Categorically Exempt per Section: 15303 - Class 3 - construction and location of limited numbers of new, small facilities or structures including (a) single-family residences not in conjunction with the building of two or more such units. Summary: The applicant, Samuel Wong, is applying for a one year extension of an approved design review and special permit for an attached garage and first and second story addition at 1320 Skyview Drive, zoned R-1, approved by consent calendar on June 11, 2001 (June 11, 2001 Planning Commission Minutes). The approved plans have been reduced in size and attached to the staff report for review. This project was not referred to a design review consultant. The Planning Commission approval of this application became effective on June 18, 2001. This approval is valid for a period of one year during which time a building permit must be issued. An extension for up to one year may be considered by the Planning Commission. If the extension is not granted, the property owner must reapply and the project will be subject to design review. In a letter dated February 13, 2001, the applicant notes that the project has been delayed due to a dispute with the architect. The applicant hopes that the dispute will be resolved soon, and would like to request a one year extension to June 18, 2003, of the design review and special permit approval. The Project: The existing single -story house is on a corner lot (Skyview Drive and Kip Lane) which slopes upward from Skyline Drive and contains 2,535 SF of floor area (0.35 FAR), including an attached double -car garage, a 419 SF trellis (to be removed), with three bedrooms. The applicant is proposing a 199 SF first floor addition, a new 968 SF second story, and a new 1,140 SF basement (not included in floor area ratio), increasing the floor area of the remodeled house to 3,104 SF (0.43 FAR), and four bedrooms. As part of the project, the applicant is proposing to convert the existing garage, which now faces Skyview Drive, into a family room. A new attached two -car garage is proposed on Kip Lane, below the main floor of the house. The proposed attached garage meets the definition of a basement under the previous code, and therefore is not included in the floor area of the house. This application was submitted before the effective date (March 24, 2001) of the new requirements for including basement areas in FAR calculations. The basement level also contains a wine cellar, storage room, and exercise room, all of which do not qualify as bedrooms. The proposed garage measures 20'-0"W x 26'-6" D (clear interior dimensions) and provides two covered parking spaces for the four bedroom house, where two parking spaces are required (one of which must be covered). Affirmative action should be by resolution and include findings made for the requested one year extension for design review and special permit. (415) 732-1288 Ms. Margaret Monroe City Planner Planning Department The City of Burlingame City Hall, 501 Primrose Road Burlingame, CA 94010-3997 Dear Madam: February 13, 2002 Remodeling/Construction of our Residence at 1320 Skvview Drive Burlineame, CA 94010 (Zoned R-1) Ever since the City's Planning Commission approved our residence's Design Review on June 19, 2001, our Architect Jack Matthews of John Matthews Architects continued with their work towards applying and obtaining a Building Permit from the City. While we urged our Architect to expedite completion of the work including those from the Engineers, our Architect delayed the project for several months without good cause. Since late December 2001, when we knew the Architect Fees after our request for an accurate figure, we disagreed with the Architect Fees on the grounds that it was grossly overcharged according to our research. We are not certain as to when this dispute can be resolved since the deadline for a Building Permit is drawing near. Considering the circumstances, we have no aitemative, but to apply for an extension of one year to submit the application for a Building Permit. Perhaps you may enlighten us as to any procedures with which we should comply to extend the application. Please contact us at your earliest convenience so that we may discuss this matter. This stucco base provides a firm grounding of.the building and allows for the slope of the lot.
