000 SF of warehouse space to Cort Furniture Rental.
The attached Project Assessment describes this application in further detail.
Mr. Benevento's March 17 letter and the March 14 letter to Curley-Bates from
Mr. Steven Rose, District General Manager of Cort Furniture Rental, sketch in the
background to this requested amendment of the 1978 variance.
Copies of this application were circulated to the Public Works Department and Fire
Department for comment. The Fire Department has no objection to the proposed
change; the Chief Building Inspector notes that "should this application be approved,
the Building Department will require plans . . to cover the proposed construction".
The Traffic Engineer advises that so long as Res. 8-78 Condition 2(e) continues
to be observed ("no more than 35 persons shall be employed on this property at
any one time") no problems are anticipated with the requested amendments.
In staff's opinion this is a modest change to the earlier variance which was
unanimously approved by the Commission (ref. attached 11/27/78 minutes). No
problems have been observed with this property or Curley-Bates employee parking.
It is recommended therefore that a new resolution be prepared and recorded to amend
condition 2(c) and delete condition 2(d) of the 1978 resolution. A draft of this
new resolution is attached for Comnission review. If it is found to be satisfactory,
the resolution can be adopted by motion and then sent to the County for recording.

next, thus making the figures even more reliable.

We are writing this letter at the suggestion of the Planning Department
outlining our need for what we believe to be minor amendments to the
existing Parking Variance on our property located at 860 Stanton Road,
Burlingame, California. By way of back-up, I am enclosing a copy of
our letter of October 26, 1978, which is as applicable today, with but
minor modifications, as it was when it was written.
The most significant change, and the reason for this request for amend-
ment, is that we consolidated both our Burlingame and Irvine warehousing
operations into a needed larger facility in Nevada. For the last nine
months, we have been actively seeking a tenant who would be both compatible
with us, and a credit to our neighborhood. We believe we have now located
such a tenant. We are enclosing a letter of their intent, as well as their
latest annual report and some literature which we believe you may find of
interest. In our opinion based upon our discussions their warehousing
operation would create even less traffic than did ours.
Our problem, however, is that the prospective tenant eventually will have
two of its own delivery trucks, and, therefore, will require the use of
both roll-up doors. As you may recall, The City required that we seal one
roll-up door as a condition to creating two parking spaces in the warehouse
driveway. Thus, we would like to eliminate these two parking spots, and
reduce the total number of parking spaces from the current 35 to 33, which
we believe to be adequate for both operations.
We are currently working with Price Waterhouse in the design and imple-
mentation of a new information system which will be operational in Fall,
1980. With the increased efficiency afforded, we will he able to operate,
taking into account the 5 to 8 parking spaces we will allocate to our

tenant within the 33 total spaces. This is before taking into account
the heavy travel schedules of some sales executives as well as normal
absenteeism associated with sickness and vacations.
In closing, we would mention that the cost to us of carrying an empty
warehouse in this day of rapidly approaching 20% prime interest rates
is difficult at best. We do not desire, nor expect, to create an off-
street parking problem, and would like to ask for your favorable consider-
ation of our request.
